OLDAIRPORT REDEVELOPMENT Timl Dean, TRC/Draper Aden stated! he was presentt tonight to update the council members ont the Old Airport Tim Dean during thes years 2019-2022 the Virginia Economic Development Partnership developed a program to promote industrial development across thes state. He statedt there are Tier Levels 1-5 fort the readiness ofas sitet tob be developed for industrial type use. Hes stated back in2 2019-2022 they got the site Tier 3 ready andi now they are going into Tier 4 whichi ise engineering planning which would bes getting the site ready for construction within ther next 12 tol 18r months. Hes stated they are now getting ready for infrastructure design such as roadways, water, sewer, and Tim Dean statedt the olda airport property was broken down into four potential sites (A, B,C.& D). He stateds site Cis the O'Malley Lumber site; Site Dis part recreational center andj part animal shelter butt their focus for the Tim Dean stated thes site isa about one hundred and fifty (150) and he discussed thei issues with the entrances. He reviewed aj power point presentationt that showed the proposed design oft the roadway's entrances, proposed stormwater management, gravity sewer, force water main, and pumpstation. Hes stated he and the Town Manager Pollitt! have been working with the Essex County about school bus facility expansion and he showed the proposed areas that would allow them for the expansion. Hes statedt that would givet them about two acres ofl land for them to expand while still respecting wheret ther roadway willl bep placedi fort thei industrial parks. Hes stated the schooli is working onl layout and plans, but they are not that far along. Hes statedt they are trying top provide another connection on Commerce Road ands give thes schools a cut through road that would avoid thei force mains utilities and would Council Member Dillard expressed his surpriset that Essex County School Board does noth have aj plat prepared. Tim Dean stated Essex County has been provided with the plan forar right of way and where the roadway will go. Hes statedt they arer not preparing the plat for Essex County, but hef feels they shouldh have thei information they need Council Member Dillarda asked ifTRC/Draper. There was some discussion regarding maximizing the use oft the area ofl land att the airport for the construction of Timl Deans statedt that once thep plans are finalized then they willl bes submitted to the Town of1 Tappahannock for official site plan review and once approved that iti meets all7 Town and State requirements, then ity would ber ready to Council Member Dillards stated there has been discussion about relocating the Rescue Squad to Airport Road beside Council Member Balderson stated there has been discussion the TEVFD may add ont tot the right oft the buildingi if you' rel looking ati it from thei front toa accommodate the Rescue Squad's relocation. Tim Dean stated there isal lot ofi flexibility because oft the amount ofc open land space available. Town Manager Pollitts statedf for ther next steps the Town has reached out toa Consulting Firm to! help do an economic impact analysis. S10ARCHITECTS CENTRALPARK IMPLEMENTION PLAN Joe Saunders from 510 Architects reviewed ap power point presentation with the Town Council that discussed Phase 2oft the Central Park Project. He showed proposed renderings of entertainment, picnic and main pavilions, landscaping, and storage and electrical buildings, improvements tot the historic shed/cookhouse. Joe Saunders reviewed with the council members al breakdown oft budget, buth he did not have copies available for the councilr members, but hei indicated that] hey will send ittol Town Pollitt sol he coulds share with the council Joe Saunders stated hef feels the priority should bet ther restrooms. Hei feels itisi important to get the permit anda set ofc drawings to Essex County before the first oft the year because oft the ADA code changes int the year 2025.
