Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek.  Item No. 11-05-24-01  Mr. Slattery presented Solicitation No. 25-089; SCADA Multi-Factor. Authentication Programming; Sole Source. Mr. Larry Slattery from the Department of Public Works is requesting approval for the purchase of Supervisory Control and Data Acquisition (SCADA) Multifactor Authentication (MFA) programming to ensure that Harford County's Drinking Water Sector complies with the best cybersecurity practices recommended by NIST, EPA, AWWA, and CISA to safeguard our Operational Technology. Side Assure, Inc. will develop and implement a program that wil interface with a multifactor authentication key card and the existing SCADA system to enhance cybersecurity, and The Department of Public Works recommends award in the amount not to exceed $84,900.00 to SideAssure, Incorporated d/bla Tozny of Vancouver, Washington in accordance with Section 41-250 oft the Harford County Code.  provide licensing and support fori five (5) years after thei installation. Mr. Slattery presented Solicitation No. 25-271; (1) HOMA Dry Pit Submersible Complete Pump for Bear Cabin  Sewage Pump Station; Sole Source.  I    Mr. Larry Slattery from the Department of Public Works is requesting approval for the purchase of one (1) HOMA Complete Dry Pit Submersible Pump, AK634-355/103 GU FM. The Bear Cabin Pump Station is a main pumping station that requires three (3) in-service pumps to be available to ensure uninterrupted service. Mr. Nick Kuba from the Office ofl Information and Communication Technology is requesting approval for the purchase of the State's Attomey's Office case management: software that is used to manage their daily criminal caseloads. The Office of Information and Communication Technology recommends award in the amount of $69,300.00 to Karpel Computer Systems, Incorporated of St. Louis, Missouri in accordance with Section 41-25 of the Harford County  Code. Mr. Kuba presented Solicitation No. 25-282; HPE VSAN DES Production Servers; Piggyback- State of Maryland BPO Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for the purchase ofe eight (8) HPE VSAN ready node servers to replace the current Dell Vxrail hardware platform that is used to host all Harford County Government Department of Emergency Services (DES) servers in a Virtual environment. The Office of Information and Communication Technology recommends award in the amount of $436,270.00 to IP DataSystems, Incorporated of Ellicott City, Maryland in accordance with Section 41-25 of the Harford County Code.  Thep purchase includes the installation of hardware and support services.  This motion was unanimously approved with 1 member absent. Mr. Coates presented Solicitation No. 11-093; Integrated Public Safety Information Systems; Change Order# 10.  2    Mr. Ross Coates stated that this proposal is for annual software maintenance and support for the County's Public Safety Computer Aided Dispatch (CAD) system. The system is used to document and dispatch emergency requests The Department of Emergency Services requests approval for Change Order # 10 in the amount not to exceed $31,309.62 per year, increasing the contract total not to exceed amount to $416,236.73 per year to Colossus, Incorporated d/bla InterAct Public Safety Systems of Chicago, Ilinoisi in accordance with Section 41-25oft the Harford  for service.  County Code.  This motion was unanimously approved with 1 member absent.  Item No. 11-05-24-07  Mr. Sandlass made a motion to approve the recommendation, seconded by! Mr. Siemek.  Mr. Hebel presented Solicitation No. 23-245 on! behalf of Nick Anderson; Surveying Services; Change Order # 1. Mr. Glen Hebel from the Department of Public' Works stated that this proposal is for property survey services for Land The Department of Public Works requests approval for Change Order # 1i in the amount not to exceed $180,000.00 per year, increasing the contract total not to exceed amount to $300,000.00 per year to Colliers Engineering & Design, Incorporated of Columbia, Maryland, Frederick Ward Associates, Incorporated of Bel Air, Maryland and Johnson, Mirmiran & Thompson, Incorporated of Hunt Valley, Maryland in accordance with Section 41-25 oft the  Acquisition, Watershed Protection and Restoration, and the MS4 program. Ms. Thomson presented Solicitation No. 25-247; Havre de Grace Activity Center AHU Equipment Replacement; Ms. Melissa Thomson from the Department of Public Works stated that this proposal is for the replacement and purchase of two (2) AHU's at the Harve de Grace. Activity Center that serve their gymnasium. The existing units have The Department of Public Works recommends award in the amount not to exceed $343,915.00 to Dynastics, Incorporated of Baltimore, Maryland in accordance with Section 41-25 oft the Harford County Code. Ms. McLain presented Solicitation No. 25-221; HVAC Maintenance, Repair and Inspection Services; Competitive Ms. Alicia McLain from the Department of Public Works is requesting approval for the HVAC maintenance, repair,  Sealed Bid.  andi inspection services for facilities throughout the County.  3    The Department of Public Works recommends award in the amount not to exceed $400,000.00 per year to Flotron Contracting, Incorporated of Hunt Valley, Maryland and Electrical Automation Services, Incorporated of Pasadena,  Maryland in accordance with Section 41-25 oft thel Harford County Code. Mr. Cunningham presented Solicitation No. 25-278; Dispatch Computer Monitors; Piggyback-State of Maryland BPO Mr. Randy Cunningham from the Department of Emergency Services stated that this proposal is for the replacement and purchase of computer monitors ini the dispatch center. Each dispatch position currently requires the use ofs six (6) to seven (7) monitors. The existing 22-inch monitors are ten (10) years old, and the existing 32-inch monitors are five (5) years old. Replacing these monitors with larger monitors will reduce the number to five (5) to six (6) per position. The existing monitors that are stilli in service will! be re-purposed within the Department of Emergency Services. The Department of Emergency Services recommends award in the amount of $72,919.00 to HCGI Hartford, Incorporated d/bla HCGi of Columbia, Marylandi in accordance with Section 41-25 of the Harford County Code.  This motion was unanimously approved with 1 member absent.  Item No. 11-05-24-11  Mr. Sandlass made ar motion to approve the recommendation, seconded by Mr. Siemek. Mr. Cunnigham presented Solicitation No. 22-273; Tower Site Inspections for DES; Change Order #2. Mr. Randy Cunningham from thel Department of Emergency Service stated that this proposal is for repairs required at the concrete shelters at the six (6) tower sites owned by Harford County. The repairs include fixing leaks, patching, The Department of Emergency Services requests approval for Change Order # 2 in the amount not to exceed $110,100.00 per year for the remainder of the contract term ending June 15, 2025, increasing the contract total not to exceed amount to $135,000.00 per year for the remainder of the contract term ending June 15, 2025, and will revert back to the not to exceed amount of $24,900.00 per year beginning June 16, 2025 to Mobile Communications America, Incorporated of Timonium, Maryland in accordance with Section 41-25 oft thel Harford County Code.  and resealing.
