Woody Weingarten presented the Quality ofLife Green Award to Linda Hoch for her twenty five years of service on the Open Space Committee. OPEN TIME FOR PUBLIC EXPRESSION There was no comment from the public during open time. COUNCIL REQUESTS FOR FUTURE AGENDA ITEMS Lopin reported on the recent meeting ofthel Marin Telecommunications Agency (MTA). Lopin also reported on thei recent meeting oft the San Anselmo Chamber of Commerce. Kroot reported on the recent meeting oft the Bolinas Avenue Advisory Committee. McInerney asked ifrepresentatives: from the San Francisco Theological Seminary regularly attend the Kroot confirmed that the representatives from the Seminary regularly attend the Bolinas Avenue. Advisory Coleman expressed thanks to the volunteers who participated in thel Isabel Cook building painting project. Coleman stated the volunteer painting project was very organized and they had a lot of help from the Coleman expressed concerns regarding the cleanliness of the bus station at the hub. Coleman would like a constant routine effort to pay more attention to the area and keep it clean as it is the entrance to the Bolinas Avenue. Advisory Committee meetings. (c) Approve Resolution No. 4011 revising Resolution No. 3998 defining the framework for the Financial Advisory Committee, increasing the membership to seven (7) members and adding the elected Town Treasurer in as advisory capacity. REPORT FROM THE FIRST PRESBYTERIAN CHURCH ON THE 2012-2013 PLANS FOR Joy Snyder, Program Coordinator, First Presbyterian Church, reported that the maximum amount of people allowed in the shelter this year is 40 men and St. Vincent's will pre-screen all guests prior to arriving at the shelters. The 2012 Rolling Winter Shelter program will start on Friday night, December 16, and will be hosted at the First Presbyterian Church in San Anselmo. In December, Friday and Saturday nights will be hosted at Duncan Hall. StAnselm's will also be participating in the program. THE ROLLING WINTER SHELTERORAL REPORT). Lopin asked where these homeless people stay on the other nights. Snyder explained that the women's shelter is located at the Women's Wellness Center and is open every night oft the week. The men's shelter rotates nightly between various congregations in Marin. Coleman asked for the location of the St. Vincent'sl help desk. Snyder replied St. Vincent's office is located at 820 B Street, San Rafael, on the second floor, directly above the dinning center. There was no comment from the public. 3. REPORT ONTRANSFORTATION. OFMARINTANDREOUIST FOR SAN ANSELMOTO CO-SPONSOR A ONE BAY AREA GRANT (OBAG) PROGRAM FOR A FEASIBILITY STUDY FOR A' TROLLEYTORUN FROM FAIRFAXTOSANRAFAEL/ORAL REPORT). Dianne Steinhauser, Executive Director for the Transportation Authority ofMarin (TAM), explained the study is to conduct an initial valuation/feasibinty review of operating a trolley line that would run from Fairfax through San Anselmo to San Rafael connecting to the SMART station in San Rafael, with an option to connect to White Hill Middle School on the west end and to Montecito Shopping area on the east end. The study will identify recommended next steps; potential land development opportunities; and next steps for an initial development program. TAM would conduct the study under the oversight of a technical advisory team that would include agency members from the' Town of Fairfax, the Town of San Anselmo, the City of San Rafael, County of Marin, Marin Transit, Marin Trolley and SMART. Federal funding for the study would come from the Metropolitan Transportation Commission (MTC) and also from Marin Trolley, a 50103 registered organization that is organizing local support along with endeavoring to bring private funding to the feasibility study and eventual implementation. No direct 2 Minutes of San Anselmo Town Council October 23, 2012 contribution from the Town of San Anselmo would be necessàry. San Anselmo staff should attend the advisory meetings. The Town of Fairfax and City of San. Rafael both support the study and there is a strong support from Marin Transit Authority. The project will study the feasibility of three levels of transit: light rail trolley, rubber tire trolley and bus rapid transit.. The study does not require cash contributions from the towns/cities however there will be staff time required to participate in the Lopin asked if the trolley would replace some of the school buses. Steinhauser acknowledged the Kroot asked how the study would relate to the timing of the SMART. Steinhauser noted SMART plans to commence operation in 2016. Steinhauser hopes to have the feasibility study for the trolley completed McInerney endorsed Greene's concerns regarding bicycle usage decreasing in the corridor because of the trolley. McInerney does not want the study to take precedent over the round-about study at the Hub. McInerney asked what the anticipated user group would be for the trolley. ABSENT: Greene., There was no comment from the public. 4. REPORT ON THE PENSION REFORM ACT LEGISLATION RECENTLY ENACTED BY Town Manager, Debra Stutsman, reported on the Pension Reform Legislation. Stutsman explained the legislation provides that new: members of the retirement system on or after January 1, 2013 may only be offered the new pension benefit plan specified in the Reform Act; new member contributions provide a 50/50 split of the normal cost of benefits but allows employee contributions to remain at the bargaining table if employers want employees to pay an even greater share of the cost. The Reform Act creates a reduced tier of benefits for new employees, closing the higher benefit formulas provided to existing McInerney asked what would be the: impact on our safety group ift the: merger with TCPA is effective after THE CALIFORNIA! Lopin asked Stutsman to further define the legislation. Stutsman explained that in a defined contribution plan the employee makes contributions and many times the employer will match the contribution. All new. employees must be subject to at least a 3 year final compensation period, meaning the average of the highest three years of earnings for calculating final compensation; a new cap on earnings for new employees that may be included in pensionable compensation. For San Anselmo that would currently be $110,000 because San Anselmo is in Social Security); employers can provide a defined contribution plan in addition to its defined benefit plan for compensation in excess of the cap, provided it does not exceed the federal limit; eliminated the opportunity for PERS members to purchase up to five years of service credit; retirees are limited to working 960 hrs per/yr for a public agency and only if the a retired person has specialized skills to perform work of limited duration or during an emergency; must be al 180. day break in service following the retirement; safety employees are generally exempt from the requirement; ifai member is reclassified from one membership classification to another offering a higher retirement formula, only future service earned after the operative date of the change may be credited at the higher retirement formula; no longer McInerney asked approximately how many town employees earn over $110,000 per annum. UPDATE ON THE SHARING OF POLICE SERVICES WITH THE TWIN CITIES POLICE Town Manager Debra Stutsman presented the staff report. Stutsman stated recent discussions regarding the sharing of police services and possible consolidation with Twin Cities Police have included side funds, OPEB, equipment obligation, the name of agency and the JPA agreement. The report includes staff configurations, both historical and present, which reflect ai reduction from 70 to 58 employees in the new JPA. Stutsman explained the funding formula, which calls for the costs relating to administration, communications and investigations to be shared on an equal basis by the members, with costs for patrol services and field operation allocated to a formula based on' the number of calls for service, total crimes, Cusimano stated the City ofLarkspur currently processes the payroll for the' Twin Cities Police Authority. However, after the consolidation the Authority plans to contract out for payroll services in which they have budgeted $60,000. They also plan to contract out for human resources in which they have budgeted AUTHORITY. AND ACTIONS UNDERWAYTOCONSOLIDATE. citations and accidents over ai rolling three-year period. $30,000. Coleman asked Cusimano ifhe anticipates an increase in staffing. Cusimano replied he sees a re-organization within the agency with the possibility of increasing the number of sworn employees but he does not anticipate an increase in non-sworn staff. Kroot asked about the police staffing in San Anselmo. 4 Minutes of San Anselmo Town Council October 23, 2012 Cusimano stated there will always be two officers in San Anselmo in addition to a sergeant., The traffic Cusimano noted that the costs are, allocated to the area that needs the services and referred to attachment four of the staff report which includes the statistics for all three agencies. The statistics show San McInerney asked ift there are strategies for issuing citations and wonders how the parking meters, parking citations, parking permits will be handled if the agencies consolidate. McInerney requested an annual officers will bei in San Anselmo because trafficis a major issue in San Anselmo. Anselmo citations and accidents as being considerably! higher than the other two towns. assessment and confirmation for these items. San Anselmo Police Chief, Charles Maynard, said San Anselmo has a low crime rate; less crime against persons but more crime against property. 6. AJOURN.
