August 16, 2023 Regular Meeting ofthe Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Felts offered the invocation, and everyone participated in the Pledge of  Allegiance. CONSENT AGENDA  The agenda was amended to add LAC letter to the board, SRO Grant, Public Works Request, and Code of Virginia Changes to the Public Notice Provision. To remove: Board of] Building Code Appeals, Special Event Permit- Freight Fest, and Radio Project Resolution. The amended agenda was unanimously approved on a motion by Supervisor The following minutes were unanimously approved on a motion by Supervisor Weyant:  Easter.  July 19, 2023 Regular Meeting  The July Financial reports were Unanimously approved on ai motion by Supervisor  Easter. PUBLICCOMMENTS  Hilda Clarke- Spoke in opposition of the Hunter Price request. Marth Pullen- Spoke in opposition of the Hunter Price request. Barry Pullen- Spoke in opposition ofthe Hunter Price request. John Leder- Spoke in opposition of the Hunter Price request. Russ Moore- Spoke in favor oft the Hunter Price request.  STAFF/COMMITTEE/ORGANIZATIONAL REPORTS. AND PRESENTATIONS  A. VDOT Report:  Maintenance:  Primary routes secondary mowing has been completed. Surface treatment for RT 621 will start after Rt 614.  Repairing shoulder along RT 616. Tree trimming on Wills Rd. Traffic Studies/ Special Requests:  Rt6 604 reviewing the speed study completed April 2021. Rt631 Stop signs and stop ahead signs have been installed. Latex contracts have been completed in Amelia County. STR Surface Treatment will begin next week.  Supervisor Robinson spoke of potholes that need to be addressed on Mill Quarter Supervisor Weyant stated a citizen has concerns about pieces ofLittle Patrick Rd breaking away and after reaching out it was fixed within 48hrs. Dr. Harper gave a report on Enrollment and school board activities.  Road.  B. School Board  Mr. Trump discussed the financial report.  & Supervisor Jones spoke of responsible spending and inquired about aj purchase of & Supervisor Easter mentioned the cost of the Administration Conference Room. Appropriation Request: $1,500 to support homeless students in need oft transportation  office furniture.  assistance.  Supervisor Robinson made a motion to approve the request. 5-0; Motion Appropriation Request: $1,898,195.44 to move forward remaining approved federal * Supervisor Easter made a motion to approve the request. 5-0; Motion passed. Parks and Recreation Appropriation Request  Mr. Worrell presented the appropriation request. D. Public Works Appropriation Request of $85.200 from FY23:  Mr. Worrell presented the request.  Supervisor Felts inquired about the balance oft the account.  Supervisor Easter mentioned they went a year without it and asked how desperate is the -Mr. Gough explained they have been sharing with Parks and Recreation which is causing possible damage to their equipment due to their equipment not being rated for the use needed. He continued explaining the complications of the current situation and the need for the other items discussed. Supervisor Robinson made a motion to accept the grant of $59,500 and appropriate  F. LACI Letter to the Board of Supervisors  Board discussed Pros and Cons ofimplementing stickers. Board members stated they  would like to see: research into the costs ofimplementation.  & No Motion was made.  3    G. Code of Virginia $ 15.2-2204 (Changes to Public Notice Provisions)  Mr. Deal explained the update and how will impact on the Planning Commission  Meetings.  H. Social Services Advisory Board Appointments  Stanley Wilkerson was not appointed at this meeting due to conflicting information of Supervisor Easter made a motion to appoint Debra Adams to serve the remaining  the term end date.  term ofMarcie Mann.5-0; Motion approved. I. Economic Development Authority Appointments  Supervisor Easter brought up Mr. Tatum' s residency situation in Amelia and his Supervisor Robinson made a motion to reappoint Eldon Dieffenbach and Dennis  concerns. Commonwealth Regional Management:  Supervisor Jones spoke about aj possible grant, eligibility, grant match, and  C.D DMV Select:  BOARD MEMBERS COMMENTSREPORTS District 1-The Honorable David M. Felts  Stated he was unable to attend the Piedmont Regional Jail meeting. Stated that he works for the Chesterfield Fire Department and that they lost a dear friend. Talk to your loved ones because you never know when you're going to see them again and be thankful to be able to go back home.  District 2-The Honorable Dexter Jones  Discussed CRC meeting. Attended STEPS meeting. and won.  Stated that an Amelia County resident participated in a state arm wrestling contest  District 3-The Honorable Shaun Weyant Attended radio, emergency services, and CLEO meetings.  Stated that there will be an exercise for emergency response at the high school.  5    District 4-The Honorable Joseph Easter  Attend usual monthly meetings. big celebration. offices.  Stated that it'st the 50th anniversary oft the crossroads organization which included a Mentioned that the local Chambers of Commerce is doing a lot of good activities for the county. Stated they will be hosting an event for Candidates running for local  District 5-The Honorable Todd Robinson Attended the usual monthly meetings.  Thanked the Treasurer (Stephanie Coleman), Finance Director (Josh Worell), and the School Finance director (Daniel Trump). Stated they have been working together as a team to combine everything and work smoothly to keep everyone informed.  MOTION?
