State of Alabama County of Colbert City ofTuscumbia MINUTES OF SPECIAL CALLED MEETING OF THE CITY OF1 TUSCUMBIA SPECIAL CALLED MEETING HELD ON OCTOBER 23, 2015 @ 9:10a.m. The Tuscumbia City Council met on Friday, October 23, 2015, 9:10 a.m. in a Special Called Meeting to discuss the 2016 Budget for the General Fund and to declare a vacancy for a Police Officer. The Notice was published on October 22, 2015 @8:06 a.m. and all members of the Council were duly notified. Mayor Shoemaker and the following Council members were in attendance for the meeting: Martha Smith, Randall Davis, Richard Coats, George Johnson and Robert Mitchell. JoAnn. Armstead, City Clerk and Department Heads Hugh Stanley, Joel Kendrick, Luster Echols, and. JoAnn Crouch werei in attendance. Mayor Billy Shoemaker called the meeting to order. Discussion: Vacancy int the Police Department Council Member Smith made the motion to declare a vacancy for al Police Officer due to the resignation of Brandon Graham on October 8, 2015. The motion was seconded by Council Member Davis. The motion was unanimous. Discussion: 2016 Proposed Budget for the General Fund $7,872,346 which is an increase of $70,622 over last fiscal year. The Budget for Fiscal Year ending 2016 was presented to the Council Members in the amount of Council Members were concerned about thei increase in health insurance because of the new mandates from the SEIB for part-time employees and retirees that amount to increases in premiums fori the new fiscal year. The City Clerk will research alternative methods fori insuring our retirees and part-time After al brief discussion with the department heads that were in attendance, Council Member Coates made the motion to adopt the 2016 Budget for the General Fund int the amount of $7,872,346, "as presented" which includes cost of living increase fort full-time employees.
