Regular City Council Meeting October 28, 2024 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 28th day ofOctober, 2024, the council convened in a regular meeting open to the as public advertised with five Councilors present. Councilor Shaw was absent. Presiding: Mayor Burris Councilors: Ashley, Bates, Gunter, McEwen, and Post City Secretary Page City Manager Cunningham Mayor Burris called thet regular meeting to order at 6:00 p.m. Invocation was given by Councilor TJay McEwen, Items of Community Interest City Manager Report Invocation The next council meeting will be on November 184h due to the Holiday on the I". Thel Nelson Street Bridge Project is proceeding slowly. As of last Monday, several items needed to be completed, including thel bridge railing, the upstream bridge supports, the drop box metal grate, ands several other small items. The contractor has until Thursday of this week to complete the project. By definition, the project is "Substantially Complete" when the streets can be driven on safely and the streets and creek drain as designed. As of Monday, October 219, no work had been done on any oft these items. The Sewer Line Project is at a standstill, and we are waiting for an easement fort the Glenn Hills Lift Station. Once we secure the easement, work will begin on that part of the project. The Substation Transformer Project is moving quickly. Ihave printed out photos oft the finished transformer platform and of the structure supports. The structure consists of piers drilled 22 feeti into the ground and poured with rebar and concrete. The Brazos Electric Substation team was supposed to be at our substation last week to begin their part of the project. This project is moving very well, but some oft the equipment will take until the first oft they year to arrive, so the project should be completed after the first of We have sent al letter to TCEQ to request that enforcement action not be taken on the Raw Water matter. Our pump capacity is very close 10" TCEQ requirements, and with the addition of the old raw Pump water pump station capacity, we should be given some time to finance andi install the new raw water pump. Hopefully, TCEQ will understand our situation and give us some time relief. The election is in full progress. Please vote early so that the political ads wills stop. Wea are in the process of applying for another grant. We are asking for $1.7 million to repair the Rock and Pillar. The grant is from the General Land Office (GLO) ofTexas. The money comes bridge from past disasters, where all oft the money available was not spent. The only one that we can apply for is the: 2015 floods. There is $4.0 million available, which is not much considering how many cities that are probably applying.
