Townof Colorado Board ofTrustees  Cedaredge  Public Hearing and Special Meeting Thursday, November 7, 2024, 6p p.m.  Call to Order & Pledge of Allegiance: Mayor Hart called the meeting to order and led the Roll Call: Mayor Greg Hart, Mayor Pro Tem Jim Atkinson, Trustees Steve Anderson, Cordell Chapman, Justin Hofibauer, Mick Murray, and. Jerry Pippin. Let it also be shown for the record that Town. Administrator (TA) David Torgler, Town Attorney Bo Nerlin via Zoom, Golf Professional Winston Howe, Finance Director (FD) Tammy Francis, and Interim Town Clerk  Pledge of Allegiance at 6:03pm.  (ITC) Brooke Kissner were also in attendance.  Consent Agenda:  Motion: Trustee. Anderson moved, and Trustee Murray seconded to approve the agenda and the consent agenda with the change to the October 22nd Record of Proceedings to show Trustee Anderson's vote during the roll call vote for the motion directing staff to issue a request for Vote: All voted 'aye,' no one voted 'nay,' the motion passed unanimously, and the agenda as well  proposal for the Deer Trail Bridge Replacement. as the consent agenda were approved. Public Hearing: 2025 Budget  a. Open Public Hearing: Mayor Hart opened thel hearing to the public. b. StaffPresentation: TA David Torgler gave a PowerPoint presentation.  Trustee. Anderson left the meeting at 6:22pm and returned to the meeting at 6:23pm. Steve Pierce 1525 SE Stonebridge Cedaredge- Concerned with the taxpayers paying for Northridge water line replacement as he believes the Town ofCedaredge does not own it. Concerned with Chipmunk Reservoir and leaking. He stated Town of Cedaredge needs tol lease the water instead of sending it downstream. He is concerned with the police force and expenses. He stated the Deer Trail Bridge Replacement project money needs to be spent elsewhere.  C. Public Comment:  d. Close Public Hearing: Mayor Hart declared the meeting closed at e. Proclamation- Small Business Saturday: Mayor Hart read the proclamation. Proclamation- Hospice and Palliative Care Month: Mayor Hart read the proclamation. Trustee Steve. Anderson Back 9 Censure: Mayor Hart gave a report on1 the status oft the  censure.  Temporary Advisory Commissions:  a. Youth Sports Commission: Mayor Hart stated this commission consists of8-9 members; to include Chief Sanders, FD Francis, and Trustee Hoffbauer. b. Sales Tax and General Fund Revenue and Expense Commission: Mayor Hart stated this commission includes FD Francis and' Treasurer and Trustee Murray. Grant Update: TA Torgler stated the Interim Public Works Director, Carl Holm, provided a comprehensive report in the packet and advised Trustees to review the information. CIP Update: TA Torgler stated Interim Public Works Director, Carl Holm, provided a comprehensive report in the packet and advised Trustees to review the information. Committee/Liaison Report: Committee and liaison reports were given. Department Head Updates: No Department Head updates given.  Trustee Comments: No Trustee comments given.  Town Attorney and Administration Updates: Attorney Nerlin gave an update regarding natural medicine, including a visual showing current zoning and the option of reinstituting a  business license within the town.  TATorgler gave an update on grants and Town Clerk position posting. scheduled a Budget Work Session forTuesday, November 12th at 6pm.
