BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 12th, 2024 Council President Regan-Koch called the meeting to order at 6:30 pm in the Council Chambers of the Seven Fields Borough Municipal Office at 2200 Garden Drive, Seven Fields, PA 16046. ROLL CALL: Present: Council President Kimberly Regan-Koch, Council Vice President Dawn Servello, Council Member Morgan Hardesty, Council Member Jeff Smouse, Manager Thomas B. Smith, Engineer Amy Gaona, and Solicitor Megan Turnbull, Esq. Absent: Council Member Lou Borghi and Treasurer Elaine Comunale Council President Regan-Koch began the meeting with the Pledge of Allegiance. Public Participation None Approval of Council Meeting Minutes for October 14th, 2024 Upon a motion made by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved the Meeting Minutes of the October 14th, Council Meeting Minutes as presented. Northern Regional Police Department Monthly Report 13 citations, 9 warnings, and 0 commercial vehicle inspections. Chief DeWick forwarded the October report to Borough Council prior to the meeting. There were 50 total calls, Treasurer's Report Manager Smith referred Borough Council to the Accounts Payable List for October 2024. The General Fund total of$287,282.37, Capital Reserve of $51,162.60, and Liquid Fuels of $217,808.46 was reported. After review and upon a motion made by Council' Vice President Servello and a second made by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved the October Accounts Payables List. 1 BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 12th,2024 Fund Balances as of 11-12-2024 General Fund Road Fund Liquid Fuels Total All Funds $1,557,572 $0 $415 $1,559,261 Available for Operating and/or Capital Expenses $1,353,846 Legal Issues Solicitor Turnbull noted that a letter dated November 7th, which was previously forwarded via e-mailed, was personally handed to an Evans City Representative in attendance pertaining to the EC/SF Regional Police Solicitor Turnbull recommended to Borough Council the consideration of adopting a Fire Insurance Escrow Ordinance. All were in favor. Solicitor Turnbull will have a draft Ordinance for consideration at the Monday, Departmene.quidation of Regional Pollice Commission Assets. November 25th Meeting. Planning Issues Engineer Gaona updated Borough Council on the Borough Building Window Replacement Project, noting that a notice to proceed was given to Gram Boys on November 11th, 2024, and a completion date of January 10th, 2025. 2025 Seven Fields Budgets Manager Smith reviewed the 2025 Budget Highlights with Borough Council. Legal Ad-2025 Seven Fields Budgets Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, Council Member Smouse voted no to approve the Legal Advertisement of the 2025 Budgets to allow residents the mandatory 10- day public budget review. RESOLVED: Borough Council approved the legal advertising of the 2025 Seven Fields Budgets for public review. Seven Fields-Gentiva Hospice Six-Month Lease Agreement Extension Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: 2 BOROUGH OF SEVEN FIELDS COUNCIL MEETING November 12t,2024 RESOLVED: Borough Council approved the six-month lease extension at a premium rental rate of $5,500. Seven Fields Water Company Lead & Copper Mailer Upon a motion by Council Vice President Servello and a second by Council Member Hardesty, the following was resolved: RESOLVED: Borough Council approved The Print Shop to prepare and mail post cards to Seven Fields water customers as required under LCCR by November 15th in the amount of $1,076 notifying customers of unknown service line material. Seven Fields Water Company Case 580n Backhoe Repairs Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, the following was resolved: RESOLVED: Borough Council approved payment in the amount of $3,796.94 to Groff Tractor & Equipment for the repairs needed on the Water Company Case Backhoe. Seven Fields Public Works Laborer Smouse voted no, the following was resolved: Upon a motion by Council Member Hardesty and a second by Council Vice President Servello, Council Member RESOLVED: November 6th, 2024.
