SPECIAL BUSINESS  Item 7.1  Provide Direction to City Staff Regarding Filling the District Three City Council Vacancy Due to the Resignation of Councilmember Leanne Jones Cruz- It is recommended that the City Council establish a procedure to appoint a City Councilmember to fill the District Three City Council office vacancy created by the resignation of Councimember  Leanne Jones Cruz.  City Clerk Hernandez gave a comprenensive staff report and PowerPoint presentation on the procedure to appoint a City Councilmember to fill the District Three City Council office vacancy created by the resignation of Councilmember. Leanne Jones Cruz.  Public Comments:  Jami Aggers, Modesto Resident, I am very interested in this agenda item. I think that given that you have more than 2 years remaining on this particular Councimember's vacancy you should be holding a special election rather than just appointing someone. It's very concerning to me that you are all leaning toward this action of just appointing ACTION: By motion moved and seconded (Uribe / Hernandez 4/0) to approve  someone. So please take that into consideration. Thank you.
