TAYLOR HARVIE, III, County Administrator HOLLY STEELE, Director of Community Development JEFF GORE, County Attorney, via Webex BRENDA ARTHUR, Administrative Assistant, via Webex  Chairman Easter called the. January 20, 2021 Regular Meeting oft the Amelia County Board of Supervisors to order at' 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Easter offered the invocation and everyone participated ini the Pledge  of Allegiance.  ORGANIZATION ITEMS  The Board approved the Rules of the Board of Supervisors for 2021.  The Board approved the Resolution for the establishment of dates and locations of  meetings for 2021. CONSENT AGENDA  The agenda was amended to move CRC to the beginning oft the staff and Committee Reports. The amended agenda was approved on a motion by Supervisor Harris. The following minutes approved on a motion by Supervisor Scott:  December 9, 2020 Workshop December 12, 2020 Regular Meeting  The December financial reports were approved on a motion by Supervisor Scott.    PUBLIC COMMENTS  No one spoke during the public comment period.  STAFF/COMMITTEFORGANZATIONAL REPORTS AND PRESENTATIONS  Melody Foster, ofCommonwealth Reginal Council, announce Amelia County would  receive a CRC Membership Refund.  Holly Steele presented the VDOT report for December.  Amelia School Board reported on school activities and requested a supplemental appropriation. The request was approved on a motion by Supervisor Scott. Board members gave reports on committee meetings they had attended. The 2020 annual report from the Planning Commission was presented to the Board.  Riverstreet gave an update of the Broadband project.  OLD/NEW BUSINESS  Sara Tanner. Anderson was appointed to the Piedmont Community Criminal Holly Steele was appointed to be the zoning agent and the subdivision agent. Russell Easter was appointed to serve on1 the Board of Zoning Appeals. The Working Ladies Garden Club provided a Power Point presentation regarding aLOVE sign for Amelia County. The Board approve support for the project on a  Justice Board.  motion by Supervisor Felts.  COUNTY ADMINISTRATORS) REPORT  Thel host fee check from Waste Management for December was $277, 158.06.  CRC submitted the December Items ofl Interest.  DMV Select submitted their Compensation Statement for. June 30, 2020 thru November  30, 2020.  2    Pursuant to the FY21 approved budget resolution, a supplemental appropriation was John Tyler Community College submitted theirLocal Funds Expenditure Budget for  processed by the Finance Department.  2021-2022.  Quarterly reports were presented for the Board's review.  BOARD MEMBERS COMMENISREPORIS District 1-the Honorable David M. Felts.Jr. Supervisor Felts said he hoped everyone was staying safe. District 3-The Honorable Shaun Weyant  Supervisor Weyant congratulated Holly Steele on her new position and thanked David Whitaker  for his service. CLOSED MEETING  On a motion by Supervisor Harris, the Board unanimously agreed to enter into closed session Pursuant to Code of Virginia $2.2-3711.A31 Discussion or consideration of the acquisition of real property for aj public purpose, or ofthe disposition of publicly held real property, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy oft the public body. Upon returning to open session the Board certified to the  following:  NOW, THEREFORE, BE IT RESOLVED that the County of Amelia Board of Supervisors hereby certifies that to the best of each member's knowledge, (1) only public business matters lawfully exempted from open meeting requirements under the Virginia Freedom of Information Act were. heard, discussed or considered in the closed meeting to which this certification applies, and (2) only such public business matters, as were identified in the motion by which the closed meeting was convened, were heard, discussed or considered in the  meeting to which this certification applies.  3    The motion carried by aroll call vote of4-0: recorded as follows:  VOTE:  AYES:  NAYS:  NONE  District 1-Supervisor Felts District 2-Supervisor Scott District 3-Supervisor Weyant District 4 Supervisor Easter District 5-Supervisor Harris  Supervisor Easter presented a motion instructing the County Administrator and staff to negotiate terms  oft the purchase of property.
