MAGISTRATES Linda Hoiles Christie Bryant Minutes of the City of Creola Council Meeting Thursday, September 28, 2023 Creola City Hall Meeting 6:00 P.M. The Council of the City of Creola, Alabama, met in the Creola City Hall at 5:30 p.m. A workshop was held before the Council Meeting, at 5:30 p.m. Present at the meeting were Kendal Items that were discussed were Resolution 2 and 3 for easement abandonment, paving Hall Road, Police car update, Annexation Goodloe property, Sand Pit Ecology Survey, Administration Computer Software, Health Insurance, GOMESA Grant, Park Paving, and Hadaway, Harold Parmer, Mark Howell, Cody Chambless, and Mayor Nelson. ATRIP. The meeting was adjourned at 6:00pm p.m. The regular council meeting was called to order by Mayor Nelson at 6:00 p.m. We were led in Roll call was taken by City Clerk Marcy Brown. Present at the meeting was Mayor Nelson, Kendal Hadaway, Cody Chambless, Harold Parmer, and Mark Howell. Wendy Lynch was prayer by Bill Chambers. The Pledge of Allegiance was led by Mayor Nelson. absent. City Attorney Danny Mims was also present. Item #5 -Approval of the Minutes- The minutes of the August 24, 2023, meeting was reviewed. A motion was made by Mr. Parmer to accept the minutes of August 24, 2023; the motion was seconded by Mr. Hadaway. All in favor and the motion was carried. Item #6- Financials/Bill List- The bills were discussed. Mr. Hadaway made a motion to accept the bill list for September 14, 2023, as presented. Mr. Howell seconded the motion. All in favor and the motion was carried. The bills were discussed. Mr. Howell made a motion to accept the bill list for September 28, 2023, as presented. Mr. Parmer seconded the motion. All in favor and the motion was carried. The financials were discussed. If anyone would like to see the reports, they are welcome to stop by the city hall. Bank balances were presented. Mr. Hadaway made a motion to accept the financials as presented for September 14, 2023, and September 28, 2023. Mr. Howell seconded the motion. All in favor and the motion was carried. Item #7-1 Departmental Reports - Police Dept.- Chief Stringer stated that the two (2) new 2023 Tahoe's were almost ready. He was also working on lowering the excessive overtime and still trying to recruit new officers. The Fire Dept. -Chief Moye stated that two (2) individuals had been added to the fire roster and needed council approval. Mr. Hadaway made a motion to accept Cameron Myers and Andrew Miller as the newest Creola Volunteer Firemen. Mr. Parmer seconded the motion. All in favor Park Dept. - Jeff Reeves approached the council regarding the Lemoyne Community Day to be held in the Creola City Park on November 4, 2023. The last time it was held was in 2019 and suspended due to the COVID outbreak. Mayor Nelson stated that we would make sure that the park was sprayed for insects as well as use the SAIL bus for transporting citizens. Mr. Reeves department was running smoothly, and he was proud oft the staff! he had. and the motion was carried. stated that he may have some carts that could be used and would let us know. SAIL Center Dept - No business Zoning Board. Mr. Chambers stated that he would like to thank the mayor and council for sending the zoning board members to the training classes held at OWA. He stated that all who Public Works Department -. Mr. Sellberg, filling in for Mr. Wayne Miller, stated that the new asphalt mix is doing better than the cold or hot mix and isn't washing out of the potholes. All in favor and the motion was carried. Sand Pit Ecology - Mr. Parmer made a motion to spend $800 needed to have a report done on the ecology of the dirt pit. Mr. Howell seconded the motion. All in favor and the Health Insurance- - After discussion was made regarding the health insurance and rising costs, Mayor Nelson asked the council members to think about it and be ready to discuss all the options for either raising the cost the employees pay or leaving it the same. ATRIP - Mayor Nelson has a meeting scheduled with ALDOT regarding the signal h. Terry Foster Hunting Class - Mr. Chambless made a motion to allow Terry Foster access to the SAIL Center on October 14, 2023, for a hunter's education class. Mr. Hadaway seconded the motion. Currently the city pays 85% and the employees pay 15%. light on highway 43 south and Jackson Road. 3 Item #9 Mayor comments Mayor Nelson stated that he would like to pave Hall Road and the two (2) small entrances to the Creola Park. He will be getting quotes and present them at the next council meeting. Mayor Nelson also stated that Jacks Restaurant had signed a notice of intent to locate in the City of Creola and he would be meeting with Integra Water and Sewer to see if he could help with the tap fee. All the council members that were in attendance were in favor and supported a new Mr. Chambers mentioned that Dr. Crenshaw was in support of growing the North Mobile County school and we needed to get a group together to approach the Mobile County Board of Education Mr. Chambless made a motion to adjourn.
