MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, August 11, 2022 Creola City Hall Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was Mark Howell, Harold Parmer, Cody Chambless, Kendal Hadaway, Wendy Lynch, and Mayor Nelson. Items that were discussed was the letter to be sent to citizens about debris, trash, old vehicles, etc., Gazebo electrical estimate, Park Pavilion electrical, Police building leak, Creola Circle, Tasers and body cam update, Park 4th celebration planning meeting, Tree Cutting on Lister Dairy Road, 4" Auger for Park, and Hunter Education Class - 10/01/2022. Meeting adjourned at The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Bill Chambers. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Harold Parmer, Item #5 -Approval of the Minutes - - The minutes of the July 28, 2022, regular meeting minutes were reviewed. Mr. Chambless made a motion to accept the minutes as written. Mr. 5:57p.m. Kendal Hadaway, Wendy Lynch, and Cody Chambless, and Mayor Nelson. Parmer seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- Mayor Nelson gave an update on the finances and bank balances. Mr. Howell made a motion to approve the financials as of08/11/22 as presented. Mrs. Lynch seconded the motion. All in favor and the motion was carried. Mr. Howell made a motion to approve the bill list dated 08/11/2022 as presented. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Item #7-1 Departmental Reports = Police Dept. - Chief Hammond said that he was working on the vehicles to make sure they were all in good running condition until we can get the Tahoe's from Orange Beach. Mr. Howell said that we would have the first choice of the Tahoe's. Ms. Ludgood is working with the chiefon assisting him with the purchase ofTasers. Sail Center - The grass needs mowed at the SAIL center. Park Dept. - Working on the wiring for the Veterans Memorial Park as well as the pavilion. Mayor was going to check with Major Holt to see if we could pay him to cut the city hall and Fire Dept. - Chief Moye stated that repairs on fire truck going well but he needed to replace the split rims on the fire truck at a cost of$1350. The rest of the fire hose has arrived. The internet has stopped working and Databyte needs to be contacted. The fire certification class is going well with only 3 weeks remaining. The quote for engine 1 came from Sunbelt at a cost of approximately $25,000. The other repairs would cost between 7,000 - 8,000. Mr. Parmer made ai motion to upgrade the rims on the fire truck at a cost of$1350. Mr. Howell Public Works Department - Magnolia Court has been paved and Mayor would like to pave another road Creola Circle. We are waiting for more estimates. We have about 6 streets remaining that need to be paved. Mr. Hadaway had a request to clean the ditches on Hardy Building Inspection Department - Mr. Moss recommended that a letter be sent to the entire city regarding the zoning regulations about keeping the yards clean, no junk vehicles, grass cut, etc. A letter would let them know that citations were about to be issued for noncompliance. A letter would be emailed to all council members for them to see it before being sent. Mr. Howell made a motion to send out a letter to the citizens regarding the zoning ordinançes that were being violated and that the city would be issuing citations for noncompliance. Mr. Zoning Board - Mr. Chambers stated that the Zoning Board meeting would be Tuesday, August 16th. Board is still working on changes for the Comprehensive Master Plan to make it match the Clerk - Mr. Howell made a motion to attend the fall conference City Clerk School in Tuscaloosa on Oct 19-21. Mr. Hadaway seconded the motion. All in favor and the motion was carried. SAIL building to help the street department out. seconded the motion. All in favor and the motion carried. Drive. All in favor and the motion was carried. zoning ordinance. 2 Credit Card Machine For City Hall - The request for the ability to use credit/debit cards is increasing for the business license and building permits. Mr. Parmer made a motion to approve the city accepting credit cards for business license and building permits through Truist Bank. The fees associated with it will be passed along to the customer. Mr. Howell seconded the motion. All in favor and the motion was carried. Item #8. - New Business- a. Tree Limbs On Lister Dairy Rd - After a discussion, Mr. Parmer made a motion to allow Clancy to cut the limbs on Lister Dairy Road upon receipt of written estimate for $2200. Mr. Hadaway seconded the motion. All ini favor and the motion was carried. b. July 4th Planning Meeting - Planning meeting will be held on August 30, at 5:00 p.m. Hunting Class - Mr. Chambless made a motion to approve the use oft the SAIL center October 1St for the Hunters Education Class taught by Mr. Terry Foster. Mr. Hadaway seconded and catered by Meat Boss. C. the motion. All in favor and the motion was carried. Item #9. - Mayors Comments- Officer Poole went well. Mayor Nelson stated that the Race Trac was about to break ground. The recognition dinner for Mr. Howell made a motion to adjourn. Mr. Parmer seconded the motion.
