MINUTES  BLAWNOX BOROUGH COUNCIL Regular Meeting October gth, 2024  Call to Order  President Laskey called the meeting to order at 6:30 p.m. in Council Chambers. A Zoom was set up for anyone that was not feeling well or not comfortable attending in person.  Pledge of Allegiance RollCall  The roll was called to establish a quorum. Matthew Stanczak, Mark Lombardi, and Elaine Palmer Council Members Not Present: Vice President Randall Stoddard  Council Members Present: Katie Coban, Christine Carnevali, President Deborah Laskey,  Also Present: Solicitor Sam Dalfonso, Junior Council Member Simon Passerelo-Cameval, Mayor Anthony Gross, Engineer Gordon Taylor, and Borough Manager Kathy Ulanowicz.  Assistant Borough Manager Mallori McDowell via Zoom. Comments from the Public - No Comments  Agenda Items  Motion to approve Council Meeting Minutes of the September 11th, 2024 meeting. Motion to approve bills from the General Fund for September in the amount $121,127.42  Moved: Ms. Laskey Moved: Mr. Stanczak  Second: Ms. Coban Second: Ms. Coban  Motion Carried: 6-0 Motion Carried: 6-0  Public Safety  1) We met with O'Hara Township, the process continues toward a smooth transition for January 1st- Chief Goodman and Manager Ulanowicz met with Manager Jakubec and  Superintendent Davis.  Property and Planning - Nothing at this time Strategic Planning - Nothing at this time  Finance Committee  1) Budget - In your packets you have the draft budgets for 2025. We will motion to advertise in November and then be able to motion to adopt in December. 2) Motion to Approve Feaster Pension Consulting Agreement.  Moved: Mr. Stanczak  Second: Ms. Coban  Motion Carried: 6-0    Public Works  1) Has completed the issue on Freeport Road in the parking lane in front of 306 Freeport Road. Manager Ulanowicz is waiting to hear from Dunrite who is PennDot approved. Manager Ulanowicz is hopoful that wo will not havo to go out to bid.  Community Events  1) Night oft the Lights - Night of the Lights and the Cookie Tour will be held on December 7th. The Cookie Tour willl be from 12 until 3 and Night of the Lights from 4 until 6:30 ish. The committee is currently working to find games. Would love for all for everyone to come out for the events. Making kits for the ornaments. There will be Hot Dogs at the 2) Halloween October 31st from 6-8. There will be no parade this year but kids can still pick  Monument. Manager's Report-  1) Water Line Inventory = Not everyone has returned their inventories, sO we are going to have to make appointments and have Public Works go in to do the inventories. What happens if it doesn't get done? Engineer Taylor is not  sure that will be up to the DEP.  B. Engineer's Report - Gordon Taylor -  1) There is nothing newi to discuss about the consent order. 4) PA Small Water and Sewer - Pressure Reduction Valve: They will be advertising late this month or early November and then have a 6) CDBG 50-1 We are waiting to hear officially from the COG that we have 7) LSA- The Grant awards have been pushed back again. Old Business  38 Riverside Court - We finally figured out what was going on with serving notice. There was some issue in the system. The Sherriff's Office will be working to get it served. Carr 209 Summit - The judge lifted the order to show cause. They are asking fori the sides to write briefs. Once they are submitted there may be oral arguments depending on the Court. 310-312 4th Street - Solicitor Dalfonso is waiting for a call back from their attorney.    231 Freeport Road = Manager Ulanowicz believes we have another Court Date. Our Code Borough property Carla Drive near the cell tower - Put on hold because it is cost prohibited. Mike is going to clear out where they have been dumping and then will be able to use in 115 2nd Street - They want to talk to Solicitor Dalfonso. The Son has been calling Councilman Lombardi about the Guard Rail. Solicitor Dalfonso is happy to call them and talk about the options. Solicitor Dalfonso said one possible way to dissuade thei truckers from driving that way would be to raise the fine. President Laskey would like Manager Ulanowicz to look into potentially getting a camera for that area.
