Supervisor Felts offered the invocation, and everyone participated in the Pledge of Allegiance. CONSENTA AGENDA The agenda was amended to include the CTA Radio System Contract and Planning Commission Appointments. The amended agenda was approved on ai motion by Supervisor Felts. The following minutes were approved on ai motion by Supervisor Weyant: November 9, 2022 Regular Meeting Thel November Financial reports were approved on ai motion by Supervisor Easter. PUBLIC COMMENTS eMartin Konkel Requested to go over 3 mins Elderly act relief: approved the recommendation to up the percentagel but would like to see iti increased further or improved further, made other recommendations. Doesn'tbelieve it's nearly enough. Stated that citizens deserve. answers to the reassessment. "we're we: required to perform this assessment early?" no exact answer was given. Would like tol have this question answered. Stated that the COR: reached out to the state department on Feb 4th. Feb 5th communicates tol BOS regarding her concerns. He stated that there were emails stating thei individuals would discuss things "offline" he continued to read off various communications between COR and other individuals and regarding the reassessment. Stated that the state did not direct it on whether iti is required and feels that the citizens may feel misled eMickey Hodges Discussed his past employment and experience with lawyers. Stated that no one is qualified regarding IT security etc. Stated that there are several conflicts with the county and third-party vendor. VDOT Report: Maintenance: Shoulder stone operation on 616 (Genito Rd) Pruning and brush removal on Rt38 Pothole patching countywide Traffic Studies/ Special Requests: Preparations for snow operations and equipment inspections are inj progress 360 traffic study already completed with the recommendation of retention of the 55mph speed limit and more signage for the 360 westbound as approaching signal. RT 614 pavement management group will be making recommendations on the pavement. Rt604 (Chula Road) acknowledge a speed or safety study. Stated that they reviewed one that was done by traffic engineering in 2021. They didn'trecommend. speed limit changes, but recommended signage changes for the curves and stripping at a few locations. They will be closing afew oft the passing zones to address this in the spring. Stated that as per Mr. Weyant's request at traffic study on Rt 616 between Whitaker Rd and Recommendations will be addressed in 2023. West Creek will be carried out. Supervisor, Jones: discussed the 360 yellow lights and suggests putting up a warning sign that lets you know when the light will be turning. Thanked VDOT for their support and assistance in the community Supervisor Weyant: Agreed with Supervisor Jones regarding the yellow lights. He also Commended -Ms. Worley suggested recommendations. School Board Dr. Harper gave a report on Enrollment and school board activities. Mr. Trump discussed the financial report. -Appropriation request for $31,346.38. Appropriation request for $24,000. B. Southside Center for Violence prevention Supervisor Easter made ai motion to approve as a block both appropriations. 5-0; motion approved. County Administrator stated that they have since shut their operations down. Leadership ofs social services and STEPS are looking into opening something similar to serve the community. Supplied to the board book is their audit for informational purposes. C. Introduction of the New County Director of Community Development Brady Deal. County Administrator discussed Brady's professional background and connection to the community. Appropriation of $130K to enhanced patrol. Sheriff Walker explained the necessity oft this amount to Supervisor Jones Discussed hiring more deputies to alleviate the overtime for the current deputies. Asked how Supervisor Weyant stated that $130k is a good deal and should be acknowledged. Public Hearing- Amendment to the Special Event Ordinance Director ofCommunity Development discussed the various changes made. The language oft the event requirements will state the applicant will need to make an appointment with the Sheriff's office to review the needs oft the event. Supervisor Weyant made ai motion to approve changes. 5- 0; Motion approved. OLD/NEW BUSINESS A. Personal Property Filing Requirement The Commissioner of Revenue discussed updating the filing requirements where the individual would only have to return the form if any changes toj previous year or ift they wish to submit their mileage. Forms will still be sent out sO that the individual can see what they're being taxed on per DMV records. Supervisor Robinson made ai motion to instruct the County Administration and Attorney to begin thej process and prepare it fora a formal public post to eliminate the requirement ofr returning the form. 5-0; Motion Approved B. VALoggers Association Ron Jenkins discussed their request to approve the exemption of personal property tax for off- road logging equipment. Discussed how it would benefit the community and the local loggers. Supervisors discussed concerns with this exemption and to form a group to discuss how this will affect the county and its residents. C. Amelia County's Farm Bureau Request. Mr. Puckett discussed their request for inclusion of forest land in Amelia County's land use assessment taxation ordinance. Stated that during the march 2022 board meeting, Jerepag.2y8F958 provided aj presentation explaining the reasons and benefits ofhaving forest lad included in the ordinance. Reviewed various points from the included letter in the board book. Discussed concerns with Utility Solar farms and how this would help discourage those conçerns of during Supervisors discussed creating a group to go over numbers and how this as well as the logging land into the solar farms. request would affect residents. Stated he and supervisor Weyant have been advocating for improvement and confident ini moving forward with changes.
