TAYLOR HARVIE, III, County Administrator ASHLEY GUNN, Assistant Administrator JEFF GORE, COUNTY ATTORNEY BRADY DEAL, DIRECTOR OF COMMUNITY DEVELOPMENT Chairman Felts called the January 18, 2023 Regular Meeting of the Amelia County Board of Supervisors to order at 7:001 P.M. and determined there was a quorum with all five members participating. Supervisor Felts offered the invocation, and everyone participated in the Pledge of Allegiance. ORGANIZATIONAL MEETING Supervisor Felts turned the meeting over to County Administrator Taylor Harvie. Mr. Harvie called for nominations for Chairman for 2023. Supervisor Jones nominated Supervisor Felts to continue as Chairman. Supervisor Jones nominated Supervisor Felts to continue to serve as Chairman. The Chairman Felts called for nominations for Vice-Chairman. Supervisor Jones nominated Supervisor Weyant to continue to serve as Vice-Chairman. The motion unanimously passed. Chairman Felts made motion to change the location of meetings to the. Amelia County Administration Building Conference Room. A resolution to set meeting times and location was Supervisor Robinson made ai motion to approve The Rules of The Board of Supervisors. 5-0; voted passed on a 4-0 with Supervisor Easter not casting a vote. unanimously approved. Motion approved. No changes were. made. Due to out-of-date information, Committee approvals were postponed. CONSENT AGENDA The following minutes with an amendment were approved on a motion by Supervisor Easter: o December 21, 2022 Regular Meeting The December Financial reports were approved on ai motion by Supervisor Weyant. PUBLICCOMMENIS Martin Konke!: DrH Harper: Shared appreciation for the leaders showing up to the leadership meeting. Discussed information regarding Reassessment approval from back in February 2022 boarding meeting. Discussed her experience with building department and inspections on aj project at her house. She expressed gratitude towards Debbie and Jerry Wayne for their help with this project and being able to complete it. STAFF/COMMITTEE/ORGANIZATIONAL REPORTSAND PRESENTATIONS A. VDOT Report: Maintenance: -Pruning and brush removal underway on Five Forks Rd -Tree removal and cleaning ditches from previous rain and windstorm. -Snow equipment preparations are still underway Traffic Studies/ Special Requests: -Shoulder stone on Rt616 At Rt 360 business, traffic engineering is performing additional review oftraffic signals. Changes may include flashing yellow arrow and extended red phase. Signal ahead signs have been ordered for Rt 360 in advance of Goods Bridge Rd Rt6 614, traffic engineering is completing a speed study for the section between Rt 624 and Rt Discussed the Chula Road speed study that was performed in 2021 which recommended 607. Reviewing curve signage between Rt 717 and Rt 607 retention of the current speed limit. All paving and resurfacing schedules are completed for the season. Supervisor. Jones mentioned that he's had two citizens contact him with concerns about Lodore and Chula Rd state that there's big hole that caused their vehicle to bottom out. He also stated that the Mennonites on 616 stated that there's a very large tree hanging across the road and they're concerned that it could cause a Supervisor Felts stated that the intersection of St James and Amelia Springs shoulder needs some gravel. Also stated that he had some complaints that extra signage is needed for intersection Genito and Rocky Ford safety issue. Rd on all three directions coming up to stop signs. A. School Board Dr. Harper gave a report on Enrollment and school board activities. Discussed nominations for teacher of the year. Stated that the board has voted to accept the recommendations oft the Career and Technical Chairman Felts and other board members discussed with Dr. Harper various dates and times to have the joint meeting. It was approved to hold the joint meeting at the school board office on February 7th at 6:00 education task force including aj joint Bos meeting. Mr. Trump discussed the financial report. pm. B. Sheriff's Office Walmart Community Grant Request to obtain the $500 grant from Sam's Club and input it into the 6022 fund. Supervisor Robinson made ai motion to move the fund into the 6022 fund for LED lights. 5-0; motion approved. .S Supervisor Reports: Supervisor Jones: Supervisor Weyant: Discussed his meeting with the CRC and the funds we have received. Stated that the amount from CRC isi impressive and it's the most we've received from them in the Attended ai meeting with emergency services, sheriff's office, and four other meetings within the past 3 years. next couple ofweeks. A. Supervisor Easter: Asked ifall 7 counties contribute the same amount? Stated that he's happy that we received that amount, but it's still sadly two percent oft the total they give back and we pay the same as the others. Stated how he wished they looked at a scale related to the benefits received. Gave an example of -Supervisor Jones and Supervisor Easter continued discussing the CRC amounts. Prince Edward receiving a majority. B. Supervisor Robinson PSR meeting was cancelled for December and January. Attended a CPMT and sheriff's department meeting. .S Supervisor Felts: 0 Attended social services, Piedmont Regional Jail, Radio System, and Emergency Services meeting. COMMUNITY) DEVELOPMENT Amelia Tractor Parade and Road Closure Resolution Supervisor Weyant made a motion to approve both parade and road closure Resolution as a block. 5-0; Motion Approved. & Supervisor Felts pointed out that Supervisor Jones came up with the Tractor Parade. Supervisor Jones stated that it's a salute to. Agricultural in Amelia County and what it means to us all. Discussed the idea was stimulated by the death of a fellow farmer and others like him that have lost their lives. This is a memorial and tribute to them as well. OLD/NEW BUSINESS A. Southside Center for Violence Prevention Discussed the closure of the shelter. Stated that there's a plan in place for one in the future. B. STEPS Discussed assisting the domestic violence hotline to assist victims with transportation and temporary Requested to reappropriate any Madeline House funds from Amelia County to STEPS. -Supervisor Easter made a motion to redirect the outstanding Madeline House Funds from this fiscal year to STEPS for the purpose of victim's transportation, and shelter services. 5-0; Supervisor Easter asked what the status is of the payments and how much did we budget. The County Administrator stated that we have not made any payments and he'll have to research to find the amount & Supervisor Robinson suggested we discuss it next month when we can get the numbers associated. Supervisor Easter stated that whatever amount we find it's usually only a couple of thousand. Whatever itis we intended it for those services which its now being provided by a different agency with no & Supervisor Weyant stated that he' d be ok with moving the current amount for the Madeline's house Supervisor Easter stated the money is going to service the. Delineation of Wellhead Protection Area of Amelia Courthouse Production Well The representative oft the presentation discussed in detail what is included in the study. Board members and County Administrator discussed the process and what it would take to protect Thej presenter strongly advised protecting what Amelia has due to lack of choices for water supply. - Supervisor Felts brought up the email that Ashley Gunn sent to board members regarding Madeline's House funding. Reiterated that nothing was paid. County Administrator stated that $ 25,710 was requested and budgeted which is up from $14,000 from the year before. Supervisor Felts reiterated that tonight they approved to redirect that fund to STEPS. Stated the fund amount may be reduced. The County Administrator stated he will discuss it further and receive confirmation of the figures the water resources. District 2-The Honorable Dexter Jones District 3-The Honorable Shaun Weyant Discussed the elimination of the personal property tax penalty and asked why it wasn't on the agenda this Discussed the incident with the sheriff's office last month and the deputy involved. Stated he's beena proponent on the sheriffs office and believes they' 're under paid and to stand with the sheriff's office to month. Stated that he would like it to be place on the agenda for next month. increase the pay oft the deputies that put their lives on the line every day. Commended them on the phenomenal job they perform.
