Consideration and possible action on the nomination and election of Lyle Shultz as Vice-Chairman of Alderman Schexneider said Mr. Shultz could not attend due to a previous commitment, but hel has agreed toaccept the position. Mr. Schexneider stated thej position will allow another person on the board to take over some of the duties when he is unavailable. Bill McGahen moved to table the appointment until Lyle Shultz is present to confirm his acceptance of a position on the Planning and Zoning Commission. Erin Rogers seconded the motion. Ms. Baldwin stated that was correct. She said the Public Hearing and Ordinance must be published ini it's entirety. On advice from Counsel, he suggested adding language specifically to excluderentals of any kind from third-parties such as Airbnb, Vrbo, Expedia and Bookings.com. He said this willl be taken up after a Public Hearing, and at that time Council can discuss details. REPORTS: 1. Police Report a. Progress in closing threec outstanding warrants. b. One traffic contact led to a narcotics arrest. This was the largest amount seized from a single vehiclei in the City of Stagecoach by the agency. It was less than a quarter of an ounce from felony weight. Two additional vehicles attempted to evade arrest and led toj pursuits. d. There is still one officerout. 2. P&ZI Report a. 14210 Stagecoach Road passed their final inspection. b. 15910. Lone Shadow Trail is waiting on the final drawings. Several minor projects will be removed from thel list. 14415 Stagecoach. has applied for a permit tol build aj patio. 15007 Stagecoach has one permit that has reached: its expiration date, andi noi inspections have been turned: in. A stop work order will bei issued by the PD tomorrow. Theirs swimming pool permit will expire in al few days. h. City Secretary will issue COC and COO permits. 3. Public Works Report a. Continual maintenance. b. The City signi is designed and ordered. Working onal list for repairs to the City dump truck. d. Would liket to: add to the September agenda for volunteers. Ifa Task Force is assembled with volunteers is there aj process in place? Do they need tos sign a waiver? City Attorney asked if Mr. Hurst had signed a waiver and if the City has insurance on him. Mayor Osteen said the Cityl has never had Public Works people sign a waiver. Mrs. Rogers said she was under thei impression that the City insurance company covered people appointed by City Council. a. Followupo on' Webster: There hasl been no movement so far. 4. City Attorney's Report 5. ClySeuyCoutPiasur. Report a. Secretary Report: Best Trash has would. like toj pick up twice a week instead of once a week with no additional charge to the residents. Mrs. Hurst and Shana Paulson asked for Best Trash to send a notice toj post on Facebook. Mrs. Rogers asked ifa a representative from Best" Trash would appear during the October Council meeting. Best Trash would like tol begin the new] pick-up schedule this week. b. Court Report: 54 citations fort the month of] July 2024, compared to 29 citations inj July 2023. $2,852.381 received in fees for the month of July 2024, compared to $1,254.69: ini fees forj July 2023. Treasurer Report: Galen Mansee provided financial reports for Council 6. Mayor's Report There is a serious situation with the dam. The latest weather has washed away the capping and the dam is subject to failure. Hei isi investigating our ability to take emergency action without going through thel bid process.
