REGULAR SESSION MEETING OCTOBER 28, 2024 Be it remembered on the 28th day of October at 10:30 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Izzy Carrasco Kirk Frye Charles Wilkins Kenny White Casey Russell Sharon May Susie Spring Judge Commissioner Pct. #1 Commissioner Pct. #2 Commissioner Pct. #3 Commissioner Pct. #4 County Treasurer County Clerk Also Present: Charlotte Marrufo, DA's Office Eric Geske, Sheriff Awyna Sanchez, Tax Assessor-Collector Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of' Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Consider and Discuss the District Attorney's Seizure/Forfeiture Report Charlotte Marrufo, representing the District Attorney's office for the 287th Judicial District, presented the seized funds still pending Court judgements and the Forfeiture Funds in the DA's office for the time period of September 1, 2023 to August 31, 2024. See attached. 1 Commissioner Frye made a motion to accept the report for the Treasurer to audit. Commissioner Russell seconded and the motion passed by majority vote. 5. Approve Minutes from Previous Meeting Upon motion to approve the minutes from the Regular Meeting on October 15, 2024, by Commissioner Frye, seconded by Judge Carrasco, the motion passed by a majority vote. 6. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for October 28, 2024. Motion by Commissioner White, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 7. Consider Treasurer's Payroll Report-Sharon May Commissioner Russell made the motion to approve the Treasurer's Payroll Report for October 15, 2024, Commissioner Frye seconded and the motion passed by majority vote. See attached. 8. Consider Treasurer's Quarterly Report Treasurer Sharon May presented the Receipts and Expenditures from July 1, to September 30, 2024 inclusive. See attached. Upon a motion to approve the Quarterly Report by Commissioner Wilkins; seconded by Commissioner White, the motion passed with a majority vote. 9. Consider and Discuss Engagement Letter from Doshier, Pickens & Francis LLC for 2024 Audit Commissioner White made a motion to approve the engagement of DP&F for the 2024 fiscal year audit. Commissioner Russell seconded and the motion passed with a majority vote. See attached. 10. Consider and Discuss Rescheduling Commissioners Court due to November 11, 2024 being Columbus Day Upon a motion from Commissioner White to move the meeting to November 12, 2024 at 10:00 AM, seconded by Commissioner Frye, the motion passed with a majority vote. 2 11. Consider and Discuss Interlocal Cooperation Contract Failure to Appear Program with DPS Judge Carrasco explained that this is an agreement with the JPs on Failure to Appear program. It had to be updated due to changes in the Upon a motion by Judge Carrasco to approve this contract, seconded law by the 88th Legislature. See attached. Commissioner by Russell, the motion passed with a majority vote. 12. Consider and Discuss the 2025 Parmer County Indigent Defense Program This grant renews each year. It exists to help the County in the implementation and improvement of the indigent criminal defense services in the County. Upon a motion by Commissioner Frye to approve the grant, seconded by Commissioner Wilkins, the motion passed by majority vote. 13. Consider and Discuss Continuing Education Hours for JP #3 On a motion from Commissioner White to approve Judge Haseloff's completion OfTCIC/TLETS Mobile Access with Recertification Test, seconded by Commissioner Wilkins. The motion passed with a majority vote. 14. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center Including but not Limited to: Consider and Discuss Tremco Maintenance Contract Consider and Discuss JBI 2025 Renewal Contract Consider and Discuss Purchasing a UTV Side X Side Consider and Discuss Jail Door Maintenance Contract with Valhalla Security Solutions Sheriff Geske stated that the Parmer County Jail is housing 24 inmates. The Sheriff presented the Tremco Maintenance Contract for the roof of the Courthouse and Sheriff's Office. This was discussed in a previous meeting along with a presentation from Tremco. See attached Annual Service Upon a motion by Commissioner Russell to approve the Agreement, seconded by Commissioner Frye, the motion passed with a majority vote. Ten of the inmates are from Lamb County. Agreement for two years. 3 Sheriff Geske presented a renewal of the Agreement with Parmer County and Justice Benefits, Incorporated. This company helps the Sheriff's office apply for the SCAAP program each year. See attached agreement. Upon a motion from Commissioner Frye to approve the renewal, seconded by Commissioner White, the motion passed by majority vote. Sheriff Geske presented four quotes for a UTV Side X Side. The Commissioner's had previously asked him to talk to Clint Hurst at the Kubota dealership in Friona as they wanted to keep the purchase within The Sheriff has not talked to Mr. Hurst sO Commissioner White made a motion to table this issue once again. Commissioner Wilkins seconded and The Sheriff presented a Jail Door Maintenance Contract with Valhalla Security Solutions. The man that previously serviced the doors is retiring. Upon review, Commissioner Frye made a motion to approve the bid and Commissioner White seconded. The motion passed by a majority vote. the County if possible. the motion passed with a majority vote. See attached bid proposal. With no further business to come before the Court, Commissioner White moved to adjourn.
