June 18, 2024 Regular Meeting of the Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Morris offered the invocation, and everyone participated in the Pledge  of Allegiance. CONSENT AGENDA  The agenda was amended to remove RiverStreet, to add EDA Appropriation, RFP for Audit Services, additional information for Virginia Department of Health Item, and a Closed Session for personnel and contract negotiation. As well as move the VDOT 6 Year Plan Public Hearing Item up to the VDOT Report. PUBLIC COMMENTS  Julia Dawson: Stated she commends Mr. Easter for recommending consulting with state  representatives about mandates.    Sheriff Walker provided an update on the deputy involved crash on. June 1, 2024 and TAPFCOMMITTEEORGANZATIONAL REPORTS AND PRESENTATIONS  explained what happened.  A. VDOT Report:  Maintenance: surface treatments. mowing.  Headquarters has been working on road improvements inj preparation for Completed first mowing cycle on primary and secondary routes and slope Street sweepers are being used on roads and bridges throughout the county. All 360 Crossover markings and signage have been implemented. Intersection of1 153, 602 and Five Forks recommendations from traffic  Traffic Studies/ Special Requests: engineering has been received.  B. Public Hearing- VDOT Secondary Road Six Year Improvement Plan  Public Hearing: A statement from Judy Johnson was submitted electronically stating that she requests to develop a plan for Genito Rd between the sections of Fowlkes Bridge Supervisor Easter motioned to approve the VDOT Secondary Road Six Year Improvement Plan as presented. 5-0; motion passed unanimously. Dr. Harper gave a report on Enrollment and school board activities.  Road and Clementown Road.  C. School Board  Mr. Trump discussed the financial report.  Appropriation request of $100,000 development and delivery of staff training. No local Supervisor Robinson motioned to approve the appropriation as presented. 5-0;  match required.  Motion passed unanimously.  D. JLH Hamner Board of Trustees Appointment  Supervisor motioned to approve Joy Worsham to the. JL Hamner Board of  Trustees. 5-0; motion passed unanimously.  E. RiverStreet Update: No update at this meeting.  F. Sheriff's Office Appropriation Request- Event Security Services G. Sheriff's Office Appropriation Request-IDOECO'S H. Sheriffs Office Appropriation Request-VACORP  Supervisor Easter Motioned to approve the three appropriation requests as documented in the June packet. 5-0; motion passed unanimously -The amounts are as follows: $16,540.58; $24,643.00; $6890.00.    I. Commonwealth Attorney Appropriation Request- Annual Reimbursement  * Supervisor Easter motioned to approve the $600.00 Appropriation request from  the forfeit of assets account. 5-0; Motion passed unanimously. J. EDA Red Velocity and Virginia Tourism Grant Appropriation Request  Supervisor Easter motioned to approve the appropriation request as presented. .3- 2-0; Motion approved. Supervisors Easter, Felts, and Jones voted in favor and  Supervisors Robinson and Morris abstained.  K. Supervisor Reports: *Held for end of meeting. COMMUNITY DEVELOPMENT  A. Special Event Permit- Amelia 5k (Road Closure Resolution)  Supervisor Easter motioned to approve thes special event permit and associated road closure resolution as presented. 5-0; Motion passed unanimously. Supervisor Robinson motioned to approve the special event permit with the stipulation that all funds generated go towards the Amelia Animal Shelter. 5-0;  B. Special Event Permit- Amelia Animal Shelter Grill Off  Motion passed unanimously.  C.S Special Event Permit- National Night out (Road Closure Resolution)  Supervisor Easter motioned to approve the special event permit and associated road closure resolution as presented. 5-0; Motion passed unanimously. Supervisor Easter motioned to approve the special event permit sO long as all applicable departmentagency heads sign off on it. 5-0; Motion passed  D. Special Event Permit- Southern Grace SummerFest  unanimously.  E. Public Hearing- Special Exception Request- Detached Dwelling Unit (Shaun Spradlin)  Public Hearing:  Mr. and Mrs. Spradlin discussed and presented documents in reference to his Supervisor Easter motioned to defer the request until next month after details and  Special Exception request.  are discussed offline. 5-0; Motion passed unanimously. A. Public Hearing- Ordinance Amendment (Bad Check Fee)  OLD/NEW BUSINESS  No citizen spoke during the public hearing.  & Supervisor Robinson motioned to approve the amendment as presented. 5-0;  Motion passed unanimously.    B. Public Hearing- Ordinance Amendment (BPOL License Fee and Tax)  No citizen spoke during the public hearing.  Supervisor Easter motioned to approve the amendment as presented in the board packet and discussed by the chairman. 5-0; Motion passed unanimously.  C.P Public Hearing- Ordinance Amendment (Dog Impoundment Fee)  Nocitizen spoke during the public hearing.  Supervisor Easter motioned to approve the amendment as presented with the change of$10 per day plus the fees advertised. 4-1-0; Motion passed. Supervisors Easter, Morris, Robinson, and Felts voted in favor and Supervisor Jones  abstained.  D. Public Hearing- Ordinance Amendment (Dog License Fee)  Noc citizen spoke during the public hearing.  Supervisor Easter motioned to approve the amendment. 4-1-0; Motion passed. Supervisors Easter, Morris, Robinson, and Felts voted in favor and Supervisor  Jones abstained.  E. Public Hearing- Ordinance Amendment (Land Use Application Fee)  Public Hearing: Annie Gross inquired of the county's definition ofLand use and Supervisor Robinson motioned to approve the amendment as presented. 4-1-0; Motion passed with Supervisors Easter, Robinson, Felts, and Morris voted in  how it would affect landowners.  favor and Supervisor Jones abstained. F. Public Hearing- Ordinance Adoption (Meals Tax)  Public Hearing: No citizen spoke during the public hearing. Supervisor Robinson motioned to approve the ordinance adoption as presented and all revenue will help offset public safety funding. 5-0; Motion passed  unanimously.  G. Puhlic Hearing- Ordinance Amendment (Sewer Fee/Rate Schedule)  Public Hearing: Annie Gross requested that the rate and fee schedule be Supervisor Robinson motioned to approve the amendment as presented.5-0;  explained tol her. Motion passed unanimously.  H. Public Hearing- Ordinance Amendment (Vehicle License Tax)  Public Hearing: No citizen spoke during the public hearing.  Supervisor Easter motioned to approve the amendment as presented with the exception ofitem number five remaining at ten dollars. 5-0 Motion passed  unanimously.    Personal Property Tax Relief Act Resolution Motion passed unanimously. J. FY25 Budget Resolution  Supervisor Robinson motioned to approve the resolution as presented.5-0;  Supervisor Easter motioned to approve the Budget Resolution with the changes discussed to "N" and "Q". 4-1-0; Motion passed with Supervisor Easter, Jones, Felts, and Robinson voted in favor and Supervisor Morris abstained.  K. Audit RFP Discussion  The board discussed the new contract through Cooperative Procurement provision that the county ofLouisa has with Robertson, Farmer, Cox for one Supervisor Easter motioned to approve the county administrator with the support ofl legal counsel to proceed with the contract for a one year term with Robertson, Farmer, Cox for audit services through the cooperative procurement. 4-1-0; Motion passed with Supervisor Easter, ,Jones, Felts, and Robison voted in favor  year to obtain their services.  and Supervisor Morris abstained. L. County Administrator Pay Raise Discussion  Supervisor Easter motioned to clarify that as a contract employee, he does not intend the cost-of-living increases applied to the contract employee and therefore he is excluded from the cost-of-living increases that have been passed.3-1-1; Motion passed with Supervisor Easter, Morris, and Robinson voted in favor, Supervisor Felts abstained, and Supervisor Jones opposed the motion.  COUNTY ADMINISTRATORS REPORT  A. Waste Management:  Host Fee Check Amount of $257,780.03 Items ofInterest submitted. Report Submitted  B. Commonwealth Regional Management:  C. DMV Select:  D. Virginia Department of Health Improvements Request  The board is in support ofi not approving the improvement request.  BOARD MEMBERS COMMENTSREPORTS District 1-The Honorable David M. Felts  Attended Piedmont Jail meeting, Zoning board meeting Make sure kids stay hydrated playing sports.    District 2-The Honorable Dexter Jones  Attended a PSR Meeting and stated that Amelia County is up 158% for Attended a meeting with Field days oft the Past, and CRC meeting. Stated that ift the dry weather conditions continue then there will be al burn ban.  transportation of elderly for medical purposes.  District 3-The Honorable Beniv Morris  Attended the Juneteenth event.  Asked citizens to support the Amelia County Fair, Assisted in organizing the Lavender Festival.  District 4-The Honorable Joseph Easter  Crossroads Community Services Board is looking for a citizen representative. Attended an emergency CPMT meeting, Juneteenth festival, and the lavender  District 5-The Honorable Todd Robinson  festival.  Discussed finding someone to find grants for the county.
