Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Weyant offered the invocation, and everyone participated in the Pledge ofAllegiance. CONSENT AGENDA The agenda was amended to add a RiverStreet update with a contract and lease agreement, Parks and Recreation Appropriation Request, and to remove the Hamner Library request, Hunter Price LLC request, and the Alumni Reunion special Event request. The amended agenda was approved on a motion by Supervisor Robinson. The following minutes were approved on a motion by Supervisor Weyant. August Regular Meeting The August Financial reports were approved on ai motion by Supervisor Weyant. PUBLIC COMMENTS No comments from the public. STAEF/COMMITTBP/ORGANIZATIONAL REPORTS AND PRESENTATIONS A.VDOT Report: Maintenance: The third cycle ofmowing for the primary and secondary routes has begun. Tree pruning along Rt 360 has begun. Surface treatment has been completed and full depth reclamation pavement on -Rt 604 speed study review has been completed and all pavement markings and -All surface treatment operations have started and completed by the end of the Rt614. Traffic Studies/ Special Requests: signage have been implemented. Construction: month. Supervisor Jones discussed citizens' ongoing concerns about speeding on 604. Supervisor Easter suggested focusing on the safety aspect ofmowing/sight clearing instead ofthe aesthetics oft the cycles. B. School Board Dr. Harper gave a report on Enrollment and school board activities. members oft the school board/staff follow the procedures as well. Supervisor Jones asked for proper procedures for school drop off and requested that Mr. Trump discussed the financial report and new after school program with the library. Supervisor Robinson inquired ift the missing $700 and $1600 data entry corrected that Mr. Trump stated that he believed the $700 was corrected and working with the Mr. Worrell explained Bo Lynch's budget transfer request of $70,000 to Project 8522 Supervisor Robinson made a motion to approve both budget transfer requests of was discussed in a previous meeting. County offices the $1600 corrected as well. and $30,000 to Project 8529. $70,000 and $30,000. 5-0; Motion passed. C. Sheriff's Office Appropriation Requests Appropriation request total of $7960.22 Invoice number 24-02: $945.15. Invoice number 23-27 and 23-28: $1,730.78. Appropriation request for a reimbursement grant of $10,950.00. D. Parks and Recreation Appropriation Request: Mr. Worrel explained the details of the appropriation request of $3,860.36. Social Services Advisory Board Appointment Supervisor Easter made a motion to approve Stanley Wilkerson's appointment. 5-0; Motion passed. F. Library of Virginia Grant for the Clerk ofCourts Office Appropriation Request: Supervisor Easter made a motion to approve the grant appropriation request of $69,096. 5-0; Motion passed. G. Supervisor Reports: Supervisor Felts: Attended a regional jail board meeting. -Stated the Field Days of the Past was a good event -Stated the Planning Commission is starting the review oft the Comprehensive Plan. Supervisor Weyant: -Attended a couple of Radio Meetings -brought up the library and school after school program. -Attended and participated in the active shooter training. Supervisor Jones: -Attended Field Days of the Past. -Attended a CRC meeting and they're working with EDA with funding. -Brought up the Amelia 4H and their first meeting is October 3rd. He stated that kids should be involved in 4H and described the benefits of participating in 4H. Supervisor Easter: -Discussed the partnership between the county and the chambers organizing aj job fair on Discussed piedmont senior resources and they provide such as rides to doctor visits, -Gave details oft the town hall he had for the citizens and the great turn. October 20th 10am-2pm and gave details on the event. Supervisor Robinson: food, etc. COMMUNITY DEVELOPMENT A. Special Event Permit- Frightfest * Supervisor Robinson made a motion to approve the permit. 5-0; Motion passed. B. Special Event Permit- Alumni Reunion for Amelia *Application was withdrawn* C. Special Event Permit-Harvest Festival- WindsorLavender Farm Supervisor Easter made a motion to approve the permit. 5-0; Motion passed. Supervisor Weyant made a motion to approve the permit with an amendment to D. Special Event Permit- Lions Club Car Show 1. Road Closure Resolution- Lions Club Car Show add the 30th to the road closure resolution. 5-0; Motion passed. 1. Discussed his concerns for the overall project and isn'tagainst it, but understands -Stated that she has concerns about the increase in traffic and spoke in opposition of the -Stated that he isn'tagainst growth, but explained his concerns with the expenses that come with the growth and being able to meeti it. -Spoke in opposition to the request. OLD/NEW BUSINESS A. TAP Sidewalk Project Phase 1 Update Mr. Deal discussed details of phase one of the Sidewalk Project. 1.
