REGULAR SESSION MEETING NOVEMBER 12, 2024 Be it remembered on the 12th day of November at 10:05 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Shaun Jones, Jailer Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State ofTexas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on October 28, 2024, by Commissioner Frye, seconded by Commissioner Russell, the motion passed by a majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for October 31, 2024, and November 6th and 12th 2024. Motion by Commissioner Wilkins, seconded by Commissioner White to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for October 31, 2024, Commissioner Frye seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Purchasing Storage Unit Judge Carrasco informed the Commissioners that he has been researching purchase of a storage building for the mower and other outdoor equipment for the Maintenance position in the 2025 budget to He suggested using some of the remaining ARPA money for this purchase. For a 10X16 unit, he has received an approximate cost of $5390.00. Upon a motion to approve the purchase of a storage building using ARPA money by Commissioner Wilkins, seconded by Commissioner White, the motion passed with a majority vote. use to store yard equipment. 8. Consider and Discuss Purchasing Equipment for the First Floor Courtroom Judge Carasco explained that much more frequently than in the past, he is having zoom court hearings. This causes him to use his office and crowd numerous persons involved into that space. He is requesting to set up the courtroom with equipment to accommodate the zoom hearings when necessary. He also suggests that this equipment be purchased using ARPA money. He has an approximate cost of $8,000 from Robert Goff, our IT advisor. There will be an additional cost for an electrician Commissioner Frye made a motion to approve the purchase of equipment and hiring an electrician to complete the work to make the Courtroom available for zoom hearings, paid out of the ARPA funds. Commissioner Wilkins seconded and the motion passed with a majority vote. 14. Consider Any and All Matters Concerning the Parmer County Law and some new wiring to accommodate the equipment. Enforcement Center Including but not Limited to: Consider and Discuss Firetrol Contract 2 Amy Dudley stated that the Parmer County Jail is housing 20 inmates. Shaun Jones, Jailer presented a contract for fire equipment maintenance services from Firetrol. Currently, the County has a contract with Johnson Controls to service the fire suppression system in the Parmer County Law enforcement Center. The County has an agreement with AAA to service the fire extinguishers in the Sheriff's Office, Courthouse and Precinct 1. Shaun stated that the cost to utilize Johnson Controls continues to rise. Last year the yearly maintenance was $5,078.00 but over $8,000.00 total Firetrol has bid $1608.75 for a yearly maintenance fee. A discussion was held in regard to the precinct fire extinguishers and including them in the Judge Carrasco made a motion to table this issue in order for Shaun to obtain a cost for the additional precinct fire extinguishers. Commissioner Russell seconded and the motion passed with a majority vote. Nine of which are from Lamb County. was paid due to repairs. contract. County Clerk, Susie Spring brought up the issue of the General Election Canvass by the Court. It must be done between the dates of November 13th and November 19th The Commissioner's agreed to meet next Monday, November 18th at 10:00 AM to canvass the vote. With no further business to come before the Court, Commissioner White moved to adjourn. Commissioner Russell seconded and adjournment was called at 10:55 o'clock A.M.
