Supervisor Felts offered the invocation, and' VFW Post 8759 presented the Colors and lead everyone in the Pledge of Allegiance.  CONSENT AGENDA  Thei following minutes were approved on al motion by Supervisor Weyant  October 19, 2022 Regular Meeting  October 24, 2022. Joint Meeting withl Planning Commission The Octoberl Financial reports were approved on ai motion by Supervisor Weyant  PUBLIC COMMENTS .Joann Webb  Stated her appreciation for the fire departments for their quick response to the incident off Discussed her stand on property rights and is not in favor oft the restrictions ofs solar farming or  Washington St.  potential for it may lead to Festrictions ofs selling to a developer.  Bobby Lipes  Stated he stay at the district polling center and asked several questions such as: Solar farms and Hindle Building. He continued stating that most oft the ones who answered did not want solar farms and most didn'tknow what thel Hindle building was sO those were neutral on spending the  funds on the building.  Page 3 of 205    Stated he went to several meetings. Recounted his experience at the different meetings and how  he felt about the end results oft the meeting.  Martin Konkel  Stated his appreciation oft the Hindle Committee and their commitment to restoration. Stated his opposition to spending the money on the building at this time, but take a look again in a few  years. .Jay Griles  Stated he spoke with each board member and understands the factors of the views on the funding for the Hindle building. He will continue to look for a solution for the building and hopes the  board will do the same.  Allison Cruz on behalf of] Piedmont Soil and Water Conservation District  Shared Annual Report and contact information  STAFF/COMMITTEE/ORGANZATIONALREPORTSAND: PRESENTATIONS  VDOT Maintenance  Justin Pachin, ofVDOT, gave a report on roadi maintenance, studies, andj projects in the County.  -Primary mowing in progress on Rt38 and 158. 360: is complete with 38 and 158 be completed in the  next week. Slope mowing on selected: routes county-wide for sight distance.  -Tree trimming route on 38i is nexti in progress. addressed by end of November Traffic Studies/Special Requests  -Possible asphalt patch lower end of614 due to wash boarding. Patching on Rt360 at 307 willl be  -Rt360 traffic engineering traffic study completed and recommended speed retention.  -Rt3601 bridge approaches has been completed.  Supervisor Jones discussed various issues with road conditions andi ifai traffic. study could be done on Rt 604. Citizens are concerned with the danger of having to cross the road to get mail with the current speed limit. Spoke on concerns for the Supervisor Felts stated his approval for the Fowlkes bridge. Asked ift the County has the authority tol lower the speed limit  accidents that have been happening at the food lion intersection. * Supervisor Easter mentioned that we have not received the Study yet.  post the 3601 traffic study. Awards were, given at thel Longwood Arts Award to Students: High school willl be hosting a Veteran's Day Assembly High school willl be providing that second day of Annual Service  -Blake Rice, Abigail Terrio and' Todd Spurlock  Appropriation request of $164,758.33. Supervisor Easter made a1 motion to approve. 5-0; Motion  Approved  Supervisor Activity/Committee meeting reports: Supervisor Robinson reported: Attended the routine CPMT meeting. ceiling tile having a stain on it.  Toured the PRJ facility and commented on how immaculate it was with not one  Supervisor Easterreported:  Stated appreciation oft those who supported the election. requested that the invites are made public for all.  Stated that he never received an invite to the Hindle building or Solar meeting and Would like everyone tol keep in mind that Public Comments portion of the meeting arej just individual's opinions and to understand that not everything stated aren't  facts.  Supervisor Weyant reported: informational.  Stated the Heartland Regional Meeting didn't have a quorum, sO it was mostly  Pointed out the struggles of the state to find workers. Attended joint planning commission meeting.  Supervisor Jones reported: Attended a STEPS meeting would not be an issue.  Mention that he still has a CRC: meeting to attend.  Tour the Farmville regional jail and juvenile center. Agreed with Supervisor Robinson on the upkeep of the facility. The concern for closing of the facility Attended thel Hindle Building Meeting. Pointed out low attendance and the attendees' conçers. Agrees that we will maintain the upkeep oft the building but expressed a conservative view on the funding for anything further at this time. EMS Transition Report  -discussed the ongoing process oft the transition andj projects that next July will be  completely transitioned to the county instead ofthe squad.  CPMT Committee Appointment  Supervisor Robinson discussed the resume oft the applicant and discussed the requirements oft the committee. Supervisor Easter abstains from voting until requirements are clearly stated. Supervisor Robinson made motion to approve. Robert Byrd Jr. to be on the CPMT Committee as required by the state audit. 4-0; motion  approved with Supervisor Easter Abstaining from voting  COMMUNITYDEVELOPMENT  Ordinance Text Amendment- Alternative! Energy Ordinance  Supervisor Robinson made ai motion to approve as written as amended during the. Joint Planning Commission and Board of Supervisors meeting. 5-0 approved. Supervisor Easter stated that he still doesn't agree with the 500 or 1000 setbacks but agreed  toi move forward.
