Austin Ave (2024-27-COA) Public Hearing and possible action on a request for a Certificate of Appropriateness (COA) for demolition that results in the loss of the total square footage of the existing structure, replacing a historic architectural feature with a non-historic architectural feature, new building construction, and a new fence, railing or wall that is inconsistent with the overlay district's characteristics and applicable guidelines for the property located at 1610 S Austin Avenue, bearing the legal description of .353 Acres out of part of Block 78, Lost Addition (2024-27-COA) - Olivia Beams, Historic and Downtown Planner Olivia Beams presented the staff report. Alternate Commissioner Rotheram referred to the archival note on the staff report and inquired of its significance. Beams explained that the applicant did not prepare a salvage plan or archival record, and staff did not recommend it to the commission. However, Beams added that the commission may request it should they chose to do SO. Commissioner Burns referred to the replacement of historic architectural features such as the doors, windows, and trim and asked if they were unable to be salvaged. Lee Mcintosh, applicant, approached the podium to address the commission and acknowledged that the door was not the original door. Mcintosh highlighted that windows are a constant concern for historic restoration and shared that the current windows cannot perform to current standard in terms of insulation. McIntosh shared that windows under the front awning are in satisfactory condition and that the remaining windows are unable to be restored due to rot. Mcintosh explained that the proposed custom-made wooden windows will have the same profile as the current windows and aluminum clad. Mcintosh shared that the reason for the proposed aluminum clad windows is for lasting effects. Mcintosh explained that a portion of the siding is not original and proposed to use exact material as the original siding. Mcintosh acknowledged that they would try to salvage Commissioner Burns inquired about the intent for the height of the fence that partially complies with the Design Guidelines. Mcintosh explained that the fence would provide Commissioner Powell shared that the wood found on the interior of the garage appear to be useable in some capacity and spoke about possibly archiving or preserving the Alternate Commissioner Blomquist referred to design guideline 3.5.C.3.b that states proportions of the front façade should be taller than it is wide," and asked for clarification. Main Street (Historic County Jail) for the property addressed at 100 W. 3rd Street, bearing the legal description bearing the legal description of 1.3223 acres out of Block 13, Lots 1-8, City of Georgetown 2024-57-COA) - Maddison O'Kelley, Preservation and Redevelopment Manager Sofia Nelson, Planning Director, presented the staff report. Trent Jacobs, Williamson County Architect, approached the podium to address the Commissioner Powell acknowledged her attendance at the demolition subcommittee meeting and commented that by moving forward with the demolition, there will be potential to preserve and showcase the original jail structure. Commissioner Powell continued to explain that currently both structures have major safety issues and questioned what it would take to bring the structures up to code. Jacobs added that an incentive to the project was to prevent the continuation of break ins and destruction of historic property. Jacobs added that it was recommended tot focus all resources into the historic structure and not maintaining buildings that were not of historic character. Chair Walton inquired about what will remain once the attached addition is removed. Jacobs explained that there was an intensive investigation of the connection between the two buildings in which a demolition plan arose. Jacobs continued to share that the demolition plan calls for mechanical demolition of sections of the building furthest away from the historic structure and then hand demolition within 151 feet of the historic structure. Jacobs explained that the ventilation and duct work will go through the existing openings in the structure.
