STEELE, County Planner Chairman Felts called the February 16, 2022 Regular Meeting of the Amelia County Board of Supervisors to order at' 7:001 P.M. and determined there was a quorum with all five members participating. Supervisor Felts offered the invocation, and everyone participated in the Pledge of Allegiance. CONSENT AGENDA The agenda was amended toi include a presentation from the Commissioner oft the Revenue. The amended agenda was approved on ai motion by Supervisor Weyant. The following minutes were approved on ai motion by Supervisor Weyant: January 12,2021 Workshop January 19, 2021 Regular Meeting The. January Financial reports were approved on ai motion by Supervisor Easter. PUBLIC COMMENTS Jay Griles spoke in favor ofadding the Hindle Building Community Center project to the Michael Whitaker also spoke in support oft the Hindle Building and its use fora Capital Improvement Plan. community center. Nell Barnard spoke against solar farms in the County. Elizabeth Bradshaw Padgett spoke via WebEx regarding her objection to solar farms. Shaun Flippen spoke in support of the Hindle Building and explained the opinions of the Glen! Hinkle also spoke in support oft the Hindle Building on the Capital Improvement Bobby Lipes said he believes the children are the County's future and they should be getting the proper education. He also said he was not in favor oft the Hindle Building project. He felt the Village received many advantages from the County that residents not residents were taken into consideration. STAFF/COMMITTEPORGANZATONAL REPORTS AND PRESENTATIONS Rebecca Worley ofVDOT reported on activities in Amelia County. Dr. Harper reported on Amelia School Board activities and financial reports. The Board reported on meetings they have attended. the VACO Certified County Supervisor Program. Karie Walker, ofVACo, presented Supervisor Easter with Certificate ofCompletion of The County presented 3 past Board members with plaques in recognition of their service. Christie Wright of Southside Center for Violence Prevention spoke about new Jane Henderson, Director of Virginia Cooperative Extension Agency introduced the Melody Foster, Commonwealth Regional Council, presented the County with a membership refund check. The Board voted to: return the check to CRC on a vote of3-2 developments from their service. newest employee, McKenzie Gunn. with Supervisors Weyant and Easter voting against. COMMUNITY DEVELOPMENT Kenneth Llewellyn explained the changes to the redistricting. A public hearing was held to discuss redistricting and change of polling locations. No one spoke and the Board approved the updates to the ordinance on a motion by Supervisor Easter. 2 County Planner, Holly Steele presented the Board with recommendations from the Planning Commission on the Capital Improvement Plan. OLD/NEW BUSINESS Ona ai motion by Supervisor Robinson, the Board unanimously approved to appoint Rose Onar motion by Supervisor. Jones, the Board voted unanimously to approve a Special Event Commissioner oft the Revenue explained changes to the increased assessed value of used vehicles. Legislation would allow a rate reduction. On a motion by Supervisor Weyant the Mastracco to the Social Service Board. Permit to hold a. Juneteenth Celebration. Board agreed to reduce the: rate. COUNTY ADMINISTRATOR'S REPORT The host fee check from Waste Management for. January 2022 was $205,527.02. CRC submitted the December Items ofInterest. DMV Select submitted financial reports for December 2021. STEPS submitted the 2021 audit. Longwood Small Business Development Center submitted activities and results. The Board was given quarterly reports from county agencies. BOARD MEMBERS COMMENISREPORIS District 1-The Honorable David M. Felts Supervisor Felts encouraged residents to contact their supervisors with any concerns or questions. District 2-The Honorable DexterJones Supervisor Jones also encouraged District 2 voters to contact him with any questions or concerns. District 3-The Honorable Shaun Weyant Supervisor Weyant said he has had a lot of positive feedback on the Hindle Building being used as ac community center. 3 District5-The Honorable Todd Robinson Supervisor Robinson reminded the citizens the Board works for the people.
