The third reading was held for the Barbour County Enhanced 911 Ordinance amendments. The amendment ist to update fees imposed on local exchange service lines to finance the projected costs of capital improvement and maintenance costs oft the Enhanced Emergency Telephone System and associated Emergency Dispatch Equipment - Residential from $3.00to$3.15; On a motion by. Jamie Carpenter, seconded by David Strait, the Barbour County Enhanced 911 Two corrections were included in final revision of meeting minutes which include: 1) The Wireless Map fund is held at People's Bank, not Freedom Bank as discussed in the meeting. 2) ARP-8- HVAC: system was not removed from the project but reduced funding was requested for the HVAC: system. Ordinance amendments were approved. 3/0 from May 2, 2022 were approved with noted corrections. 3/0 approved. 3/0 Prosecutor Hoxie discussed the Sheriff's Department body camera deficiencies. The video works sufficiently, however audio is insufficient and causes some footage to be ineligible for trials. The cameras are approximately ten years old. Sheriff Carpenter reported that grants have been applied for. Prosecutor Hoxie is requesting the Commission to go through with the purchase of new body cameras if the grants do not get approved for funding. Sheriff Carpenter desires to get fifteen cameras. Commissioners recognize the need for the body cameras and requested the Sheriff to get a quote for the body cameras and present it at a. June meeting. BOOK 28 PAGE3 347 May 20, 2022 Page 2 Prosecutor Hoxie report that his VOCA grant funded Victim Advocate resigned from her position. He is recommending to accept the reinstatement of Charlene Stemple for this position. He will Sheriff Carpenter and Chief Tax Deputy Lauren Norman presented the 2021 Delinquent tax list that became delinquent on April 1, 2022. She also discussed that Tax Offices will no longer be conducting land sales. Unpaid taxes as of October 31 will now be certified to the state. A: scope change on the Sheriff's Department's USDA grant was discussed. There continues to be a delay on the availability of the Dodge Ram truck as approved. Discussion was held to change the scope to purchase a Dodge Durango with these funds. Susie Cvechko made a motion to table this action until the quote for the Dodge Durango is received, seconded by. Jamie Carpenter. 3/0 Sheriff Carpenter indicated he would have the quote by the next meeting. Dylan Harper, 911 Director provided an update on County Road signs. They have audited approximately 30% of the county and 25 signs and 15 posts need to be replaced soi far. After this year's full review, they plan to divide the county ini thirds and review every third year. He discussed Text to 911 and will be getting more information for further discussion. The Mobile Command trailer is scheduled to be shipped May 20th and plan to utilize it during the Blue & Gray Reunion. Identifying wrap/decal options were discussed. Corey Brandon, OEM Director, discussed the repair to the Comm Center generator. This quote He reported on the recent high-water event, upcoming training exercises, conferences, trainings and grants. He also discussed current COVID-19 conditions in the county. Senator Randy Smith was successful with obtaining $6,000.00 in state funds for capital improvements at the Tacy Community Center. The funds are being passed through the County Commission. A budget revision will be sent to the! State Auditor's Office for approval, thena check will be written to the Tacy Community Center ini this amount. On a motion by Susie Cvechko, seconded by David Strait, the budget revision was approved. 3/0 Commissioner Cvechko mentioned that Senator Smith also obtained funds for the Union and Mt. Liberty Community Centers. She received word that Delegate Chris Phillips obtained $3,000.00in state funds for the Tacy Community Center. Union and Mt. Liberty Community Centers also submitted a request to Delegate Phillips, however the status is not known at this time. Susie Cvechko made a motion to accept the grant agreement, David Strait seconded. 3/0 City of Philippi Mayor Bowers discussed plans for their Municipal Event grant funds that were previously approved. The City of Philippi has also committed $8,5001 tot their event. They will be organizing a Summer Concert Series with weekly music events. The City Manager plans to seek grant funding for following years. They intend to plan their events on evenings that compliment other activities occurring within the City.
