SITE PLAN -SP24-017 Saddlebridge Downtown Davie (West side of Davie Road, north/south of Ronald Bergeron thanked the Town Council for their service toi the community and emphasized the need to ensure a quality ofl lifei fort future generations as the Town develops. He expressed concerns regarding thet traffic study conducted for Davie Road in relation to the project. Mr. Bergeron stated that it was likely inaccurate because it was performed during the COVID-19 pandemic, when traffic was reported to be as much as 66% below normal levels. He pointed out that the study did not account for traffic generated by the rodeo grounds, noting that while the study mentioned attendance of up to 1,000 people, it did not consider the full potential of 5,000 attendees. Mr. Bergeron stated that the actual traffic levels were certified to be 66% higher than those reflected in the study. Mr. Bergeron highlighted the importance of balancing development and economic growth with the community's quality of life. He requested that the matter be tabled until a more accurate traffic study could be conducted. He stated that the current study misrepresented traffic levels, particularly concerning congestion on Davie Road. He also noted that the study's methodology only considered a quarter-mile radius instead of the recommended one-and-a-half- mile radius, which resulted in an underestimation oftraffic levels. He expressed concern about the impact of the rodeo grounds entrance on traffic flow, stating that it was initially intended as a Aly Waldman, representing the Bergeron companies, stated that the rodeo arena was a special place and anything that impacted thet traffic that came in and out of the arena needed to be evaluated. Ms. Waldman stated that many changes occurred to Davie Road: since the COVID-19 pandemic, which included adding a median which reduced the size of Davie Road. She stated that this needed to be evaluated by Bill Barbaro from Carnaham, Proctor and Cross Engineering firm, state that he was the engineer that conducted the independent traffic study for the previous development. Mr. Barbaro stated that Broward County required a minimum of one-and-a-half-mile radius for a traffic study and the study conducted was only a quarter mile. He reiterated that the study was conducted during the COVID- 19 pandemic, sO the traffic numbers were skewed, and rodeo events were not part of the study. Phillip Holste, Assistant Town Administrator, stated that in 2022 there was similar site plan for the Atlman Development on this property. The difference between the projects was the element of commercial space. The commercial space was removed from the previous development and the new Saddle Bridge project was for two hundred and eighty-six (286) dwelling units and a parking garage. Mr. Holste provided an overview of the project which started at the former Wendy's site down to the Melman property, at approximately 4.1 acres. On the north side of 42 Street there was ar residential building and on the south side of 42 Street was a residential building and a parking garage. Mr. Holste highlight an element of the project which was the pedestrian bridge over 42 Street. The project was also unique because 20% of the project was inclusionary or attainable ED, Transit Oriented Street)) Southwest 42nd Street, zoned RAC-TC, Transit Oriented Street) service road. looking at the utilization and future expansion of the rodeo arena. The Town Council and Broward County previous approved and recorded a play for two hundred and eighty-six (286) mid-rise units and one thousand seven hundred and fifty (1,750) square feet of commercial use. The new proposed project from White Oak was for two hundred and eighty-six (286) mid-rise units with no commercial use allocation. Mr. Holste noted that as the plat, stood today, based on Broward County'sanalysis, 40,124 square feet of commercial use was approved for the properties that made up this plat which was known as the Altis plat. The project met concurrencies through Broward County for water and wastewater, regional parks, public schools, and transportation. Mr. Holste explained that based on Broward County's analysis, when comparingi fortythousand: squarei feet of commercial: space tot two hundred and eighty-six (286) mid-rise units, there was a reduction of two hundred and eight (208) trips per PM Peak Hour. Jonathan Vogt, Town Engineer, provided an overview of the traffic study which was completed by Chris Hagen from Kimley Horn who followed industry standards while performing the study and noted that he could not use the Florida Department of Transportation's trip generation numbers from 2020, which indicated 15,000 trips. Instead, he gathered his own data 18 months post- pandemic to assess the corridor. Mr. Vogt stated that the study accounted for a projected growth rate from 2022 to 2027, incorporating data from 2016 to 2019, which indicated higher trip generation numbers of 29,000 to 30,000 trips. He did not include existing trips that would reduce the overall trip count, such as those from the Beer Barn and the Chamber of Commerce Center. Additionally, future developments were factored in, including Davis South, Promenade, and Ultra, even though these projects had not yet been completed, to provide a conservative estimate of traffic impacts. Regarding event routing for the rodeo, although Mr. Hagen was unable to assess current event traffic, he evaluated 42nd Avenue's capacity to handle both development-related trips and potential event traffic. He also highlighted the Town's proactive efforts to improve connectivity through various road projects, including the construction of 67th Avenue and planned to widen of 39th Avenue and 61st Avenue. Mr. Vogt stated that these initiatives are aimed at supporting anticipated development in the downtown area. Mr. Vogt noted that driving behaviors have changed since the pandemic, and traffic numbers for 2023 were: significantly lower than those in2 2016 and 2019, suggesting that older data may not accurately reflect current conditions. Mr. Vogt advised that the traffic study that was conducted was appropriate, met industry standards, and Vice Mayor Starkey asked if the new Town Hall was factored into the calculations oft trips. Mr. Vogt advised that these trip numbers were not ini the study, but there were different roads that led out from Town Hall and that peak hours at Town Hall were not during event times. Vice Mayor Starkey emphasized that this may have a significant impact on the study because in addition to the staff that works at Town Hall, there are visitors during regular business hours also. Vice Mayor Starkey stated that she expressed her concerns over the project, especially to Town staff. Vice Mayor Starkey felt as though there was too little business and commercial development on Davie Road. Vice Mayor Starkey wanted to see Davie Road align with the masterplan which included mixed-use development in the downtown area. Vice Mayor Starkey asked if the item could accurately reflected the associated impacts. bet tabled SO a new traffic study could be completed. PAGE50F12 09042024 Mayor Paul stated that there were vacant commercial properties along Davie Road which is whyi it was eliminated from this project. Mayor Paul advised that there was a significant number of trips eliminated by removing the commercial space. She noted that there were two corner pieces of property along Davie Road that were specifically for restaurants and commercial space. Mr. Holste advised that he wanted to correct the record, although it was said that the analysis was completed during the Covid-19 pandemic, it was performed in February 2022 and August 2022, the Richard J. Lemack, Town Administrator, stated that the only residential units that were built in downtown Davie was about fifty (50) units. The project in question was to code and met everything that was planning and approved by thep public process for Davie Road. Mr. Lemack noted that there needed to be a balance, and this was the only residential project. He also stated that this project complimented the rodeo arena and would attract those that wanted to live by an entertainment venue. He also explained that the number of visitors to Town Hall significantly declined because many oft the Town's services are not offered online. Mr. Lemack emphasized that nothing was being Vice Mayor Starkey asked why only a quarter mile area was considered in the traffic study. Mr. Vogt advised that the only intersection not included in the study was Southwest 39 because it Councilmember Whitman advised that she lived six (6) houses off Davie Road for forty-three (43) years. There were peak times on Davie Road where traffic could be overbearing but she saw more people walking rather than driving. Councilmember Whitman stated that having the residential building would increase the value of the rodeo grounds and increase the attendance at events. Councilmember Whitman advised that she had no issue getting out of her home on 41 Place to go Mayor Paul stated that she drove at all different times down Davie Road and has experienced more times where the traffic was light when one would expect it to be heavy. Mayor Paul also addressed the claim that this project would decrease property values. She explained the Town has seen an increase in property values along Davie Road and in the surrounding neighborhoods since the Councilmember Luis thanked Councilmember Whitman for her statement as she was the one who lived closest to the areas. Councilmember Luis stated that he saw this project as an enhancement Councilmember Hattan explained that she attended an event over the weekend and some of the people who were in attendance congratulated her on the growth that has happened the Town of Davie. Councilmember Hattan asked how this project impacted workforce housing. VICE MAYOR STARKEY SOROPTIMIST - Vice Mayor Starkey stated that Soroptimist International put together backpacks for the victims of human trafficking. The group delivered some to the Davie Police Department and the Federal Bureau of Investigation (FBI). Vice Mayor Starkey attended an event hosted by. Justice for Kids who also helps victims of human trafficking and children of abuse. COUNCILMEMBER HATTAN No comment COUNCILMEMBER LUIS ALPHA 250 Councilmember Luis stated that as the Town of Davie's appointee to the Solid Waste Authority Council, he wanted to provide an update about the Alpha 250 property. In June 2015 Broward County resource recovery board municipalities entered into a settlement agreement over the litigation concerning the alpha 250 property which was in Pompano Beach. This property was originally purchased as a future solid waste or recycling facility. The settlement agreement provided for Broward County and the municipality to sell the Alpha 250 parcel of land. Broward County and municipalities agreed to delay the sale to allow Broward County Solid Waste working group to complete its work regarding a countywide solid waste District since the Solid Waste Authority was preparing its master plan. Councilmember Luis advised that the disposition oft this property was: still unclear therefore the sale had been delayed until October11, 2025, with the approval oft the County Administrator and mayors of the cities of Coconut Creek, Fort Lauderdale, Hollywood, Miramar, Sunrise, and Weston, on behalf and the municipalities. XV. TOWN ADMINISTRATOR COMMENTS RICHARD. J. LEMACK CONGRATULATIONS - Mr. Lemack congratulated Assistant Town Administrator Phillip Holste for being recognized by the International City Managers Association (ICMA). Mr. Holste was receiving TRAIL MARKERS - Mr. Lemack reported that Broward County completed updating the GIS trail markers associated with Robbins Lodge and Wolf Lake Park into the Broward County E911 system. This assisted with improving overall emergency response within the parks. Mr. Lemack recognized the Town of Davie departments that assisted with this project. Mr. Lemack also recognized Todd Mayor Paul noted that the next park should be Tree Tops Park, although it was a Broward County park, it was important for the Town's emergency response teams to be able to navigate the park. the 25th Year Local Service Government Award.
