Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Easter offered the invocation, and everyone participated in the Pledge ofA Allegiance. CONSENT AGENDA The October agenda was amended remove "Concerned Citizens of Amelia County". The amended agenda was approved on ai motion by Supervisor Weyant with the vote being 4-1 Supervisor Felts voted against. On a motion by Supervisor Weyant the Board approved to: move the November meeting to November 10, 2021 with no Workshop. The following minutes were approved on ai motion by Supervisor Harris: September 8, 2021 Workshop September 15, 2021 Regular Meeting The September financial reports were approved on a motion by Supervisor Weyant. PUBLIC COMMENTS Walter Townsend spoke on behalf ofthe Concerned Citizens of Amelia County who believes that Supervisor Scott is not a legitimate Board member because he has not resided in Amelia Cindy Willett requested the Board to address Dominion Energy'scontribution to the Democrat Jeff Squires said he hoped the Board will keep the promise of Amelia County being a sanctuary County since selling his house in. Dr. Lori Harper reported on Amelia School Board activities and financial reports. Carly Bullock presented 2 supplemental appropriations that were approved on a motion by Supervisor Felts. COMMUNITY DEVELOPMENT Aj public hearing was held on rezoning a parcel from R-1 to R-2. Holly Steele explained the purpose oft the request. Ann Neil Cosby of McGuire Woods spoke on behalf ofthe property owner. The public hearing was opened and approximately 30 people spoke with one being in favor of the rezoning. All others opposed. DMV Select submitted financial reports for August 2021. Columbia Gas of Virginia sent ai n of request to amend and extend is SAVE Plan. The State Corporation Commission sent notice of assessed values of the public utilities. Feedmore sent a letter to thank the County for their support. Robinson, Garmer and Cox submitted an audit report for the accurate date reported to the Piedmont Senior Resources submitted their newsletter for September, The Advocate. Felts Supervisor Felts reported hel had attended Emergency Radio meetings, CRC meeting and Piedmont Jail Authority. He said he did not] know about the residency issue with Supervisor Scott, but questions do need tol be answered. District 2-The Honorable Roger A. Scott Supervisor Scott reported he attended the Hindle Building meeting, CRC meeting, the EDA meeting and 3 Go Virginia meetings. He said he has not been notified that his living situation was not in compliance with County Ordinances. 3 District 3-The Honorable Shaun Weyant Supervisor Weyant reported he attended the Landfill Advisory Committee meeting, several Emergency Radio meetings. He stated he did not know of the situation with Supervisor Scott but did not believe they should "go down that road" because everyone knows ofsomebody living in illegal housing and that is the benefit ofl living in a small community. District 4-The Honorable H. Joseph Easter have no authority over other Board members. District 5-The Honorable Franklin D. Harris Supervisor Easter reported he attended a Crossroads meeting. He also said that Board members Supervisor Harris reported he attended the Tobacco Commission meeting.
