Mayor Thomas H. Sibold, Jr. calledt the meetingt to order with the following members present: Mayor Sibold; Vicel Mayor David S. Crosier; Councilman William (Lance) Carson, Jr:; Councilman Fred F. Forbes; Councilman Raymond C. Hunter. Also present were Cityl Manager. Allen) Dressler and City Attorney Mark The invocation" was given by Pastor) Doug Hollenbeck followed byt thel Pledge of Allegiance,  Popovich.  Approval of Agenda  Mr. Crosier motioned to approve the agenda witht the exception to add proclamation, "Extra Milel Day",  seconded byl Mr. Hunter. All members werei ini favor with "aye" votes.  Citizen Comments  Marie Fitzgerald ofBeech Street advised everyone thatt the 2025 Highlands Christmas Mother is] Ingrid Barber. The Christmas Mother Shop will be att thel First Christian Church on Fudge Streeti in Covington. Applications willl bet takeni in Clifton) Forge: and Covington. Ms. Fitzgerald spoke about The Green! Pastures Recreation Area, alsol known as Longdale. They willl have story readings held at thel Masonic' Theatre on October 21 from 7p.m.-8:30 p.m. These are listening sessions tol learn aboutt thel history ofGreen] Pastures Tammy Scruggs Duncan oft the. Alleghany Highlands Arts Council wanted to give Council ant update ont the performances that the Arts Council will offer the community with the allotted funds from the City. Ms. Duncan gave all council members a program of upcoming events. She statedt thatt there isa al lighthouse project fors students. The Arts Council are excited tol holda a springj jazz event att thei new Collins pavilion onl Maple Ms. Corey Bowles stated that shei isi interested! in being on the Social Services board. All members werei ini favor with "aye" votes. Recognition of Retirement for Tim Yancey  Mr. Dressler thanked. Mr. Tim Yancey for alll his gracious service andy volunteer work tot the City ofCovington Fire, Rescue and EMS. He stated that isl has been aj pleasure andj joyt to work with' Tim. Over they years Tim has been quick to1 respond to City Halli for bloodp pressure checks, etc... including advising Mr.] Dressler tos seea doctor. He alsot thanked) Mr. Yancey for his volunteering with youth league sports. Hej presented Mr. Yanceya plaque andg gift for 14, years' service as employee at the) Firel House, however his number ofyears are many more while volunteering att the Firel House. Mr. Dressler notedt thatl Mr. Yancey would oftenl leave a church service tog go on a call. Chris Smith, Covington Chiefo of Police/Director of Public Safetys stated that he appreciated allt the time together with Mr. Yancey. Greg Burton let everyone know that Mr. Yancey was a fremendous help to the volunteers and! he appreciated alll his service and congratulated! him onl hisI retired. C. W. So1 much already. The event 'Farm Festi in Our Tiny Town' willl bel held on October 12, att the Sport Complex. There will be oldt tractors, animals, food, kids' activities andi music. The "Pumpkinsi in thel Park" event will be on October 19 at the Sport Complex. Hometown. Halloween willl be downtown Covington on The annual VML-VA Municipal League conference will bel held Oct. 12-15." This conference: isa There will bes smoke testing with theI I &I I (Inflow and) Infiltration study in the City. There willl bei tags There will be an employee appreciation picnic on October 11. The City will close ati noon for The Wall That Heals, Vietnam Veteran memorial, was in Covington Oct. 3-6, 2024. This was an honor tol have this eventi in our area, The truck bringing in the wall came through Clifton Forge with their streets full ofcitizens andi into Covington with both giving them a warm welcome. Mr. Dressler thanked all the many, many volunteers that assisted. The volunteers that assisted in assembly/disassembly were tremendous as some ofthes sections of the wall were 80 pounds. The wall was open 24/7. Mr. Dressler thanked thel Police Chiefi for escorting the truck into and out oft the City. Mr. Dressler asked Lisa Worley with) Parks & Recreation to come to the podium. Het thanked Ms. Worley for alll her work with thel Parks) Department and assisting the City Manager's office over her many years ofs service. Mr. Dressler stated that he is pleased to announce that Ms. Worley is appointed as Director ofParks & Recreation, Ms, Worley thanked! Mr. Dressler and Mr. David Bryant for believing in her ability that she can dot thej job. She thanked the Parks staffi for all their assistance. in the past several months and! knows that they will continue to all work together along with Mr. Mr. Carson thanked Mr. Dressler, employees, the VFW and everyone for getting The Wall That Heals here tot the area and that many tears were shed. Appointments  There was discussion that Corey Bowles and) Kim Jefferson arei interested inl being ont the Social Services board. Greg Martin has resigned. This term expires July 31,2026. Ms. Bowles stated that shes remains interested in being ont the Social Services board. Shel has beena foster parent, workedi inj public education for many: years, havet training on various programs and projects. Shel believes that shei is able to! helpt the community and citizens. Mr. Sibold mentioned that when therei is a nomination. made thati members of Council are voting for that person tol be on the Mr. Crosier motioned tor nominate Kim.
