APPROVALOFI MINUTES: The minutes from thel March 18, 2024 regular meeting were approved. REPORT OF STANDING COMMITTEES: A. FINANCE COMMITTEE Councilwoman Phillips said the minutes from the March 18th meeting were in the packet. She gave the Treasurer's Report for February 2024: Unrestricted Fund Balance-s28,274,484; Total Cash Balance- $53,065,712; Sales tax for January 2024 - $2,134,517.55; Lodging Tax for January 2024 $102,549.51; Debt Summary for February 2024: Warants-$32,660,42: Capital Leases: General Fund-$578,334; Enterprise Fund -$629,169. She said the next meeting is April 15th at 4:30pm. B. BUILDINGS & PROPERTY COMMITTEE C. PUBLIC SAFETY COMMITTEE Councilman Goodlin said the next meeting is April gth at 5:15pm. Councilman Hughes said the minutes from the March meeting were in the packet and the next meeting is April gth at 4:30pm. D. CODE ENFORCEMENT/ORDINANCE COMMITTEE Councilman Scott said the next meeting is May 6+h at 4:30pm. Councilwoman Conaway said the next meeting is May 6th at 5:15pm. E. PUBLIC WORKS COMMITTEE MOTION by Councilwoman Conaway to reclassify the Landscape Coordinator position to a Crew Leader position in the FY2024 Budget. No second was needed. Industrial Development Board Councilwoman Conaway said the next meeting is April 22nd at 5:30pm at Daphne East Elementary School, Councilwoman Conaway said the next meeting is April 18th at 5:30pm. Councilman Scott said the next meeting is April 16th at 4:30pm. Councilman Goodlin said the next meeting is April 11hat4 4:30pm. Councilman Olen said the next meeting is April 25that 5:00pm. E. Utility Board Councilman Hughes said the Recreation Board will be presenting at the next Council Work Session on April Councilman Coleman said the next meeting is April 24th at 5:00pm. 6. Mayor LeJeune said it was great to see the Boy Scouts at the meeting. He said the Easter Egg Dash went great and thankcd all involved. IIe invited everyone to the May Day Celebration on May 4th and shared the City received a $5 million grant from Senator Britt for underground utilities. 8. 9. CITY ATTORNEY REPORT: City Attorney said there was no report. DEPARTMENT HEAD COMMENTS: were new officers about to go through the Academy. ChiefGulsby, Police, said he was headed to thel Police. Emmie Powell, Library, said the Spring Break Bash was a success and thanked all involved. Adrienne Jones, Planning, gave a report from last week's Planning Commission meeting. Daniel Hill, Junior City Council, gave a report on the last Junior Council meeting and shared about their recent Vickie Hinman, Human Resources, reminded the Council and others that they are required the complete their involvement with City events. CITY CLERK'SI REPORT: MOTION by Councilman Coleman to approve the Eastern Shore Baptist Church Miles for Missions 5k and 1 mile fun run on June 8, 2024 from 8:00am -1 12:00pm. Seconded by Councilman Hughes. MOTION by Councilman Scott to approve thel Buckaroo Foundation Stampede 5k and 1 mile fun run MOTION CARRIED UNANIMOUSLY. on May 11, 2024 from 7:00am - 12:00pm. Seconded by Councilman Hughes. MOTION CARRIED UNANIMOUSLY. MOTION by Councilwoman Conaway to approve the Prodisee Pantry' Turkey Trot 5k and 1 mile fun run on October 26, 2024 from 6:45am - 10:30am. Seconded by Councilwoman Phillips. City Clerk invited Officer Bill Menefee to present to the Council the proposed Ruck by the Bay event. MOTION by Councilman Scott to adopt Ordinances 2024-05 and 2024-06. Seconded by Councilwoman Councilman Scott said thel Planning Commission has approved new architectural requirements for PUDs. He said he thinks Council should consider requiring this development to adhere to those MOTION by Councilman Olen to amend the Ordinance to approve thel PUD predicated upon the application agreeing to include the new recommended architectural requirements within thel PUD. MOTION TO AMEND THE ORIGINAL MOTION CARRIED UNANIMOUSLY. MOTIONTO ADOPT ORDINANCES 2024-05 AND 2024-06 CARRIED UNANIMOUSLY. Phillips. requirements. Seconded by Councilman Scott. 13. Councilman Goodlin thanked Public Works for their work with the ROTC unit. Councilman Coleman congratulated the Mayor and staff on the $5 million grant. Councilwoman Conaway thanked the Boy Scouts for attending the meeting. Councilman Olen congratulated the Mayor and staff. He thanked Adrienne Jones for her work on the Comprehensive Plan and thanked the Boy Scouts for coming to the meeting. He said he is glad the Council works SO well together.
