The Council of the City of Creola, Alabama met in the Creola SAIL Center at 6:00 p.m. The meeting was called to order by Mayor William Criswell. We were led in prayer by Mayor Roll call was taken by Lee Anne Greene. Present at the meeting was Lee Anne Greene, Kendal Hadaway, Avis Walker, Tonya Moss, and Mayor William Criswell. Marcy Brown, Administrative Assistant, and Danny Mims, City Attorney. Harold Martin was absent. A Due to the mandated stay at home order with no more than 10 individuals per group meeting, the guidelines were followed and only10 individuals were present. For this reason, Marcy Brown Approval of the Minutes - The minutes of the March 12, 2020 regular meeting minutes were reviewed. A motion was made by Tonya Moss to accept the minutes as written. The motion was  William Criswell, The Pledge of Allegiance was led by Mayor Bill Criswell.  quorum was in attendance.  videotaped the meeting for individuals to view via Facebook Live.  seconded by Avis Walker. All in favor and the motion was carried. Citizens to Address Council 1- There were no citizens to address the council.  Item #6- Bill List the motion was carried.  Mrs. Greene made a motion to pay the bills. Ms. Moss seconded the motion. All in favor and  See the attached banking information with the amounts for all bank accounts..    Mrs. Greene made a motion to pay. AVIZO group, the CPA firm for audits, $500 per month to pay the balance of the remaining bill. Ms. Moss seconded the motion. All in: favor and the  motion was carried. Item #7- New Business  a. Resolution 2020-003 State of Emergency - Mrs. Greene made a motion to approve Resolution 2020-003. declaring a State of Emergency due to the. coronavirus, COVID-19. Ms. Moss seconded the motion. All in favor and the motion was carried. b. Creola Curfew - Ms. Moss made a motion approving the Creola Curfew which went into effect April 9, 2020 setting the curfew at 10:00 p.m. until 5:00 a.m. daily until the Covid-19 State of Emergency - Ms. Moss made a motion to pass the COVID-19 State of an emergency proclamation. Mr. Walker seconded the motion. All in favor and the  state cancels the stay at home order.  motion was carried. Item #8 - Mayors Discussion  Mayor Criswell informed the public that the lobby oft the city hall was closed due to the Coronavirus until further notice, as well and all parks and activities there. The SAIL center was Through financing with USDA, the city hall was purchased from Naheola Credit union at a price Construction on the building to house the new tractor purchased for use by the Public Works department and park had been completed. Tractor has been delivered and awaiting completed  closed to the public but had carry out available. of$375,000.00on March 27, 2020.  invoice to pay the balance in full.  Mr. Walker made a motion to adjourn the meeting. Ms. Moss seconded the motion.
