Minutes passed unanimously. Public Hearing Jim Terry moved to approve the minutes of the August 22, 2024 meeting. Frank Donaldson seconded and the motion Jos Holman made a motion to suspend the Redevelopment Commission meeting and open the public hearings for Resolution LRC-2024-23, LRC-2024-24.. Jim Terry seconded and the motion passed unanimously. Resolution LRC 2024-23:. A Resolution Modifying and Confirming the Amending Declaratory Resolution of the Lafayette Redevelopment Commission. Adopted on December. 14, 2023 Removing Certain Parcels from the Consolidated Creasy Lane Allocation. Ared, Establishing a New Allocation. Area and Amending the Consolidated Planj for the Consolidated Creasy/Central Economic Development Area-Anvil. 26 Resolution LRC-2024-24:. Additional, Appropriation Resolution-Anvil, 26 James Foster opened the floor for public comment. There was no public comment on either of the Resolutions. Jos Holman moved to close the public hearing and reopen the Redevelopment Commission meeting. Jim Terry seconded. The motion passed unanimously. New Business Resolution LRC: 2024-23: Resolution Confirming the Amending Declaratory Resolution of the Lafayette Redevelopment Commission. Adopted on December, 14, 2023 Removing Certain Parcels from the Consolidated Creasy Lane Allocation Ared, Establishing A New Allocation Area and Amending the Consolidated. Planj for the Consolidated Creasy/Central Economic Development. Area-Anvil 26 - Joe Blake of Ironmen Property Management updated us on a new multifamily housing project that will be constructed on the last of the former Home Hospital parcels at the corner of 26th and South Streets. Ironmen Property Management will construct a 91,000 square foot, 4 story, 79-unit apartment building with heated podium parking and using current utilities. Ironmen Properties will bei investing over $18,420,000 for this infill project. We are seeking approval to support the project with a three-year forgivable loan in the amount of $2,080,0001 that will bet funded by the project's property taxes collected through the Creasy/Central TIF District. Greg Balsano, of Baker Tilly, acting as the City's financial analyst explained the financing aspects of the project which includes creating a TIF district that will reset the TIF funding clock to 25 years. Jim Terry moved to approve. Jos Holman Resolution LRC-2024-24: Additional Appropriation Resolution-Anvil. 26- - Legal counsel, Scott Frissel of Kreig DeVault, presented this Resolution which allows the appropriation of TIF funds to support the Anvil 26 project. The forgivable loan will be for three years totaling $2,080,000 (not to exceed $2,500,000). The funds will be dispersed once specific financial milestones are met. The Mayor gave his full support of the project andi thanked everyone for their hard work ing getting this project off the ground.. Jos Holman moved to approve. Jim Terry seconded and the motion passed Resolution LRC-2024-25:. A Resolution Authorizing the Use of TIF Revenues and Approving the Form of4 Loan. Agreement and Participation Agreement-Anvil. 26-This Resolution approves the use of TIF revenues and also approves the loan and participation agreement forms between the Commission and Iron Men Properties. Jim Terry moved to approve. Request for Proposals (RFP): Construction Manager as Constructor (CMc). Services for Renovations to the Lafayette Theater- - Jacque Chosnek, City Attorney, stated that the next phase of the renovation and restoration of the Lafayette Theater a general contractor/construction manager will be needed. We are seeking to use the Construction Manager as Constructor (CMc) for this service. Al Request for Proposal will be published int the September 27th and October 4th issues of the Lafayette Journal and Courier. Interested parties will submit their proposal to the Economic Development Department no later than 10:00am on October 24th. They willl be opened at the October 24th Redevelopment Commission meeting with a recommendation for the November Commission meeting. Jim Terry moved to approve. Cordogan Clark: Lafayette Theater Design Services Agreement - Justin Sorber of Cordogan Clark: submitted an architectural services agreement for the next phase of the renovation and restoration oft the Lafayette Theatre. The staff of Cordogan Clark will create formal construction plans and documents for bidding and construction. Compensation will be 7.75% oft thei final cost of the project less $140,0001 for the previously completed schematic design. Jos Holman moved to approve. Burke Engineering, LLC: Upper Elliott Ditch Phase. 1-Amendment #1 Land Acquisition -J Jenny Miller of Christopher Burke presented this amendment to the contract for land and easement acquisition services for public utilities (water, sewer, drainage) to serve the Steel Industrial Park and surrounding areas. The amendment isi in the amount of $52,000 and willi increase total contract to $212,000. The work will be subcontracted to BF&S Engineering. seconded and the motion passed unanimously. unanimously. HWC Engineering: Main. Street Streetscape Ph. Vi-Addendum No. 7-Thisi is adding additional professional services to their current contract for the Main Street Streetscape project for the next phase of construction in 2025. This will include utility coordination and bid preparation services. Our expectation is tot take this to bid in. January 2025.Jim Cliff Garten. Studios: Bicentennial Sculpture. Agreement Next year is Lafayette's Bicentennial. As part oft the activities to commemorate this momentous occasion in our history we are commissioning a significant piece of public art. The piece selected was through a rigorous selection process reviewed by a team of about 20 community leaders and stakeholders. The first step was a Request for Qualifications in which we received 24 regional, national and international artists who submitted their credentials and prior work. From that we selected five artists to submit a formal Proposal and presentation of howi they would interpret and commemorate Lafayette's200 years. One artist and submission stood out among them, Cliff Garten Studios "Ont the Banks of the Wabash". Our budget is $500,000 which includes the artist fee, fabrication and on-site installation. To fund the project, $250,000 has been pledged by the Commission through the 2024/2025 budget and the remainder will be raised through local donations. The piece will be installed in a prominent location at the corner of South and gth Streets on or around September 2025. Jim Terry Micro Retail Renewal Lease Agreement: Between Redevelopment Commission and Lafayette Urban Enterprise Association within the Horner Block Façade at 619 Columbia. St. -This agreement renews the lease between the Redevelopment Commission and the Lafayette Urban Enterprise Association for the micro-retail space adjoining the Public Safety Center. The space is currently housing two startup retailers - AI Pinch of Pepper and Arondite Village vintage clothing and home goods. Staff and Counsel recommend approval. Frank Donaldson moved to approve.
