The meeting was called to order by Mayor Don Nelson. The invocation was led by Pastor Al Brown. The Pledge of Allegiance was led by Mayor Don Nelson.  Judge Jay Ross administered the Oath of Office to Mayor Don Nelson.  Judge Jay Ross administered the Oath of Office to Council Member Kendal Hadaway. Judge Jay Ross administered the Oath of Office to Council Member Cody Chambless. Judge Jay Ross administered the Oath ofOffice to Council Member Wendy Lynch. Judge Jay Ross administered the Oath of Office to Council Member Harold Parmer. Judge Jay Ross administered the Oath of Office to Council Member Mark Howell.  Mayor Nelson appointed Mark Howell as Mayor Pro Tempore, with the approval vote of all  council members.  Mayor Nelson reappointed Jay Ross as Municipal Judge.    Mayor Nelson appointed Frank Hammond as Police Chief.  AI motion was made Mr. Howell to continue to hold Council Meetings on the second and fourth Tuesday, each month, at 6:00pm. Mr. Hadaway seconded the motion. All ini favor and the motion Mayor Nelson stated that a finance workshop will be held on November 12, 2020, at 5:00 pm Mr. Hadaway made a motion to adopt the Roberts Rules of Order. Mr. Parmer seconded the Mr. Howell made a motion to Ratify the Depositories, keeping all bank accounts at Regions Bank. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Mayor Nelson appointed Marcy Brown, Brandy Davis, Harold Parmer and himself as check Mayor Nelson appointed Mike Gunter to the Zoning Board. He is currently talking to one more Mayor Nelson appointed Wendy Lynch and Mark Howell to the Community Group. Mayor Nelson appointed the below Council Members to each Department listed below: b. (Mayor Nelson will approach Alabama Power about their yearly $5000.00 donation, for the parks, even though the LIP Day was  cancelled due to COVID-19). . Finance- Cody Chambless  d. Fire Dept.- Cody Chambless and Kendal Hadaway  Public Works- Kendal Hadaway, Harold Parmer and Cody Chambless  Mr. Hadaway made the motion to change all locks at City Hall, SAIL Center and the Police Dept. Mr. Parmer seconded the motion. All in favor and the motion was carried. Mr. Howell made a motion to change the debit card, for the General Fund account, to a credit card with a $3000.00 limit, with Marcy Brown, Brandy Davis and Mayor Nelson, as authorized signers. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Marcy Brown explained that the auditors recommend this due to a credit card being safer than a debit  card, ifs someone unauthorized were to obtain it.    Mr. Howell made a motion to change the Police Dept. debit card, to a credit card, with Marcy Brown, Brandy Davis, Police Chief Frank Hammond and Mayor Nelson as authorized signers. Mr. Hadaway made a motion for the City of Creola to reimburse the Mayor and all Council Members, for the price of the Orientation training in Montgomery, mileage and meals. Receipts will need to be turned into Marcy Brown or Brandy Davis for reimbursement. Mr. Parmer Mr. Howell made a motion to open Creola City Hall, to the public, requiring the public to wear masks. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Mayor Nelson introduced Ordinance 2020-006, Rules of Procedure for Council Meetings. Mr. Howell made the motion to review Ordinance 2020-006 and the vote, on it, during the next Council Meeting. Mr. Parmer seconded the motion. All in favor and the motion was carried. Mr. Howell explained that Waste Management bought out Advanced Disposal. He stated nothing will change with the contract. Mr. Howell is meeting with them next week and will have one of Wendy Lynch made a motion to adjourn the meeting. Mr. Parmer seconded the motion. All in  Mr. Hadaway seconded the motion.
