Nick Gehret, Lower Paxton Township Codes Officer Callto Order Mr. Lighty called to order the meeting of the Lower Paxton Township Planning Commission at 7:00pm on the above date in Room A of the Lower Paxton Township Municipal Center, 425 Prince Street, Harrisburg, Pennsylvania. Pledge of Allegiance Mr. Grove led the recitation of the Pledge of Allegiance. Approval of Minutes Mr. Lighty asked if there were any questions or changes to the. July 24, 2024, Lower Paxton Township Planning Commission Meeting minutes. Mr. Grove made a motion to approve the Lower Paxton Township Planning Commission July 24, 2024, meeting minutes. Mr. Hamilton seconded the motion and a unanimous votei followed. New Business a. Presentation of Draft Zoning Ordinance Comment Letter and Updated Zoning Map Mr. Tim Staub, HRG. Inc., present to present the Draft Zoning Ordinance Comment Letter and Updated Zoning Map. Mr. Staub stated that data was collected with public comments both verbal and written. August gth summarized comments toi impact the comments. There is a memo. 1.Maintian current boundaries. 2.ON1 to BC- uses are: similar, traffic volumes. Reconsider. 3. Maintain Residential. Residential toi the North, ON to the south. 4. NC to GC- Recommend May 2024 Mountain Road. GC to be kept in. 5. RC1 to R2- 8p properties in 6 developments. Maintain with removal of street slopes will make it Mr. Staub stated that to summarize the small changes of May 20,20 024 draft. Is to reduce impact for thet township and of having to go to court. HRG Comment- Public Comments Mr. Hinz stated he has no comments. 1. Mike Larue,669 Lancaster Ave., stated he is opposed to North Mountain Road going from NCt to GC. The proposal affects adjacent properties, going to GC at the Ramada Hotel, and Hornungs at the frontage of the interstate. Mr. Lighty stated North Mountain Road, GC north and south, not across the road. Mr. Larue stated north of Fox Street will become GC. Mr. Lighty stated that North Mountain Road G.C. is north and south, not across the road. Mr. Larue stated adjacent toi i-81. Mr. Gehret stated continuous CNT TO CG west, northwest Linglestown Rd, R1 to west, south CG. Mr. Larue stated along the interstate NC without rezoning. North rezoning no GC not east just to the south, technically adjacent but it is not. Mr. Lighty stated it matches the south. Mr. Larue not rezoning east, west nor north. Mr. Lighty stated to bring parcel up to standards what isi ini the south. The east side consists of Hornunings and the VFW. Mr. Gehret stated that CN does not have the opportunity to redevelop. The plaza has economic growth in that section. Mr. Laruei to the neighborhood 2. Marilyn Lesko, regarding comment #3, header N. of Linglestown Rd at the old golf course the correction should be South, Mr. Gehret stated language on the memo. Mr. Lighty stated changes address thet feedback that we Tim Murphy, 1524 Pine Hollow Rd., stated that the focus should be on the maps and: zoning, review the ordinance and the written comments. The auxiliary buildings and garages should be property lined and there is no consideration to thel how tall. The! 5ft online and 241 ft height should not be, the setbacks do not address thet tall structures to the property line. Thet typical scale distance goes up, decrease the distance. The building shadows at 5pm should not be. The: zoning and specific ordinance. Mr. Lighty stated that therei is a driveway, and iti is just the Devonshire Road area. Mr. Gehret stated that this iss singles family houses andi townhouses. Ms. Cook stated how many will be built. Mr. Gehret William Miller, 3311 Crestview Road, stated that the mapi is confusing, there needs tol be more detail and more perspective. Public Review, Public with Planning Commission again, andi the clock starts. Mr. Lighty stated accept the change and re advertise. Mr. Grove made a motion to move the recommendation of the 2nd draft be prepared with adjustments with the residents' comments, 2nd draft than be advertised for additional Public comments. Mr. Hamilton seconded the motion. Mrs. Staub stated to revisit comment #4- change CG at the Copper Pub; Mr. Gehret stated that Clermont Plaza butts residential Clermont. Mr. Lighty stated that is residential. Mrs. Staub stated that Waw goes in there would you want iti int the backyard. Mr. Lighty stated that a Wawa makes sense on Mountain Road. Mrs. Staub stated on Mountain Road or behind the Copper Pub. Mr. Gehret stated thati ity would butt Mountain Road, Forte Music to the plaza. Thet forest area and section be rezoned, CN to CG. Moved 2nd and votes Yes -4 and No-3.
