THE BOARD OF ELECTIONS OF CHATHAM COUNTY MINUTES November 8, 2024-2 Zoom In-Person Meeting /1 1117 Eisenhower Drive, Suite F/ Multipurpose room BOARDI MEMBERS: Thomas J. Mahoney Chairman Marianne Heimes absent James Hall Trish) Brown Glynda Jones Billy Wooten, Director Shanta Scarboro, Deputy Director Invocation, and led the Pledge of Allegiance. STAFF: CALLTOORDER: CHAIR ADDRESS: Chairman Tom Mahoney called the meeting to order at 12:03 P.M., gave an Mr. Mahoney welcomed everyone and explained that the purpose oft the meeting is to discuss the reconciliation and consolidation oft thel November 5, 2024 Generall Election. He stressed that no votes would be taken during the meeting. He spoke tot thel Board about the 68% turnout of Chatham County voters and the ongoing work that elections staffi is doing tol balance the election. He also reminded them that certification will take place during thei regular meeting on Tuesday, November 12, at noon. The regular meeting was postponed from Monday for Veterans Day. SUPERVISORSREPORT: Mr. Wooten stated that Chatham County had at total of 142,239 votes for this election as ofcurrent reports. Provisional and absentee cure ballots willl be arriving around 11 PM today. Voters have until 5PMt to cure their ballots so they can be counted. UOCAVA ballots can also be received until 51 PM. As always, the SOVC thel Board has been given isu unofficial andi incomplete until certification. That report is being used by staff to reconcile any differences between check-in numbers and cast ballot numbers, as well as to coordinate with Voter Registration on absentee ballots they received versus what we scanned. We are in constant communication with their office to balance our side of the election with theirs. Wel have loaded all ballots images already, something the State requires for Open Records Requests. Thel RLA is scheduled for November 15th at 1PM. The last few pieces of election equipment will be picked up by our warehouse staff on Monday. The newi transportation company was very professional, and we received positive feedback from many polling locations about the improvement in organization. Mr. Wooten expressed. his gratitude for our polling locations and said they deserve professionalism and respect with drop off and pick up. He explained the formatting of the SOVC thel Board received and how we use it as a working document. He is pleased that only 7j polls out of 87 are being reviewed for differences in check-in and cast ballot totals. Staff calls the poll managers and asks ift they remember the reason for the difference; often they have already filled out a Voter Resolution form to document the occurrence. Mr. Wooten said the most common: reason for the difference is a voter who checked in but left before casting their ballot. Ifthe voters inform aj poll worker or they remember the voter's name, the manager can go back and cancel the voter's check-in, but often they are unidentified. Mr. Wooten gave a few examples, including one poll where a voter checked in and printed their ballot, but did not scan it. It was found and spoiled as' unaccompanied", as is required by law. The State requires that we complete areconciliation report that lists all differences in totals and the reasons why. This willl be turned in at the end oft the month and] Mr. Wooten willj provide copies to thel Board as with past elections. Mr. Wooten told the Board that he willi meet with Voter Registration after thej provisional and cured absentee ballots are received to go over the totals again and continue: reconciling. November 8, 2024 Minutes Page 1 He also reported that Chatham County'sactive voter count has increased since the election, since many inactive voters who were still eligible to vote cast al ballot and Mr. Hall asked about the difference of3 for precinct 8-08. Mr. Wooten replied that 1 had been accounted for with a' Voter Resolution form, but we are working with the manager to understand the other 2.1 Mr. Hall also asked if provisional cures would be received by Voter Registration until 5 PM and Mr. Wooten specified that they would be Ms.. Jones asked about] precinct 8-10, as she had received a question from Rep. Carl Gilliard regarding the Carver Village neighborhood and why it didi not appear to bei in his district. Mr. Wooten said that Voter Registration is always adjusting to make sure that redistricting is correct for each street ini the county andi recommended that Rep. Mr. Mahoney asked about the current number of absentee ballots we have; Mr. Wooten replied wel have 10,125 scanned ballots and are waiting for Voter Registration to balance their numbers. He indicated there could be more, but that Voter Registration is confident thei numbers will balance quickly. Mr. Mahoney then asked about the number of absentee-in-person votes and whether they will also be compared to Voter Registration* 's numbers; Mr. Wooten confirmed ands said that 91,7991 have been scanned. Mr. Mahoney asked ift this process would require stafft to come in on Veterans Day and Mr. Wooten replied that some staff will likely work. Mr. Mahoney expressed his gratitude for the hard work and dedication of the permanent and temporary staffa as well as thej poll workers. Mr. Wooten said that wel had severalj poll watchers give us positive comments on our process. Ms. Jones agreed and said shel had spoken witha a first-time watcher who was amazing by staffs checks and balances on Election Day. Ms. Jones motioned to adjourn the meeting, seconded by Mrs. Brown. The meeting became active again. Wel have now surpassed 207,000. ifVoter Registration already had the ballot in their possession. Gilliard contact their office for further questions.
