TAYLOR HARVIE, III, County Administrator ASHLEY GUNN, Assistant Administrator DANIELLE POWELL, COUNTY ATTORNEY  BRADY DEAL, DIRECTOR OF COMMUNITY DEVELOPMENT  Chairman Felts called the November 15, 2023 Regular Meeting oft the Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. VFW Post 8759 presented the Colors and lead everyone ini the Pledge of  Allegiance. Supervisor Weyant offered the invocation.  CONSENT AGENDA  The amended agenda was approved on ai motion by Supervisor Weyant. The following minutes were approved on ai motion by Supervisor Robinson:  October 18, 2023 Regular Meeting  The October Financial reports were approved on a motion by Supervisor Weyant.  PUBLICCOMMENIS  Katerina Spears discussed details oft the library activities and partnership with the schools Michael Whitaker, AMREV250 Chairman reported on their current and upcoming  for the after-school meal program at the library.  activities.    STAFF/COMMITTEE/ORGANIZATIONAL REPORTS AND PRESENTATIONS  A. VDOT Report:  Maintenance: trimming.  Wrapping up the final round ofmowing for primary routes, this includes slope  Repairing shoulders along Rt3 30 -Snow equipment inspections and preparations are underway. All surface treatments have been completed. -Rt 620 will have adequate funding for next season. Supervisor Felts recommended inspecting the Stoney Point bridge.  B. School Board  Dr. Reasoner gave a report on enrollment, schoolboard activities, and projects.  Mr. Trump discussed the financial report.  Revised FY24 Budget Request due to reduced. ADM and additional award based  on Commonwealth and Federal Govt.  After the board discussed with each other and the County Attorney and due to public hearing requirements, the board decided to wait until next month'si meeting to make a decision after  receiving an updated budget report. C.S Sheriff's Appropriation Requests  The board also requested an updated report on the CTE building. Overtime Reimbursement Appropriation request for $5,081.24  Supervisor Robinson made a motion to approve the appropriation request. 5-0; Motion One-time bonus staffing recognition grant appropriation request for $26,250.00 with no Supervisor Easter made a motion to approve the appropriation request. 5-0; Motion Supporting Small, Rural, and' Tribal Law Entorcement Agency Body-Worn Camera Policy and Implementation Program Grant Appropriation request for $8,136. Supervisor Jones made a motion to approve the appropriation request. 5-0; Motion  passed. local match. passed.  passed.  D. RiverStreet Update  A representative ofl RiverStreet gave aj presentation to the board discussing  updates on their activities.  COMMUNITY DEVELOPMENT  A. Public Hearing- Special Exception Request- Wireless Support Structure in excess of8 80  (Milestone Towers)  Mr. Deal discussed details of the special exception permit. Representatives for Milestone Towers gave a detailed presentation on the  project. Public hearing:  Hugh Anderson asked questions regarding exposure levels.  Franklin Anderson spoke ini favor oft the project due to his emergency monitoring Dale Anderson inquired about the annual testing and corrections to problems. Michael Whitaker recommended adding an aviation light on the tower due to low  health equipment. flying helicopters.  * Supervisor Jones made a motion to approve the special exception permit request with conditions: at no cost, a spot is reserved for Amelia County public safety/EMS, an additional 100' is added to setback totaling 300', an annual testing report for emissions is provided for the public, site maintenance is performed regularly, and 20 holly trees  are planted. 5-0; Motion passed. Felts  Attended the VACo Meeting and was on two sub committees where he cast two votes  for Amelia County.  District 2-The Honorable Dexter Jones  Attended VACo Meeting and isi interested in ideas from that meeting. Assisted with placing al homeless person in a shelter through STEPS. Attended a CRC Meeting and discussed various grants.  District 3-The Honorable Shaun Weyant Attended standard meetings. apologized to them. District 4-The Honorable Joseph Easter Attended the standard meetings.  Mentioned several events coming up and encouraged attendance.  Discussed how the Pembletons are brought up in a negative way in the community and  Complimented Maribeth for facilitating the Job Fair.  Complimented Brady for the new signage for the Amelia Courthouse/Vlage Area.  District 5-The Honorable Todd Robinson Attended the VACo Meeting. Citizens complaining about the. Assessment.
