J. BERNAL WAS PRESENT VIA PHONE PRESENT: DARREN HODGES, JAMES WARNOCK, PAUL CASIAS, RUBENJ SPECIAL BUSINESS: 1. Discuss/Act upon Extending Deadline for Receiving Sealed Proposals for Approximately 500 Acres ofLand. (City Mgr./City Atty.) City Manager Frank Rodriguez III requested permission to extend the deadline advising Council Members he had talked with several potential bidders. They asked some good questions. He stated one of the main things we were trying to.establish was that the bidder would understand what the city was responsible for and what the tenant would be responsible for. He explained historically the city incurs all the cost. The éffluent water going from the pond is 1.3 million a day and needs to be utilized., There is potential for al better outcome than before. He proposed there be a pre-bid meeting so bidders would understand and get the same information; furthermore, it would be a better outcome for the city. He is asking to extend the bid date to January 4, 2024 at 4:00 p.m. and set a pre-bid meeting date of December 19, 2023 at 10:00 a.m. for the 500 acres that are currently being utilized between Council Member Ruben J. Bernal asked about length of the lease and was advised by City Manager Frank Rodriguez that council would consider the option of year one and year two City Manager Frank Rodriguez stated a company called Apex called asking if we would sell effluent water. He advised Two Hundred Seventy Five (275) acres are being used for hay sales and the other portion is not being utilized. If any company wanted to use the effluent water for something other than farming, start to finish would be five years. Motion was made by Council Member Ruben Falcon, seconded by Council Member Ruben J Bernal, and carried unanimously to approve the extension of the deadline for Receiving Sealed Proposals for Approximately 500. Adjorn.
