27 MINUTES OF DUBLIN BOROUGH COUNCIL MEETING MONDAY, OCTOBER: 28, 2024 1. CALLTO ORDER: The October 28, 2024, meeting of Borough Council was held in Borough Hall at 119 Maple Avenue, Dublin, PA. Public Comment on Non-Agenda Items: There were no comments at this time. 5. Approval of Minutes: 5.1. Minutes from October 15, 2024, Meeting: Motion by Mr. Kessler, seconded by Mr. Brennan, and unanimously carried, the minutes of the Octoberi5,2024, meeting were approved, as presented. 6. Payment of Bills: 6.1. Bills List dated October 28, 2024, ini the amount of $39,502.26 (all funds): the bills list dated Octoper 28, 2024, in the amount of $39,502.26. Motion by Mr. Smith, seconded by Mr. Kessler, and unanimously carried, Council approved Dublin Borough Council Meeting October 28, 2024 28 7. Discussion Items: 7.1. Authorization to Close Out Escrow-1 171S. Main Street: Ms. Pursell requested authorization to close out al land development escrow account established Landis Fence at 171S. Main Street. Motion! by Mr. Smith, seconded by Ms. Rosenthal, and unanimously carried, Councila approved 7.2. Discussion on New Police Vehicle: Dublin Borough Police Department received a grant through PADCED Local Share Account which will fund a new Ford Police SUV. At this time, Chief Regan is seeking Council's direction on whether they would like to move forward with a hybrid vehicle. Ms. Pursell presented a memo to Council provided by Chief Regan outlining the pros and cons of a hybrid vehicle. A brief discussion was held. Council requested that an itemized list of closing out the escrow for 171 S. Main Street in the amount of $141.10. vehicle expenses, related to the grant, be provided. Motion by Mr. Smith, seconded by Mr. Brennan and unanimously carried, Council approved to purchase a hybrid police vehicle using PADCED LSA Grant Funds along with up to $1,000 of 7.3. Discussion on Updating Employee Handbook- Holidays: President Hayes asked Council to consider amending the employee handbook to include Martin Luther King Day, ,r,Juneteenth and Veteran's Day as observed holidays. Additionally, he requested that Columbus Day be general fund money to offset the increase cost of a hybrid vehicle. changed to Indigenous People's Day. Motion by Ms. Rosenthal, seconded by Mr. Brennan and carried on a vote of 5-1, Council approved adding Martin Luther King Day, Jr., Juneteenth and Veteran's Day, and changing Columbus Day to Indigenous People's Day in the employee handbook, with an effective date 7.4. Discussion on Alternative Energy Ordinance: The Borough currently has an Alternative Energy Ordinance No. 293 which was adopted in 2011. President Hayes presented some talking points regarding the possibility of updating this Ordinance in hopes to benefit businesses and residents of the Borough. Ms. Pursell provided a sample Model Sustainable and Renewable Energy Ordinance that the County has issued, along with Middletown Township's Ordinance asa reference. After a brief discussion it was decided to ask the Community Development Committee 8. Committee Reports: Mr. Sharer advised that the Finance Committee met before the meeting and discussed the Water and Sewer Funds. The next meeting will be held on Monday, November of01/01/2025. to meet and discuss this topic. 11, 2024 at 6:30 pm. 9. Public Comment: There were no public comments at this time. 10. Comments from Council Members: Mr. Sharer asked about the sandwich board signs outside The Anchor at Dublin Inn placed on the sidewalks. Ms. Pursell advised that staff spoke with the owner of the business previously, hoping they would take them down or apply for proper permitting. Ms. Pursell will follow up asking them to come into compliance. Ms. Rosenthal expressed concern with the timing of the traffic lights at the intersection of Main Street, Elephant Road and Maple Avenue. Dublin Borough Council Meeting October 28, 2024 29 11.
