RECORD OF PROCEEDINGS MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF GLENDALE, COLORADO October 1, 2024 7:00 p.m. 1. Call to Order and Roll Call. Mayor Dunafon called the regular meeting of the Council to order. Veronica Marvin City Clerk, called roll. The following Council Members were present: Council Members Rachel Binkley, Ryan Tuchscherer, Kim Umbarger and Mayor Pro Tem Storm Gloor. Council Members Dario Katardzic and Lindsey Mintz were excused. City Attorney Matt Giacomini, City Manager Chuck Line and Deputy City Manager. Josh Bertrand were also present. 2. Approval of Agenda. Council Member Binkley motioned to approve the agenda. This motion requires no second. There was unanimous consent from the Council. 3. Preliminary Staff Matters. There were none. 4. Public Comments. There were none. 5. Presentation on Police Department Staff Promotion. ChiefHaskins introduced Command Segeant 6. Appointment Confirmation of Patrick Carroll as Public Works Director Under 7.6oft the Charter. Mayor Dunafon read the matter into the record. City Manager Chuck Line and Deputy City Manager Josh Bertrand recommended the appointment of Patrick Carrolll, Mayor Pro Tem Gloor motioned to appoint Patrick Carroll to Public Works Director. Council Member Umbarger 7. New Manager Registration for Stephanie Hazelton for World Market LLC dba World Wines, 770 South Colorado Boulevard. Mayor Dunafon read the matter into the record. Chief Haskins recommended approval of the new manager. Ms. Hazelton was present and addressed council's questions. Council Member Tuchscherer motioned to approve the newi manager. Council Member 8. Public Hearing on the following multiple land use applications for the Greek Orthodox Metropolis and Public Information Officer Megan Gillis. seconded the motion, and the motion passed unanimously. City Manager Chuck Line said that Planning Commission recommended the approval oft the site plans with staff conditions included in the Findings of Facts, Conclusions ofLaw and Order. Mr. Line said that Quick Trip has met all staff conditions and recommends approval of the site plans. Mr. Scott Kilgore made a public comment in favor of the site plans. Mayor Dunafon closed the public hearing. Mayor Pro Tem Gloor motioned to approve the site plans to include the FindingsofFacts, Conclusions of Law and Order. Series of 2024, A Resolution OfThe City Council OfThe City OfGlendale, Colorado Approving The Conveyance Of Property. Mayor Dunafon read the matter into the record. City Manager Chuck Line said the conveyance of property is in the 4 Mile Entertainment District Project for utility easements. Council Member Tuchscherer motioned to approve the resolution. Council Member Binkley seconded the motion, and the motion passed unanimously. 11. Introduction of Ordinance No.2, Series of2024. An Ordinance OfThe City Council OfThe City Of Glendale. Colorado, Adopting A Budget For The City Of Glendale, Colorado, For The Calendar Year 2025. Estimating The Amount Of Money Necessary To Be Raised By Tax Levy Based On The Said Budget So Adopted: Estimating The Amount OfMoney To Be Derived From Other Revenue Sources: And Setting Forth The Total Expenditures For Each Fund. Mayor Dunafon read the matter into the record. Finance Director Ken LeCrone said as required by city charter and state statute, the budget for all funds must be approved by council. Mayor Dunafon read the matter into the record. Finance Director Ken LeCrone explained that this ordinance allows the city to spend the budget that was approved in Ordinance No. 2. Mayor Pro Tem Gloor motioned to approve the ordinance. Council Member Tuchscherer seconded the motion and the motion passed 13. Introduction Introduction of Ordinance No. 4, Series of2024. Council Member Tuchscherer motioned to approve the ordinance.
