Director, Economic Development; Dann Keiser, Historic Preservation Officer; Michelle Conwell, Administrative Coordinator Guests: Heidi Cooke; Patrick Grimes; Geno Christofanelli Call to Order Noting a quorum, Sean Lutes called the meeting of the Lafayette Historic Preservation Commission to order at 7:00 pm. Kevin Klinker moved to recommend approval of the August 26, 2024 meeting minutes. Shawna McCully seconded the Approval of the Minutes motion. The motion passed unanimously. New Business Public Relations and Education Committee: No report District Committee: No report COA Committee: 1019 Main St. New/Replacement windows This COA proposes the replacement of 6 windows ont the building. Pat Grimes, the applicant on behalf of the owner, met with Dann Keiser regarding this project. The current windows do not match the original historic nature of the building. Per Dann Keiser the new windows are more historically appropriate. Alec Williams made a motion to recommend approval oft the application, Shawna McCully seconded. The motion passed. 422-1/2 Main St. - Replace one window on 2nd floor John Collier presented this application on behalf of the owner, Dale Webster. The window has been damaged and is not operational. The owner is wanting to replace this windowi to match other windows int the building. Dann Keiser reported that this window meets standards. Kevin Klinker made a motion to recommend approval of the 6s9th St. (current pump house site and former' Village Pantry Site at South and S 9th St.) John Collier presented an application fora public art piece that celebrates the City ofl Lafayette's upcoming bicentennial in 2025. The original 2019 COA1 for the pump house/park project showed this site as at future publicart location. This project is the result of about ay year's worth ofe effort by city staff and a committee of community application,. John Burns seconded. The motion passed. members who ultimately selected the successful artist/art piece fort this historic event through a 2-step review process. The selection committee was made up of about 20r members of the communityi including members of each of the neighborhoods proximal to this site and a couple of HPC members as well. The successful artist/art piece was selected through al blind-selection process for both the qualifications and proposal phases oft the project. Thei first step, the Request For Qualifications (RFQ) phase was initiated late last fall where an RFQ was sent to hundreds of artists across the country to submit examples of their existing work fort the committee to review. The city received 24 submittals. Upon receipt of those submittals, the committee reviewed and then selected. 51 finalists who were invited to respond to a more detailed Request For Proposal (RFP) to prepare a design proposal for their original art piece at this specific site. Cliff Garten Studios of Venice, California, was: selected as the artist/proposal of choice by the committee. The piece is made of stainless steel and willl be mounted to concrete bases where the piece touches the ground (above and below the existing retaining wall). The location oft the piece was restricted to a very limited area on the site due to required clearances for utilities below grade and overhead fora a boom truck that maintains equipment in the pump house. The selection committee was very excited about the proposal and the artist is eager to get started as the fabrication and installation of the piece is on a very tight timeline. The goal is for the piece to be installed and ready for dedication bye early September next year to coincide with the city's 200th anniversary: andi the Marquis del Lafayette's birthday. John Burns made a motion to recommend approval oft the application, Stephanie Staff Report:. John Collier announced a continuing education opportunity. At free, one-hour on-line seminar highlighting the career of architect, Jim Kindly on 7:00pm, October 23, 2024. Ifo commissioners have not completed their continuing education requirement and are not planning on attending the CAMP seminar in Madison, this would a good opportunity Rogers seconded. The motion passed. to meet that requirement before the end ofi the year.
