Work Session at 6:00 PM - Beautification and Trails Advisory Boards Presentations Mayor Libby Fay, Trustees Maggie Huyck, Gina Lucrezi, Andrew Rice, Devin Rowe, Cindie Swisher, and Micha Rosenor via Zoom attended the work session. Also present were Town Administrator Brian Berger, Town Treasurer Phillip Puckett, Public Works Director Shawn Williams, Recreation Special Projects Manager Earl Richmond, and Town Clerk Paula Barnett. Joy Duprey, Chair of the Beautification Advisory Board, shared with the Trustees that members of the Board include Nancy Taylor, Jan Wheller-Kitzman, Dorothy Distel, Colleen Deffner, Diana Weir, Jennifer Wright, and! Sue Benes, Trustee Hyuck, and Staff Liaisons Alison Hopkins and Paula Barnett. Duprey thanked Parks Department Staff and Public Works Director Shawn Williams for Duprey reviewed the projects completed in 2024, including the ongoing rebuilding of signs at the parks and new signs at Forest Square Park, Billy Cordova Memorial Park, and the Central Colorado Regional Airport. Duprey stated grant funds from the Upper Arkansas Area Council of Duprey reviewed the proposed 2025 Beautification Budget Requests, including annual projects and expenses, and three new projects, including metal plaques on historical buildings, a BV Experience Sculpture, and replacing the South Main sign at the east end of East Main. Trails Advisory Boards Kelly Collins, Jason Maher, and Colleen Fitzgerald attended the work session. Collins reviewed the Trails Advisory Board was founded in 2007, and their duties their ongoing support and assistance in completing projects. Governments allowed additional signs to be completed in 2024. include: Study, investigate, develop, and recommend a written plan fori trails Report conditions that violate ordinances to the Board of Trustees Recommend annual updates to the Plan Other duties as assigned Collins reviewed the Board completed six projects in 2024, costing $ 65,135. The cost to Town was $29,575, and In-Kind contributions (including grant funds) were $35,560. PRESENTATION Chaffee County Community Foundation (CCCF) Update Chaffee County Community Foundation Director of Programs Annie Hendricks discussed with the Trustees CCCF's proposed request of $58,100 in funding for the Town's 2025 Community Grants. Hendricks also shared that CCCF will need a Trustee to serve on the grant review committee. Trustee Huyck agreed to: serve on the committee, and the Trustees supported that decision. Interim Chaffee County Fire Protection District Fire Chief Town Administrator Brian Berger stated that Kira Jones has been appointed Interim Fire Chief fori the next six months. Jones reviewed the department will be conducting interviews, and her intent at the end oft this term is to maintain the position on a long-term basis for the benefit of the organization and those it serves. Jones stated in her proposed 2025 budget for Chaffee County Fire she has asked for an Assistant Chief of Operations whose focus would be training, tactics, retention, and recruitment, allowing the Fire Chief to shift additional attention to fire prevention, fleet maintenance, grants and funding, and mitigation. Jones stated that in 2025, the department will continue the CPR class program started by the library and develop a Community Risk Reduction Plan. BUSINESS ITEMS Public Hearing - 2025 Town of Buena Vista Budget Town Treasurer Phillip Puckett reviewed a summary of the current draft oft the 2025 Budget and each fund. General Fund: structurally balanced as presented Overall 1% increase from 2024 Sales Tax revenue from Town & County is down 1.9% from the 2024 budget Transfers of $150,000 to the Airport and $349,000 to the Capital Improvement Fund Added in Meridian Barricade rental for one event BOARD OF7 TRUSTEES OF THE TOWNO OF BUENA VISTA Page 4of10 November: 12, 2024 Regular Meeting Minor adjustments to pay plan and insurance benefits Capital Improvement Fund (General Fund): The total funds requested (excluding carryover Fund balance, Grants, and CTF/MUTransfers) is $396,320, which is $47,320 over the $349,000 transfer Removed Meridian Barricades from capital list At the current red line, $20,000 is available to allocate to one-time capital or public Water Fund: structurally balanced, including the proposal to spend $843,500 from fund support requests balance to cover: Cottonwood Lake Spillway construction $231,000 Water Rights - Extra payment Upper Ark Aug Certs 15 AF (20 AF total in 2025) $577,500 replacement ($903,536 in Water Dedication Fees collected YTD 2024) Carryover projects- - $10,000 Conservation plan and $25,000 Dryfield Ditch Headgate Airport Fund: Not structurally balanced with $18,931 deficit. If the HVAC capital project is approved, the transfer from the General Fund will bei increased to cover the $18,931 gap. Stormwater Fund: structurally balanced, including Stormwater Master Plan update Conservation Trust Fund: structurally balanced, including a $76,850 transfer to the Capital Marijuana Special Revenue Fund: structurally balanced as presented with a $100,000 transfer The Board and Staff discussed utilizing Marijuana Special Revenue Funds for Capital projects and trail improvements. Trustee Swisher asked if sales tax continues to decrease and grant funds are not available for parks and trail improvements, will the Town be able to meet ongoing daily and long-term operating expenses? Puckett stated the Board of Trustees and the Staff will need to be very aware of revenues and expenditures to ensure that the costs of employees, maintaining infrastructure, and operating expenses are covered. Street Fund: structurally balanced as presented Improvement Fund for carryover and new projects to the Capital Improvement Fund Mayor Fay opened the Public Hearing for Public Comment. Suzy Kelly, 25887 County Road 319, Buena Vista, representing Buena Vista Heritage, shared they are seeking funding to help defray the cost ofi installing a second emergency exit. The project costs $50,000.00, and they are requesting $10,000.00 from the Town of Buena Vista and Chaffee County, which the county has agreed to contribute. The remaining balance will be raised through traditional fundraising efforts within the community. Review the Proposed 2024 Three-Mile Plan Should the Board of Trustees approve the adoption of Resolution No. 73, Series 2024, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA, COLORADO, Benson reviewed that state statute requires that the Trustees adopt a new Three-Mile Plan annually. The 2025 Three Mile Plan is in place for those areas within three miles oft town limits should it annex any land next year. The proposed 2025 Plan reflects modifications, including the annexation and zoning of the Chicago Ranch/Triview Property, resulting in new maps being drawn and eliminating Area 11, tied explicitly to the Chicago Ranch/Triview Property. Some details have been added to Area 9, Colorado Parks and Wildlife, and edits to the bridge descriptions in Area 2 and Area 3. Benson stated that the Staff anticipates the current comprehensive plan process will encourage more robust changes fort the 2026 Three-Mile Plan. Trustee Rice shared that the Water Advisory Board will suggest updating the Source Water Protection Plan ini the future, and the related map will need tol be updated. Stromer stated in his observations that drivers ignore the flashing crosswalk lights and that the flags are not being utilized. Trustee Rice, Public Works Director Shawn Williams, and Berger will attend an upcoming TRP to participate ini the prioritization process. Berger is seeking direction from the Board on which projects to include and advocate for. Berger and the Board discussed possible projects and agreed on the following. 1. US241 Multi-Modal improvements in Buena Vista - Continuing highway corridor improvements completed in 2017 south to the signalized intersection of Baylor/DePaul/US 241 to enhance pedestrian safety, ADA accessibility, and multi-modal 2. US24 Intersection Improvements in Buena Vista - Improve the safety oft the intersections of US 24 at Steele Drive and Harrison Avenue in Buena Vista opportunities a. Steele Drive - Design slated for 2027 b. Harrison Ave/US 24 Intersection 3. US24 Pedestrian Crossing Safety Enhancements in Buena Vista - Relocation of "stop here" signs, add concrete median on the southernmost crossing, ensure lights/buttons 4. Buena Vista Park-n-Ride and Intermodal Facility - Park-n-Ride and intermodal facility in function, educational signage Buena Vista along the Gunnison-Denver Outrider route Improved Public Transit Denver to BV Other: Triview Extension Request Berger reviewed the Board approved the Triview Annexation and associated agreement on August 13, 2024. Due to delays in finalizing the required title work for the property transfer, there is a need to extend the deadline to ensure the title company has sufficient time to complete the title work and the Title Insurance Policyadequately. Triview proposes moving the closing date to December 5, 2024, to ensure the title company has sufficient time to complete the documents and for the Town's Legal team to review them before closing.
