Joslyn Ave. especially during afternoon hours around 3-4 PM. He was promised ai few years ago a 4-way stop on Ford/Joslyn. Keith: stated hel had asked for the 4-way stop and was informed it could not be used as a speed deterrent but had to be due to VDOT data showing collisions. Terry asked Keith to question VDOT again. ChiefLawson will check a) Austin Counts and Kara Dotten with Appalachian Voices presented information gathered from SOLVIT Project public sessions with some projects identified to move area for speeding. 7. Unfinished business: forward on: Leeman Field and greenway lighting via solar EVfast chargers at the park Pollinator gardens Solar panels on the Welcome Center, fire department and theatre. The theatre needs a new roof and may be eligible for the project by adding solar. 8. New business: none 9. Administrative Reports- Matt Lawson, /Tina Rowe/Brian Skidmore/Keith Harless. a) Police Chief-Matt reported on property clean-ups as ongoing, one is cleaned and the b) Treasurer- Tinai included al budget amendment proposal #2 in the packet which is not more than 1% and won't require a public hearing. We are eligible for FEMA assistance ont the damage and clean-up. Hel has started the paperwork. The first round of the lead & copper: survey has been submitted. He's awaiting one more bid on the grit collector. d) Town Manager Report- Keith Harless reported, along with Bailey-Robbins project info, he had met with the Lee County Board and EDA on a resolution to abandon the by-pass. Morgan Griffith recommended $2 million funding and likely appropriated. August of Keith has worked on the ARC grant road project looking for the best layout. Met with ODP on moving lines. VDOT traffic count will be maximized by restaurant and other business potential below the hotel along Morgan. We are asking for $3 million from VDOT, which is through ARC. He met with local VDOT engineers today to keep them $45K has been awarded for a flood mitigation study with bank stabilization along the greenway. The EV car charger is operational on Main Street. a) Multi-purpose facility/ Conference Center funding- Tobacco Commission meets November 13. Keith will get an update on funding fori the kitchen. 2025. apprised of the project. 11. Projects- 2 Town of Pennington Gap Council Meeting October 21, 2024 b) Industrial Revitalization Fund ARPA Grant-Baley-Robbins- Windows are on backorder. New tenant purchased an oven that will not go through the door, coordination of delivery will be needed to remove the window to geti iti inside. Keith handed out an explanation of 3 scopes of work related to a motion last month that he negotiate the outside water sealing, retaining wall and paving next to the building and up to Redwood Street. He received two bids and Glass Machinery and Excavation will be doing the work which also includes the parking lots on Main and NI Kentucky Streets with striping which adds 40 spaces to downtown, along with some spot paving of damaged streets. Additionally, an outdoor patio area will expand and cover the side oft the community center where it drops offi into the lower lot. This will allow outdoor dining and events. The entire package will cost $227K which will require al budget amendment public hearing. Terry Pope made a Motion to have the Public Hearing on November 18 at 6:00 PM.
