Lighting Festival on Saturday, December 1 and the Downtown Holiday Open House on December 7, from 5:00 to 8:00 p.m. Coleman thanked the Public, Works crew for putting up the "Welcome to San Anselmo" reindeer banners. Coleman would like the Town to consider something similar to San Francisco's "Sunday. Streets". She suggests forming a committee tol look at the possibilities of temporarily closing off stretches of public space and neighborhood's streets' to automobile traffic, and opening them to pedestrians, bicyclists, and activities for several McInerney noted the current weather forecast indicates a 70% chance oft rain on Saturday, December 1,a and asked ifthe Holiday Lighting Festival may be cancelled due toj poor weather conditions. Discussions included the Army Corps of Engineers Unit Four project which extends from the Ross Bridge to the San Anselmo border. The project which is controlled by the Federal Government needs to be completed and is vital for the whole flood control project. Currently we can do creek improvements but can't do other improvements without making sure there is adequate. capacity in Ross. McInerney stated we: need to raise our profile, stress the importance oft the project, and make sure that it is funded through the Army Corps of Engineers and that it is funded within the next couple of Stutsman addressed the forecast of coming rain stating Lt. UPDATE REPORT ON THE CENTRAL MARIN FOOD1 TO ENERGY (F2E) PROGRAM AND REFUSE AND RECYCLING SERVICES, CENTRAL MARIN SANITATION Patty Garbarino and Jason Dow presented a report on the Central Marin Food to Energy (F2E) program from the Central Marin Sanitation Agency (CMSA) and Marin Sanitary Refuse and Recycling Services. Garbarino explained the Food to Energy program takes solid food waste from participating restaurants and processes it in Marin Sanitary Services Solid Waste Transfer Station. Then CMSA takes the processed food waste and produces soil amendmentfertilizer and methane gas. The methane gas is used as a fuel in a cogeneration engine that produces electricity for CMSA operations. The program will reduce the land. filling of food waste and reduce greenhouse gas Greene asked if they have preformed studies or projections ofs seal level rise and how it may affect the Dow said the facility has not done any studies regarding sea level rise. Garbarino replied there will most likely a 2.24% increase of the overall rates, and possibly. a 3% increase. The first year the increase would most likely be 1.5%. Garbarino noted that the F2E Program will also help the Town with its Climate Action Plan. There wasi no comment from the public. Mayor McInerney thanked Marin Sanitary Service for their presentation. 3. APPOINT MEMBER AND ALTERNATES TO THE MARIN EMERGENCY RADIO Town Manager Stutsman presented the staff report stating the Town's current representative on the MERA Goyerning Board is Police Chief Charles Maynard. As Chief Maynard is retiring as of December 15, 2012, we need to appoint a new representative. Staff's recommendation is that Council appoints. a member and two alternates to serve on the Marin Emergency Radio Authority (MERA) Board of Directors. Stutsman noted that Councilmember Lopin has indicated interest in AUTHORITY (MERA). being arepresentative on the MERA Board. There was no comment from the public. M/s, Mlnemey/Greene, to appoint Councimember Lopin as the Town's representative to the Marin Emergency Radio Authority Board of Directors with Vice-Mayor Coleman as the first alternate and Councilmember Kroot as the second alternate. AYES: Coleman, Greene, Kroot, McInerney. NOES: None. ABSENT: Lopin. 4. UPDATE ON POLICE CONSOLIDATION-SUMMARYI REPORT AND NEXT STEPS. Town Manager Debra Stutsman presented the staff report. Stutsman stated staff will come forward at the December 11, 2012 meeting with the Joint Powers Agreement (JPA). POST recently informed the Town of the requirement that the San Anselmo Police Officers would have to go through a full background check upon the transition. As this is not an acceptable alternative, POST has suggested the agencies withdraw from POST as of] January 1,2 2013 and then reapplyin February. POST would then review all of our files to assure at the time of hire each of the officers has the. appropriate background check. Stutsman said discussions are continuing with Post and there is a high level of McInerney asked ifthey have discussed contacting our. Assemblymen to intercede with POST. Stutsman stated their plan was to appeal the director's decision ifthe appeal was not in our favor, but most likely that would not be a possibility because the Commission is unlikely to overturn the director.
