TAYLOR HARVIE, III, County Administrator ASHLEY GUNN, Assistant Administrator JEFF GORE, COUNTY ATTORNEY BRADY DEAL, DIRECTOR OF COMMUNITY DEVELOPMENT Chairman Felts called the December 20, 2023 Regular Meeting oft the Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Weyant offered the invocation, and everyone participated in the Pledge ofAllegiance. CONSENT AGENDA A. The agenda was amended to remove the Public Tower Tax Refund Request and add a RiverStreet Update. November 15, 2023 Regular Meeting The November Financial reports were approved as a block on a motion by Supervisor Robinson. PUBLIC COMMENTS Martin Konkel- Discussed his concerns for the Building Hope organization raising money for Shaun Weyant who he states is the chiefoperating officer for the charity. He stated concerns ofconflict ofinterests where the school funds have been "funneled to an elected representative." STAFF/COMMITTEE/ORGANIZATIONAL REPORTS AND PRESENTATIONS A. VDOT Report: Maintenance: Primary focus has been slope mowing and Cleaning back the vegetation. Shoulder repairs and pothole patching have been inj progress. Higher Volume crossovers along Rt 360 are still under review for striping and Working on environmental clearance for the County's next rural rustic Traffic Studies/ Special Requests: signage. project. A. School Board Dr. Harper gave ai report on Enrollment and school board activities. Mr. Trump discussed the financial report. Security Grant Appropriation Change Request of$175,000. Supervisor Easter made a motion to the appropriation request with no additional local funding required from the County as iti is anticipated to already absorbed by the schools in their existing budget. 5-0; Motion passed. B. Public Hearing- Amendments to FY 2023-24 County Budget Mr. Worrel presented to the board the revised County Budget. There were no comments from citizens during the public hearing. Supervisor Easter made a motion to approve the Resolution as presented. 5-0; Motion passed. C. Jones: Attended the CRC Meeting and several members are retiring from the Supervisor Weyant: Attended a Heartland Regional meeting and a radio system meeting. Supervisor Easter: Attended a Crossroads meeting. Supervisor Robinson: attended a CPMT Meeting. Supervisor Felts: Attended al Piedmont Regional Jail meeting, and EMS meetings. COMMUNITY DEVELOPMENT A. Capital Improvement Plan Update Brady presented an update with County projects from the CIP. Board members discussed possible changes and requirements regarding timeline and use of funds. OLD/NEW BUSINESS B. Public Hearing- RiverStreet Lease Agreements to the spelling of Genito road. 5-0; Motion passed. There were: no comments from the citizens during the public hearing. Supervisor Easter made a motion to approve the Lease Agreements with a correction . Josh Myers Valuation Solutions- Independent Review of the 2023 Reassessment Attorney, MichaelLockaby, summarized and discussed the report regarding the reassessment and options for the County moving forward. J. Resolution- Amelia County Spring Green/ Clean-up Supervisor Easter made a motion to approve the Resolution as presented. 5-0; Motion passed. K. Health Department Budget Mr. Worrell discussed the Health Department Budget and made a recommendation to appropriate the additional money that is needed tol have the account corrected. * Supervisor Jones made a motion to approve the appropriation of $27599.81.5-0; Motion approved. L. Elderly Tax Relief Supervisor Easter made a motion tol have County Staff prepare an ordinance reflecting recommended changes. With a roll call vote of2-3; Motion failed.
