The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting. Present at the meeting was Mayor Pro tem Mark Items that were discussed were the police vests, police leather Gear, police cars, cleaning of city facilities, approve transfer of John Beech, Street Department to Creola, LED Lighting, Hurst Drive Project, and South Creola Drive survey work. The meeting was adjourned at 5:58 p.m. The regular council meeting was called to order by Mayor Pro tem Mark Howell at 6:00 p.m. We were led in prayer by Mayor Pro tem Mark Howell. The Pledge of Allegiance was led by Mayor Pro tem Mark Howell. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mayor Pro tem Mark Howell, Cody Chambless, Kendal Hadaway, and Harold Parmer. Howell, Cody Chambless, Kendal Hadaway, and Harold Parmer. Mayor Don Nelson and Wendy Lynch were absent. Also present was City Attorney, Daniel Mims. Item #5 -Approval of the Minutes - Approval of the Minutes - The minutes of the November 17, 2021, regular meeting minutes were reviewed. A motion was made by Mr. Parmer to accept the minutes, as written. The motion was seconded by Mr. Hadaway. All in favor and the motion was carried. Item #6- Financials/BilList- Mayor Pro tem Mark Howell went over the bill list as well as the city financials. Mr. Chambless made a motion to approve the bill list as presented. Item #7 Departmental Reports- - Police Dept. 30 quotes. Discussion was made regarding the police vest but tabled for future discussion along with getting Chief Hammond asked council for approval for the purchase of 9 police leather gear. Mr. Parmer made a motion to approve the purchase of9 police leather gear for all officers from the Covid Relief money fund and to get 3 quotes for the purchase. Mr. Hadaway seconded the Chief Hammond stated that we needed to consider purchasing new police vehicles. Discussion was made and we are still awaiting on final approval as to whether the purchase can be made motion. All in favor and the motion was carried. from Covid reliefmoney. Sail Center- -Nor report given. Fire Dept. Chief Moye stated that he had 4 new volunteers for the fire department that are state certified. Public Works Department -N No report given Zoning Board - The next zoning board meeting will be December 21, 2021. Item #8 - New Business- a. Cleaning of City Facilities - All Over Janitorial Services was the only company that submitted quotes for cleaning all the city facilities. Mr. Hadaway made a motion to approve proposal #2 which was a weekly cleaning of the city hall for a cost of $250 per month. Mr. Chambless seconded the motion. All in favor and the motion was carried. Mr. Chambless made a motion to approve proposal #1 for the cleaning of the police department once a month at a cost of $225 per month. Mr. Hadaway seconded the Mr. Parmer made a motion to table the proposal of the SAIL Center and Public Works building until the next meeting. Mr. Chambless seconded the motion. Approval ofTransfer ofJohn Beech from Satsuma to Creola Public Works Department - Due to being shorthanded in the Public Works Department, the city had been searching for additional help. John Beech wanted to transfer to Creola from Satsuma. He would maintain the same job classification and rate of pay. Harold Parmer made a motion to accept John Beech transfer from Satsuma to Creola. Mr. Hadaway . LED Lighting - After a discussion on the LED lighting, Harold Parmer made ai motion tou upgrade all streetlights to 35W LED lighting. Mr. Hadaway seconded the motion. All d. Hurst Drive - Hurst Drive has met the CDBG requirements necessary to move forward. South Creola Drive - South Creola Drive survey work is completed and is awaiting Streetlights - After discussion on streets that needed streetlights, Mr. Parmer made a motion to install a streetlight at 165 Service Road South intersecting with Lister Dairy Road. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Mr. Parmer made ai motion to install a streetlight at the intersection of Sarah and Skidmore. Firel Department - Annual Testing off Air Packs - Mr. Hadaway made ai motion to approve the annual inspection of the compressor and SCBA equipment for a cost of $1681.42. Mr. Chambless seconded the motion. All in favor and the motion was carried. Parmer made a motion to spend up to $3,000 for repairs needed for the fire truck. Mr. Hadaway seconded the motion. Mr. Hadaway made ai motion to reimburse ChiefMoye for an amount, not exceeding $150, for the purchase ofal ham and/or turkey. Mr. Parmer seconded the h. Mayor Pro tem Howell stated that the building inspector, David Moss, could ride by and speak to him or send a letter. Mr. Hadaway made a motion to adjourn the meeting. Mr. Parmer seconded the motion.
