TAYLOR HARVIE, III, County Administrator ASHLEY GUNN, Assistant Administrator JEFF GORE, COUNTY ATTORNEY  BRADY DEAL, DIRECTOR OF COMMUNITY DEVELOPMENT  Chairman Felts called the October 18, 2023 Regular Meeting of the Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Weyant offered the invocation, and everyone participated in the Pledge  of Allegiance. CONSENT AGENDA  The agenda was amended to include a Sheriff's Office Appropriation Request, a Virginia Juvenile Community Crime Control Act Resolution, and a Closed Session. The amended  agenda was unanimously approved on a motion by Supervisor Jones. The following minutes were approved on a motion by Supervisor Weyant:  September Regular Meeting  The September Financial reports were approved on ai motion by Supervisor Robinson.  PUBLICCOMMENIS  STAFF/COMMITTEE/ORGANIZATIONAL REPORTSAND PRESENTATIONS    A. VDOT Report:  Maintenance:  Just began the 3rd cycle of primary mowing. Repairing of shoulders of Rt 616 has been ongoing. Asphalt repairs of various routes county wide.  Land use:  Provided feedback on an item under Community Development. Staff met with the Sheriff's office regarding speed signs and made Traffic engineers are looking over high volume traffic crossovers. All surface treatment operations have been completed for this year.  Traffic Studies/ Special Requests:  recommendations ofl locations.  Construction:  Rt621 project has been completed.  B. School Board  Dr. Harper gave a report on Enrollment and school board activities. Josh Worrel discussed details of the School Security Officer Appropriation-  Mr. Trump discussed the financial report.  $31,740.00  & Supervisor Easter made a motion to approve the appropriation request. 5-0; Motion  passed.  C.J JLHamner Library State Aide Appropriation of $99.410.00  Supervisor Weyant made a motion to approve the appropriation request. 5-0; Motion  passed.  D. Sheriff's Office Appropriation of$1.632.99  Josh Worrel discussed details of the appropriation.  Supervisor Easter made a motion to approve the appropriation request. 5-0; Motion  passed.  E. Virginia Juvenile Community Crime Control Act (VJCCCA)] Resolution  County Administrator (Taylor Harvie) discussed details oft the resolution. Attended Piedmont Regional Jail meeting.  COMMUNITY DEVELOPMENT Revolution 250 Committee  A. Special Event Permit- Eggleston Plaque Dedication- Amelia County American Supervisor Jones made a motion to approve the special event permit. 5-0; Motion B. Public Hearing- Special Exception Request- Walter Jones Mini-Warehouse Storage) Supervisor Jones made a motion to approve the special exception request. 5-0; Motion  passed.  No one spoke during the public hearing.  passed.  C. Public Hearing- Rezoning Request- Caleb Phelps (R-3 to] RR-3)  Caleb Phelps spoke on the purpose oft this request and what it means to  him.  No other person spoke during the public hearing.  Supervisor Jones made a motion to approve the rezoning request. 5-0; Motion passed. D. Special Event Permit- Amelia County Christmas Parade- Amelia Bulletin Monitor &  Commonwealth Real Estate Co.  a. Road Closure Resolution- Amelia County Christmas Parade- Amelia Bulletin Supervisor Easter made a motion to approve the special event permit and road closure  Monitor & Commonwealth Real Estate Co.  resolution as a block. 5-0; Motion passed. A. Amelia County Fair Association Donations  OLD/NEW BUSINESS    Jay Griles discussed details oft the donations that will be given to the. Amelia  Emergency Squad and Fire Department.  B. America's Recycle Day Resolution  Supervisor Easter made a motion to approve the resolution as presented. 5-0; Motion  passed.  C. Voting Credentials Credentials for VACO. D. Taxpayer Group Briefing  Supervisor Easter nominated Chairman Felts to be approved for the Voting  Richard Ricchezza:  Discussed details on his opinion of the COR and the Reassessment. He provided details of numerous mistakes ofl his property card along with  others. JoAnn Webb:  He discussed the RFP of the Assessment Contract.  Discussed the contract that was agreed upon with the assessment contractors and Amelia County. Supervisor Easter gave his opinions and viewpoint about the concerns citizens spoke about    Supervisor Robinson restated the main question is how do we: fixi it. Not to lay blame on the The Commissioner of Revenue (Laura Walsh) stated that as a landowner it is their responsibility to make sure their property card is correct. She stated the appeals process and past process/results of previous assessment. The board continued discussions about the reassessment topic. An audience member suggested having the state perform an audit.  COR and just fixi it.  E. Report on Real Property Assessment Review  County Attorney stated the update on the report will be discussed in closed session due to it being legal advice and the board has not had a chance to discuss  itv with outside counsel.  F. RiverStreet Update and Agreements  Greg Coltrain presented an update on the progress.  G. VATI24 Commitment 2024. 5-0; Motion passed. District 4-The Honorable Joseph Easter  Reminded everyone that these are the last two weekends for the Amelia Freight Fest.
