Williams City Center at 16930 Boot Hill Road on Wednesday, September 25, 2024, at 7:00 p.m. for the purpose of business described as follows to wit: CALL TOORDER Mayor Osteen called the meeting to order at 7:00 PM Present: James Osteen Stacy Hurst Susan Dean Bill McGahen Janice Baldwin Phillip Hughes Erin Rogers James Schexneider Matt Hurst Mayor Alderwoman Position 2 Alderwoman Position 4 Alderman Position 5 City Attorney Chief of Police Alderwoman Positionl Alderman Position3 Public Works Director Absent: INVOCATION City Attorney Janice Baldwin delivered the invocation. PLEDGE OF ALIEGIANCETOHIAGS The Pledge of Allegiance to the United Stages flag and to the Texas flag was said. VISITOR/CITIZENS FORUM: Citizens are invited to speak on matters relating to City Government that relate to agenda or non-agenda items. Prior to speaking, each speaker must be recognized by the Presiding Officer. All speakers should address Council and give their name and address before sharing their comments. Please attempt to limit comments to three (3) minutes. City Council may not discuss or take any action on an item but may place the issue on a future agenda. 09/25/2024 Council Special Meeting Minutes- = Page 1 No persons wished to speak before Council. CONSIDERATION. AND POSSIBLE ACTION: Discussion and possible action regardingcontinued employment of City Secretary Amy Brown. Mayor Osteen explained that the September 25, 2024, Special Meeting was a follow up to the Executive Council Meeting held on' Thursday, September 19, 2024. He explained that, per the Texas Open Meetings Act, the agenda and the minutes of the September 19, 2024, Executive Meeting were confidential and were sealed. He further said that, according to the Act, any action coming from the September 19, 2024, Executive Meeting must be done in a public meeting, and that the September 25, 2024, Special Meeting was called accordingly. He then invited comments from Council. Council Members spoke about their impressions from the September 19, 2024, Executive Meeting. Alderman McGahen stated that he was very uncomfortable with Ms. Brown's: insistence that only she should have access to the City financials and banking information. He was further uncomfortable that she refused Mayor Osteen access to those functions and information. Alderwoman Rogers said she agreed with everything Alderman McGahen said. She stated that it was a major issue tol her that Ms. Brown repeatedly denied Mayor Osteen access to the City computer despite multiple direct requests, and that no City information or equipment could be off limits to the Mayor. She was further concerned that Ms. Brown changed the password on the City computer when she left the meeting, leaving the City unable to conduct routine operations, and denyingc continuity of government to Stagecoach residents. Alderwoman Dean said she agreed with everything said by Alderman McGahen and Alderwoman Hurst. She said she was further concerned because, when asked, Ms. Brown was unable to provide specific examples to support the allegations made in her email to the Council. She said, further, that Ms. Brown's behavior during the Executive Meeting showed an obvious contempt for working with Mayor Osteen. Mayor Osteen said that he was surprised that Ms. Brown would take such a destructive action as locking out the City computer because that prevented critical City operations such as payroll, accounts payable, processing financials, bank reconciliation, and credit card management. Mayor Osteen then asked ift the Council had a motion regarding the situation with Ms. Brown. 09/25/2024 Council Special Meeting Minutes- - Page 2 Alderwoman Dean motioned that Ms. Brown be relieved of duty. Alderman McGahen seconded the motion. The vote was all in favor. Mayor Osteen asked if City Attorney Baldwin had any comments. City Attorney Baldwin said she did not. Mayor Osteen called for a motion to adjourn. Alderwoman Hurst motioned to adjourn. Alderman McGahen seconded the motion. The vote was all in favor. Mayor Osteen adjourned the meeting at 7:09 PM.
