MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, November 12, 2020 Creola SAIL Center Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola SAIL Center at 6:00 p.m. The meeting was called to order by Mayor Nelson. We were led in prayer by Bill Chambers. The Roll call was taken by Brandy Davis. Present at the meeting was Kendal Hadaway, Cody Chambless, Harold Parmer, Mark Howell, Marcy Brown, Administrative Assistant and Brandy Davis, City Clerk. Danny Mims, City Attorney, was also present. Wendy Lynch was absent. Pledge of Allegiance was led by Mayor Nelson. Item #5 -Approval of the Minutes- a. The minutes of the November 4, 2020, meeting was reviewed. A motion was made by Mr. Parmer to accept the minutes, as written. The motion was seconded by Mr. Howell. All in favor and the motion was carried. Item #6- Financials- The financials were discussed during the workshop, held before the council meeting. Mark Howell made a motion to accept the financials. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Item #7- Bill List- The bill list was discussed. Mr. Chambless stated he would like to start displaying or give the citizens a print-out of the bill list, that the Council is given, each meeting. Mr. Hadaway made a motion to approve the bill list. Mr. Parmer seconded the motion. All in favora and the motion was carried. Item #8- Departmental Reports- Police Dept.- Chief Hammond stated he is trying to find more police officers to hire. Mayor Nelson stated that ChiefHammond's: salary is saving the City, over $30,000.00. Fire Dept.- Mr. Hadaway presented a quote for fire equipment service for $1671.82. Mr. Hadaway stated that November 25, 2020 is the one-year date, for when these items need to be serviced by, for safety reasons. He states this service is normally paid out of the Mr. Howell made a motion to approve. Mr. Chambless seconded the motion. All in favor Building Inspector- Don Moss discussed that the City will be receiving around $52,000.00, in permit fees for the two Mobile Home Parks, that are being reconstructed. He states both will be gated communities with new lighting and 200 mobile homes have been purchased between both communities. Audit- Don Wallace, CPA, discussed the audit during the workshop held before the Council Meeting. The audit should be completed by November 13, 2020. He discussed the City has good checks and balances and that no red flags had come up during the audit. b. Budget- Don Wallace, CPA., is working with Mayor Nelson, on a budget. c. Garbage contract- Mr. Howell stated that the City is under contract until October 2021 with Advanced Disposal which was recently bought out by Waste Management. They will honor the current contract. Mr. Howell explained that many things need to be looked at when the contract expires. Waste Management currently picks up garbage and trash. Marcy Brown stated that two of the Waste Management reps had come by City Hall and are aware and are working on issues that have been reported. They also emailed al listo ofroads, they can't get down, due to storm debris being in the way. d. Add Mayor and Council Member to Planning and Zoning Board- Bill Chambers will continue as Planning and Zoning Board Chairman. Mr. Chambers requested that the City Council members attend the Tuesday November 17,2020 meeting. Mr. Hadaway made a motion to appoint Cody Chambless, to the Planning and Zoning Board. Mr. Parmer seconded the motion. All in favor and the motion was carried. Mayor Nelson stated that Gary Hudson had recently been appointed to the Planning and Zoning Board. e. Bids for debris pick up- Mayor Nelson stated two sealed bids have been received, for debris pick up, from Hurricane Zeta. He stated he will extend the bid deadline, until next Thursday, November 19, 2020. The bids will then be opened during the Council Meeting. f.Add rocks to Magnolia Ct. and Holmes. Rd. - Bids will be taken for adding rocks to g. Christmas Parade- The City of Creola Christmas Parade will be held December 12, 2020 at 4:00pm. It was discussed to have the parade route start at the park, go around Mr. Howell made a motion to approve the parade. Mr. Chambless seconded the motion. It was also discussed that at the November 19, 2020 Council Meeting, to discuss and approve a budget for throws, candy, and anything else needed. A Santa has already been h. A Santa, Mrs. Clause and Grinch have already i.F Reschedule of November 26, 2020 Council Meeting- Mr. Howell made a motion for the Thursday November 26, 2020 Council Meeting, that would fall on Thanksgiving Day, to be moved to Thursday November 19,2020. Mr. Chambless seconded the motion. Alli in j.Fire Service Quote- Mr. Howell made a motion to approve the quote form Sunbelt Fire, that was presented by Mr. Hadaway, for $1671.82, to service fire equipment.
