The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting at 5:30 pm. Present at the meeting was. Mark Howell, Cody Chambless, Kendal Hadaway, Wendy Lynch, and Mayor Nelson. Items that were discussed was the Creola Circle Paving Bids, Tahoe's for police, City Hall Park Drawings, Flyers Mailed, City Hall Repair Estimate, Park Bathroom Renovation Estimate, MC School Board, Painting the white building at Police & Fire station, Landscaping for City Hall receiving a grant of$1,500 from Love Your community on September 12th, Police & Fire Station lettering for building, Tree Trimming on Lister Dairy. The meeting was adjourned at 5:55 p.m. The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in prayer by Bill Chambers. The Pledge of Allegiance was led by Mayor Nelson. Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mark Howell, Kendal Hadaway, Wendy Lynch, and Cody Chambless, and Mayor Nelson. Harold Parmer was absent. Item #5 -Approval of the Minutes - The minutes of the August 11, 2022, regular meeting minutes were reviewed. Mr. Chambless made a motion to accept the minutes as written with the correction as noted (remove the second paragraph under Item 8 a). Mrs. Lynch seconded the motion. All in favor and the motion was carried. Item #6- Financials/Bill List- Mayor Nelson gave an update on the finances and bank balances. Mr. Howell made a motion to approve the financials as of08/25/22 as presented. Mrs. Lynch seconded the motion. All in favor and the motion was carried. 1 Mr. Howell made a motion to approve the bill list dated 08/25/2022 as presented. Mrs. Lynch seconded the motion. All in favor and the motion was carried. Item #7-1 Departmental Reports = Police Dept. = Chief Hammond said that he was working on some classes for the police department and needed a projector. Also, the Foley police chief donated 14 road spikes (stingers) Mr. Howell made a motion to approve the purchase ofa a projector at a cost of$169.99 from Best Buy for training. Mr. Hadaway seconded the motion. All in favor and the motion was carried. Sail Center - The SAIL Center needs ai new mailbox as theirs was hit by a vehicle. for the Creola Police Department to use. Park Dept. - Mayor Nelson said that an estimate has been received from ML Eubanks for the Fire Dept. - Chiefl Moye stated that new quote for a fire truck has increased to $272,000. Still waiting on other bids with the same criteria. The turnout gear has increased up to $3700 fora a coat and pants set. Chief] Moye will update the plan. The work is almost done on the tower truck. Classes for firefighters will be finished very soon. Databyte has ordered a switch to correct the internet connection problem. Chief Moye also stressed that the mold issue in the station needs to Public Works Department -Mayor would like to pave another road - Creola Circle. We have Building Inspection Department - Mr. Moss said that the starting date for construction on the Zoning Board = Mr. Chambers said that the Zoning Board is working on the grant received Street Dept. - Halls Branch Street sign has been torn down and a replacement is being ordered. renovations oft the oldest restroom by the playground. be addressed. about 6 streets remaining that need to be paved. Raceway project would begin after Labor Day. from SARPC to finish the comprehensive plan for our city. Item #8 - New Business- a. Creola Circle Paving. - After a discussion on road paving, Mr. Howell made a motion to allow Precision Paving to pave Creola Circle at a cost of $8400. Mr. Chambless seconded the b. Tahoe's Building Date - City Clerk has received a notice from Donohoo Chevrolet that the two Chevy police cruisers, that we have access to, can be built beginning November 21, 2022. After a discussion, Mr. Howell made a motion to buy two (2) Tahoe's off the state bid list from Donohoo Chevrolet at the stated price or at a price up to 15% over the state bid list per vehicle, and not to exceed $8000 for the outfitting for each car. Mrs. Lynch seconded the motion. motion. All in favor and the motion was carried. 2 Roll Call: Mr. Hadaway - Yes; Mr. Chambers - Yes; Mrs. Lynch - Yes; Mr. Parmer - Absent; Creola Park Restroom Repairs - After discussing the park restroom and the need for upgrades or to be torn down, Mr. Hadaway made ai motion to allow Mr. M.L. Eubanks to repair the restroom at a cost of $7880 including a metal roofand commercial metal door. Mr. Howell d. MC School Board - We are, gathering the number of Creola children that attend Satsuma, Saraland, and Citronelle schools. Mayor Peoples of Mount Vernon is doing the same for his city. Once the data is gathered, it will be presented to Dr. Threadgill for the possibility of Painting of the Police and Fire Department- t-Mr. Hadaway made a motion to table the painting of the police and fire department buildings. Mr. Howell seconded the motion. All in Landscaping of City Hall - Mrs. Lynch is receiving a grant for $3000 from Love your community. $1500 in September and $1500 in December. Mr. Chambless made ai motion to approve Southeast Maintenance doing the landscaping at the city hall for a cost of $3000. Mr. Fire and Police Department Lettering - Mr. Chambless made a motion to approve the estimate of $2390 from Explosive Signs to add new lettering on the police department building. The lettering will be straight across building with Explosive Signs doing the work. Mrs. Lynch h. Clancy Tree - The motion to award Clancy Tree the job for trimming trees on Lister Dairy was approved last meeting pending receiving al hard copy oft the quote. He also said that all the easements for the work on South Creola Blvd were filed. Ms. Ludgood is going to help us. Mr. Hadaway made a motion to adjourn. Mr. Chambless seconded the motion.
