Consider approving a transfer of $36,010.58 from reserves to establish the Youth Diversion Fund, required by the Texas Youth Diversion: and] Early Intervention. Act. B. Consider ratification oft the Brownwood Municipal Development District Board for a Building Improvement Inventive Program (BIIP) grant not to exceed $24,000 to  Wayne Meadow for aj project located at 1017 Austin Avenue. Consider ratification oft the Brownwood Municipal Development District Board for ap park improvement project at Coggin Park fornew basketball courts and extension  ofthe walking trail, not to exceed $330,000.  E. Consider accepting a donation from Wright Asphalt totaling $27,250 which will be earmarked for future police and fire needs not supported by the General or Capital  budgets.  11. Agreements and Contracts  A. Consider authorizing the City Manager to engage Mead & Hunt Engineering to redevelop the Technically Based Local Limits (TBLL) at a cost not to exceed  $92,000.  12. Reports  A. Non-emergency City services closed for' Thanksgiving Holidays, November 28 and  29,2024.  13. Executive Session:  The City Council may convene into a closed executive session in the Haynes Conference Room, pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code Vernon's Annotated, in accordance with the authority contained in the following A. Consider a ratification of the Brownwood Municipal Development District Board  section:  Section 551.071 - Consultation with Attorney for a housing infrastructure incentive.
