Stanislaus County Sheriff's Office Sergeant Craig Osmonson presented on behalf of Human  Exploitation and' Trafficking (H.E.A.T.).  1    City Council Minutes  August 26, 2024  3.  CONSENT CALENDAR:  3.1: Approval of the Minutes of the Regular Meeting of August 12, 2024.  3.2: Approval of the Warrants.  3.3: Adopt Resolution No. 2024-28, Amending the Classification Plan with an Updated 3.4: Adopt Resolution No. 2024-29, Approving the Memorandum of Understanding (MOU) between the City of Hughson and Operating Engineers Local Union No. 3 on behalf of the City of Hughson Employees Association; Authorize the City Manager to Execute the MOU with Operating Engineers Local Union No. 3 on behalf ofthe City of Hughson Employees Association Inclusive of any Final Edits by the City Attorney; and Extending any Cost-of-Living, Equity, and/or Base Wage Adjustments to all Unrepresented Employees and Management Staff.  Job Description fori the Management Analyst Position.  3.5: Adopt Resolution No. 2024-30, Updating the Publicly Available Salary Schedule Consistent with the Requirementofcalfomia Code of Regulations, Title 2, Section  570.5.  City Manager Romo requested to pull Consent Calendar Items 3.4 and 3.5 from the Consent  Calendar. These items will be rescheduled for action at ai future meeting. NEW BUSINESS:  6.1: Consider Resolution No. 2024-31, A Resolution in Support of Proposition 36-The  Homelessness, Drug Addiction and Theft Reduction Act.  City Manager Romo presented the staff report on this item.  Mayor Carr opened the public comment at 6:40PM. There was no public comment. COMMENTS:  8.1: Staff Reports and/or Comments:  City Manager Romo updated the Council on her attendance at the Leadership Breakfast on Director of Finance Weimer provided an update regarding the upcoming financial audit. Community Development Director Jauregui provided an update regarding the upcoming  August9, 2024, and that she met with Opportunity Stanislaus.  Planning Commission items the 2023 Surface Improvement Project.  8.2: Council Member/Mayor Comments:  Councilmember Strain attended a Ministerial Leadership breakfast on August 9, 2024, the Hughson Historical Society Annual Dinner on August 17, 2024, and an Economic Development Mayor Pro Tem Crooker attended a City/Fire 2+2 Committee meeting on August 13, 2024. He attended a West Turlock Subbasin GSA meeting on August 15, 2024. He attended the Hughson Historical Society Annual Dinner on August 17, 2024, and he attended an Economic Mayor Carr attended a City/Fire 2+2 Committee meeting on August 13, 2024, and the Hughson Historical Society Annual Dinner on August 17, 2024. He provided a reminder regarding the Hughson Homecoming Parade on September 6, 2024, and the FFA Drive Thru Dinner on Mayor Carr then shared his concerns with Council's recent actions to approve an updated agreement with Neumiller & Beardslee, the City's legal firm, and inquired with Council on Consensus from Council was reached to addi this item tot the next Agenda for Council discussion  Committee meeting on August 26, 2024.
