BOROUGH OF MANSFIELD October 9, 2024 The regular meeting of the Mansfield Borough Council was held on Wednesday. October 9. 2024, in the Council Room of the Municipal Building, Mansfield. Pennsylvania with the following people present: Steven McCloskey William Schlosser Robert Strohecker Karri Verno Casandra Cowles, Secretary-Treasurer Lynnette Burton, Interim Borough Manager Zach Stager, Police Chief Kathryn Barrett, Mayor Robert Fitzgerald Adrianne McEvoy Kelvin Morgan Absent: Visitors: Cheryl Clarke, Wellsboro Gazette Butters, Kurtis Tice Residents/Business Owners/Employee: George Koury, Tony Fiamingo. Gary Ashley Wagner and Amber Martin from Partners in Progress Melissa Underwood from Chamber of Commerce President Strohecker called the regular meeting of Council to order at 6:00 PM. The Pledge of The Treasurer's report for the month of September was reviewed. Upon a motion made by Verno made the motion to approve the bills paid reports for September for the following accounts: General Fund: $108,973.22; Sewer Fund: $88,148.66; Liquid Fuels Fund: $4,132.40; and Payroll Fund: $56,372.50 and to draw vouchers for any unpaid bills. Strohecker moved item A and E: from the new business to this portion of the meeting. Allegiance was recited. Strohecker called for recognition of visitors: No visitors spoke. Schlosser and seconded by Verno, Council approved the report. Schlosser seconded the motion, and it passed. Mayor's Report Mayor Barrett's report was included in the packet. Mayor Barrett presented a Mayoral Proclamation for National Disability Employment Awareness Month to Partners in Schlosser moved to accept the police report. McCloskey seconded, and it passed. Strohecker and Schlosser updated on hydrant replacement, LDG and the sewer IMA, Commonwealth University sewer agreement and the St. James Street project. Standing Committee Reports (from October 2nd, 2024 committee meetings): For the Finance report McCloskey highlighted the discussion regarding the audit, budget A. Chamber Director Melissa Underwood spoke to council regarding her request to close North) Main Street from the Redlight to Sherwood Street on November 23rd for Home for the Holiday's kick off. Schlosser motioned to approve the Wolyniec Construction invoice in the amount of $4,636.70 from the sewer fund. McCloskey seconded the motion and it was approved. D. McCloskey motioned to approve the 2024 audit engagement with. J.H. Williams. E. Schlosser motioned to approve the Koury/Fiamingo subdivision oft the property at 127/133 North Main Street. This would allow attaching the parcel ofs storage units to the property at 127 North Main Street and remove them from the property at 133 North Main F. Schlosser motioned to: approve the Larson Design Group retainer for 2025. Verno prep, RAC-P grant, and arch pipe repairs. Old Business: was tabled. motion and it was approved.
