VIRGINIA: AT A REGULAR MEETING OF THE COUNTY OF AMELIA BOARD OF  SUPERVISORS HELD AT' THE. AMELIA COUNTY HIGH SCHOOL ON  WEDNESDAY, OCTOBER 20, 2021.  PARTICIPANTS:  DAVID M. FELTS ROGER A. TAYLOR HARVIE, III, County Administrator HOLLY STEELE, Director of Community Development BRENDA ARTHUR, Assistant Administrator JEFF GORE, County Attorney  Chairman Easter called the October 20, 2021 Regular Meeting oft the. Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Easter offered the invocation, and everyone participated in the Pledge  ofA Allegiance. CONSENT AGENDA  The October agenda was amended remove "Concerned Citizens of Amelia County". The amended agenda was approved on ai motion by Supervisor Weyant with the vote being 4-1 Supervisor Felts voted against. On a motion by Supervisor Weyant the Board approved to: move the November meeting to November 10, 2021 with no Workshop. The following minutes were approved on ai motion by Supervisor Harris:  September 8, 2021 Workshop September 15, 2021 Regular Meeting  The September financial reports were approved on a motion by Supervisor Weyant.    PUBLIC COMMENTS  Walter Townsend spoke on behalf ofthe Concerned Citizens of Amelia County who believes that Supervisor Scott is not a legitimate Board member because he has not resided in Amelia Cindy Willett requested the Board to address Dominion Energy'scontribution to the Democrat Jeff Squires said he hoped the Board will keep the promise of Amelia County being a sanctuary  County since selling his house in. July ofthis year.  running for Governor.  County.  Ray Trainham encouraged the Board to listen to the residents.  STALECOMMITTEPORGANZATIOMAL REPORTS AND PRESENTATIONS Rebecca Worley of VDOT, reported on activities in Amelia County.  Dr. Lori Harper reported on Amelia School Board activities and financial reports. Carly Bullock presented 2 supplemental appropriations that were approved on a motion by  Supervisor Felts.  COMMUNITY DEVELOPMENT  Aj public hearing was held on rezoning a parcel from R-1 to R-2. Holly Steele explained the purpose oft the request. Ann Neil Cosby of McGuire Woods spoke on behalf ofthe property owner. The public hearing was opened and approximately 30 people spoke with one being in favor of the rezoning. All others opposed. Ona a motion by Supervisor Felts,  the Board agreed to defer a vote on the matter.  OLD/NEW: BUSINESS  Ona ai motion by Supervisor Felts, the Board reappointed to the Planning Commission. On ai motion by Supervisor Easter, the Board appointed Marcie Mann to complete a term On ai motion by Supervisor Easter, the Board appointed Holly Steele to the Crossroads Onar motion by Supervisor Felts, the Board approved ai resolution to recognize Amelia The Board approved County Administrator Taylor Harvie to be the proxy voter for Virginia association of Counties on a motion by Supervisor Harris.  vacated by Laura Coleman. COUNTY ADMINISTRATOR'S REPORT  The host fee check from Waste Management for September 2021 was $259,771.17.  CRC submitted the September Items of] Interest. DMV Select submitted financial reports for August 2021.  Columbia Gas of Virginia sent ai n of request to amend and extend is SAVE Plan. The State Corporation Commission sent notice of assessed values of the public utilities.  Feedmore sent a letter to thank the County for their support.  Robinson, Garmer and Cox submitted an audit report for the accurate date reported to the Piedmont Senior Resources submitted their newsletter for September, The Advocate. Quarterly reports from County agencies were included in the Board Book.  Virginia Retirement System.  Robinson, Farmer, and Cox submitted theira a  BOARD MEMBERS COMMENISREPORTS District 1-The Honorable David M. Felts  Supervisor Felts reported hel had attended Emergency Radio meetings, CRC meeting and Piedmont Jail Authority. He said he did not] know about the residency issue with Supervisor  Scott, but questions do need tol be answered. District 2-The Honorable Roger A. Scott  Supervisor Scott reported he attended the Hindle Building meeting, CRC meeting, the EDA meeting and 3 Go Virginia meetings. He said he has not been notified that his living situation  was not in compliance with County Ordinances.  3    District 3-The Honorable Shaun Weyant  Supervisor Weyant reported he attended the Landfill Advisory Committee meeting, several Emergency Radio meetings. He stated he did not know of the situation with Supervisor Scott but did not believe they should "go down that road" because everyone knows ofsomebody living in  illegal housing and that is the benefit ofl living in a small community.  District 4-The Honorable H. Joseph Easter have no authority over other Board members. District 5-The Honorable Franklin D. Harris  Supervisor Easter reported he attended a Crossroads meeting. He also said that Board members  Supervisor Harris reported he attended the Tobacco Commission meeting.
